1. Call to Order
Vice Chair Moodie called the meeting to order at 6:30 P.M.
2. Pledge of Allegiance
The members recited the Pledge of Allegiance to the Flag.
Vice Chair Moodie read the Rules of Civility.
3. Roll Call
The Minutes Specialist called the roll. A quorum was present.
4. Approval of Agenda
Mr. Clark requested moving item 10A to Item 5.B., as Artist Craig McInnis had to leave
early.
Motion
Mr. Hartmann made a motion to hear Item 10 A as Item 5 B. The motion was approved
by consensus.

Item 5B (Heard out of Order).
Artist Craig McInnis reviewed his original mural concept and advised that after meeting
with the community, they added a church and gospel singers, and he added singer BB
King to represent the Continental Club to please the community. He mentioned that he
had some other ideas to keep the mural simple, but they were not that popular.
Vice Chair Moodie inquired, with Mr. McInnis speaking to the community, how the
community's comments were incorporated into the mural.
Mr. McInnis responded that the concerns were too specific and they cannot add 30
elements, as it would cause the mural to be unappealing, but he did add some. He said
that they wanted to add a specific football player, but the question arose on how to decide
which one. He stated that another element was about a specific church that was moved,
but again, how would other churches feel. He commented that there was not enough
space to accommodate everything.
Mr. Clark explained that there were meetings for the public to meet the artists, and he
included comments that were received in the meeting materials. He noted that 79% of
the comments were positive and that there will be QR Codes that will include information
about the mural components.
Ms. Armstead said that the community can participate in the mural and be photographed
painting it, which will be included as part of the Unity Project.
Mr. McInnis said that he would outline the elements in the mural and the community will
fill them in, like paint by numbers. He said that 30 or 50 people can easily participate.
Mx. Ratcliff stated that Mr. Mclnnis's first presentation was clean, and they was concerned
that with all that the community added, the mural was losing some of it's clarity. They
commented that art exists to make a community beautiful, but it does not always appease
all.
Mr. McInnis agreed and said that with murals, less is more, and this mural was jumbled.
He advised that they can play with the size for BB King, the church and size of the people
in the mural.
Ms. Froehlich suggested only having three people coming out of the church, slide the
church to be partly behind the angel's wing, or perhaps have an outline of the church or
change the church color from black to something else or not be a solid color.
Mx. Ratcliff commented that they selected Mr. McInnis because the Board likes his work
and his level of expertise. They said that they did not think the mural was ready for final
approval.

Eduardo Mendietta commented that the mural will be 15 feet tall, so it will not be as
muddled.
Mr. McInnis stated that he would make preliminary drawings, and he will take the
comments into consideration and move them around.
Vice Chair Moody commented that due to the grant, this was a project to work in
collaboration with the community and she applauded his efforts to include the comments.
She noted that this artwork takes on significance because this community was impacted
by these Ordinances; that it is personal to the community with the church moving and that
people lost property and wealth, and were seen as second-class citizens. She expressed
that she did not know if they can empathize with the community as opposed to another
piece of art.
Mr. McInnis agreed and mentioned that there were lots of opinions and it was hard to
select which comments to follow, and as for empowering and educating youth, he thought
the QR Codes would help.
Mr. Hartmann commented that he liked having three gospel singers and thought that they
could be bigger. He suggested that instead of paint splatters fill the background, to
enlarge them. He also stated that on his way out of the last meeting, a former Board
Member told him that by Ordinance, they are not supposed to have text on murals. He
thought maybe they do not need to have the word Unity on the mural or if so, to make
sure it is allowed.
Motion
Mr. Hartmann moved to approve the Craig McInnis artwork, with the conditions set forth,
and to put faith in him (Mr. McInnis) to create a great mural. Ms. Froehlich seconded the
motion. The motion passed unanimously.
Vice Chair Moodie announced that Board Alternate Mx. Ratcliff will vote in place of regular
member Dr. Pacilli, who was absent.
Mx. Ratcliff voted to approve.
The motion passed unanimously.
Mr. Clark requested that Mr. McInnis provide him with an updated version of the mural by
Monday, in order to have final approval by the City Commission.
Mr. Mendietta commented that after meeting with the community, he added some
elements. He advised that the community wanted the plant to be a Mango tree. He
added the logo of the elementary school to the girls shirt, the logo of the local football
team to the middle child and the PAL logo for the remaining boy's shirt. He also added a

depiction of the actual repealed ordinances being buried in the ground. He requested that
the Board Members double check the Art Ordinance regarding the lettering, and believed
it may not be correct. He commented that in other cities, there cannot be lettering for a
sign or advertising. He commented that if it is prohibited, it can be made more subtle or
removed.
Mx. Ratcliff stated that they looked up lettering in the Ordinance and believed the
information Mr. Hartmann received was incorrect. They pointed out that the person may
have been confused about signs being advertisements, but the City's Art Ordinance
language was pretty clear this lettering was permitted.
Mr. Mendietta stated that the QR Code will lead the viewers to a website that will have a
film about the Unity Project and that there will be pages talking about the football team,
PAL and other information.
Motion
Mr. Velazquez moved to approve Eduardo Mendietta's rendition for the Unity Project. Mr.
Hartmann seconded the motion. The motion passed unanimously.

7. Public Audience
Individual speakers will be limited to 3 minutes.

8. Announcements/Presentations/Correspondence
Unity Festival will be held on Saturday, April 27, 2024 from 1pm to 5pm at
Centennial Park next to City Hall.
Mr. Clark announced the above event and stated that there will be food trucks,
children's activities, vendors, and more.
Ms. Armstead also added that they will have an exhibit by Clyde Harris, in the
Cultural Arts Center Art Gallery, depicting how neighborhoods looked several years
ago. She said that face painters, a bounce house, and possibly chalk art will be

available for the children.

A. Unity Project Murals
Consider Approval of two Unity Project Murals, one by Craig Mcinnis
and the other by Eduardo Mendietta. City Staff takes no position on
approval or disapproval of murals.
This item was previously addressed.

12. Future Agenda
Mr. Hartmann stated that the Kinetic Event was coming.
Mr. Clark responded that the next kinetic event will be held on February 1 and 2, 2025,
and that the City issued a Request for Quotation to hire a consultant for it. He advised
that responses are due April 24th and it will then need approval by the City Commission.
He stated that a presentation will be made to the Board by the consultants.
Mx. Ratcliff inquired what is the best way to compile kinetic artists, as they had a listing.
Mr. Clark responded that they should be sent to him and he will forward them to the
consultant.
Mr. Velazquez noted that there are several projects that the Board approved last year.
He asked if they are moving forward and for a progress report.
Mr. Clark responded that there are several projects that are in progress and some have
not filed for permits, which is when the developer pays 1% of the project cost for public
art. He advised that projects pending will be brought to the Board.
Mr. Velazquez asked if he could get an update on grant expenditures.
Mr. Clark advised that they can discuss it on the next agenda and that he will provide a
report.

Mr. Hartmann moved to adjourn. Mx. Ratcliff seconded the motion. The motion passed
