1. Cali to Order
Craig Clark, Director of Recreation and Cultural Services, called the meeting to order at 6:36
P.M.
Appoint a new Chair and Vice-Chair for the Art Advisory Board.
Mr. Clark stated the Board needed to appoint a new Chair and Vice-Chair.
Mr. Clark advised that Mx. Ratcliff can participate in the vote.
Motion
Mr. Velazquez moved to nominate Gregg Hartmann as Chair. Ms. Froehlich seconded the
motion. The motion passed unanimously.
Motion
Mr. Hartmann moved to nominate Sam Velazquez as Vice Chair. Mx. Ratcliff seconded the
motion. The motion passed unanimously.
2. Pledge of Allegiance
The members recited the Pledge of Allegiance to the Flag.
3. Roll Call
The Minutes Specialist called the Roll. A quorum was present.

Motion
Chair Hartmann moved to have Mx. Ratcliff sit as a regular voting member for the meeting. Vice
Chair Velazquez seconded the motion. The motion passed unanimously.
4, Approval of Agenda
Motion
Mx. Ratcliff moved to approve the agenda as presented. Vice Chair Velazquez seconded the
motion. The motion passed unanimously.
5. Informational items from the Board
Vice Chair Velazquez stated that they waited a long time for the meeting. He said that he was
looking forward to the kinetic and other projects this year.
Chair Hartmann commented that he looked around Key West, and noted that they do not have
much space and they developed pocket parks with large sculptures. He expressed that he
thought it was a cool way to use land and that art can seem more significant in small spaces.
6. Approval of Minutes
Approve minutes from the April 8, 2024 meeting
Motion
Vice Chair Velazquez moved to approve. Mx. Ratcliff seconded the motion. The motion passed
unanimously.

Individual speakers will be limited to 3 minutes.

Mr. Clark introduced Valerie Zucker, Zucker Media Group, the City's consultant for the Kinetic
2025 Event. He said that they have been working together for about two and a half months.
Ms. Zucker stated that she is excited about returning to working on the Kinetic Event and that
she worked on the 20/21 Event, coming out of Covid. She said that the event dates are February
1st and 2nd for the indoor displays and there is the 18-month long time-period for the outdoor
sculptures. She mentioned that they will have about 18 to 20 indoor displays at a minimum,
and the outdoor displays will have 15 to 18 sculptures. She spoke about the hours of operation.
he said that the City indicated that more interactive art is wanted and food truck snack items,
such as desserts and snacky kinds of food, as opposed to full meals, is desired, so they are
looking into quick bites. She noted that there was limited visibility/press at the last event and
that they are making sure visibility is increasing for the 2025 event, as well as more kids
activities. She announced that so far, they have been pursing artists and working with the City
and CAFE, which is an entry portal, to alert and attract artists to register and submit their pieces.
She mentioned that they posted the event on the Florida Association of Public Art Professionals
(FAPAP) portal, and spoke to prior exhibiting artists, and they will make internal suggestions,
which will then come to the Board next month. She commented that they received about six
submissions for outdoor displays and have about 15 artists for the indoor displays. She spoke
about Artist Amos Robinson, a well-known public artist on the West Coast, who has an iconic
piece called Love My Bike. She explained that the piece will be mounted on a pole and that the
wheels move. She noted that the piece can also have a rider on it and the Board can pick the
colors. She pointed out that this artist exhibited in the 16/17 Kinetic Event and is leaving in
September for Europe, so if the Board is interested in the piece, they need to sign a contract
before he leaves. She mentioned that the Board would have to pay this artist a different shipping
stipend than the other artists would receive, and that the City will pay for and install the pole.
The members discussed the piece.
Chair Hartmann stated that the Board will vote on the piece later in the meeting.
Ms. Zucker stated that they are refining the logo and the brochure, and that have a designer
already picked out who can create a slightly different version of the logo. She explained that
they will utilize tent and other rentals and will try to use as many City items as possible to save
money. She advised that they have Identified an installer. The music will be provided by the
Valerie Tyson Band, they are developing kids interactive activities and that Nancy Greenblatt
will serve as the main liaison for the volunteers. She stated that they can use the public service
announcement previously created by Board Chair Hartmann, which was used for the last kinetic
event. She said that they will discuss sponsorship opportunities at the next meeting.

Amanda Radigan, Planning and Zoning Director, stated that she oversees the Public Art
Program, and she reviewed changes on the Organizational Chart. She said that she made
a presentation to the City Commission and that Public Art is moving under Planning and
Development, but the Kinetic Event will remain under Recreation and Culture, headed by
Mr. Clark. She mentioned that the indoor art exhibits and Art in Public Buildings will be under
Recreation and Culture, and maintenance of City Art will be under Gail Mootz with the City
Manager's Office, and that all else, including the Public Art Liaison, Public Art Program, the
planning and purchase of public art is under the Planning and Development. She stated
that the Public Art Manager position was reclassified under an Urban Designer position and
was filled by Planner John Stout. She reviewed the structure of the Art Fee and the
guidelines.
She advised that the City is rethinking what is art, and another component is that art is for
beautification. She stated that the City gave direction to create a comprehensive public art
master plan, using a consultant to help with the process, with a focus on public art for all of
Boynton Beach, how they spend public art funds, what pieces they want, how to acquire
them, and review how they acquire funds and use art in urban settings and in public spaces.
9. Action Items
Approve the final artist to design the Artistic Entry Feature to the entrance to the
Historic Barton Cemetery
Mr. Clark stated that there was a report in the meeting backup giving an overview of what was
accomplished with the Unity Project. He advised that they had three grants that helped pay for
the project and that all of the events took place over several months and were completed. He
advised that they have leftover funds and that the Mellon Foundation said that they can use $5K
to design an entry feature for the Historic Barton Cemetery and they further approved $10K to
manufacture the piece itself, with the City paying any balance. He explained that the Cemetery
is a Historic Cemetery with many graves from the late 1800's and early 1900's, and that it is
located at 1110 NW 5th Street. He stated that the Mellon Foundation approved a six-month
extension to expend those funds and close out the grant. He explained that the Board will hear
two presentations and select one artist that will create a design for the cemetery, which will be
sent to the Historic Resource Preservation Board for approval, as the Cemetery is a historic
cemetery, then return to this Board for final approval, and then go to the City Commission.

answered a Call to Artists to design an Artistic Entry Feature to the Historic Barton
Cemetery as part of the Unity Project.

Vote for one final artist to design an artistic entry feature to the Historic Barton
Cemetery.
Kelly Armstead, Division Director of Arts and Culture, reviewed the criteria for the project located
in the area originally known as Cherry Hills and provided the history of the cemetery. She
explained that they issued a Call to Artists on CAFE and had several candidates respond with
two of them shortlisted and present.
Artist Blyth Armstrong presented herself, her experiences and past projects. She spoke about
her concept for an entrance gate, and then a fence to be added at a later time by the City, as
contained in the meeting materials.
Artist Adler Guerrier presented himself, his experiences and past projects. He spoke about his
concept as a trellis with vines and grapevines as a natural motif and embellishment announcing
the presence of the Cemetery.
The members were given tally sheets to rank the presentations and a five-minute break was
taken at 7:38 P.M. to tally the results. The meeting reconvened at 7:44 P.M.
Chair Hartmann announced that Artist Blyth Armstrong received the most votes. He read the
scores and thanked both artists for attending.

Consider approval of Love My Bike by Amos Robinson, Artist for the 2025 Kinetic
Outdoor Exhibition.
Chair Hartmann stated that the artist is going out of the country and that the Board will need to
act before he goes out of town. Chair Hartman and Vice Chair Velasquez liked the piece.
Motion
Vice Chair Velasquez moved to consider Love My Bike as community art. Chair Hartmann
seconded the motion. The motion failed 2 to 2, with Ms. Froehlich and Mx. Tilton dissenting.

Mr. Clark responded that they were in-line for a $25K State grant, but that the Governor vetoed
everything Arts and Culture, so the City is paying for everything related to the Kinetic Event, and
that another Mellon Grant was not available at this time. He noted that the City has a grant
writer, who is searching for grants.

Hartmann seconded the motion. The motion passed unanimously.
