Minutes 09-17-24 Minutes of the Art Advisory Board Meeting Held on Thursday, September 17, 2024, at 6:30 P.M. At City Hall Commission Chambers 100 E. Ocean Avenue, Boynton Beach, Florida PRESENT Gregory Hartmann, Chair Craig Clark, Director of Recreation Mark Cone and Cultural Services Susan Froehlich Kelly Armstead, Division Director Margaret Roberts Art and Culture Breion Moses Valerie Zucker, Zucker Media Group ABSENT: Ace Tilton-Ratcliff 1. Call to Order Chair Hartmann called the meeting to order at 6:31 P.M. 2. Pledge of Allegiance The members recited the Pledge of Allegiance to the Flag. 3. Roll Call Catherine Cherry, Minutes Specialist called the roll. A quorum was present. 4. Approval of Agenda Motion Ms. Roberts moved to approve the Agenda. Ms. Moses seconded the motion. The motion passed unanimously. 5. Informational items from the Board Chair Hartmann thanked the members for attending the meeting. 6. Approval of Minutes A. Approval of Minutes Approve minutes from August 8, 2024, board meeting. Meeting Minutes Art Advisory Board Boynton Beach, Florida September 17, 2024 Motion Ms. Froehlich moved to approve the minutes. Ms. Roberts seconded the motion. The motion passed unanimously. 7. Public Audience Individual speakers will be limited to 3 minutes. A woman who did not identify herself said that today is Constitution Day. She made a short statement saying that those who do not do the will of the people can be recalled. She read part of the Declaration of Independence and said that there are schools and children nearby and not to exhibit anything that is political. She said that what was previously exhibited in the past was disgusting and she objected to the painted LGBTQ flag on the road intersection. She told the Board to consider each and every member of the City. Susan Oyer said that she was excited to see the presentation and that the event is an international event, putting the City on the map, and that the art stimulates one's thought processes about what art can and will be, and she encouraged the members to keep that in mind when making their selections. She commented that in the past, they had artists from all over the world attending the event, including Artist Ralfonso, who is the top kinetic artist. She suggested the Board Invite him, as well as kinetic Artists Wayne Goradeski and Tom Brewitz to participate, and commented that they all live in this area. She noted that other cities purchased pieces from participating artists, although the City did not. She thought there were beautiful pieces and commended the Board. No one else coming forward, Public Audience was closed. 8. Announcements/Presentations/Correspondence Presentation of the 2025 Kinetic Art Experience Artist Preview - submissions for indoor and outdoor exhibitions. A. Kinetic Artist Preview Presentation For Board Consideration Valerie Zucker, Zucker Media Group, gave a presentation and stated that she worked on the Kinetic event in 2021, and that she works with artists all over the world. She mentioned that the situation today is different than it had been in the past, as artists who want to exhibit at the event told her that the budget was not strong enough for them to participate. She said that she worked very hard to include them and that prior artists were invited. Ms. Zucker gave a presentation for the outdoor exhibits as contained in the meeting materials. Chair Hartmann opened Public Comments. 2 Meeting Minutes Art Advisory Board Boynton Beach, Florida September 17, 2024 Susan Oyer asked if the location of the pieces were mapped and if the City would acquire a piece. She stated she did not care for two particular pieces and asked if the exhibit would be expanded. Cindy Falco-DiCorrado agreed and commented that the Leaf piece did not stand out to her and that the amphitheater wrap was too busy. She commented that something more soothing would be appropriate. No one else coming forward, Public Comments was closed. Mr. Clark stated that the City has a map of each pads location. Ms. Zucker stated that there are 14 pads. Mr. Clark said that the artist contracts will be for 18 months, and not for 12 months, as they were in the past. Chair Hartmann loved the Solar Flare piece and it was noted that they only have one international artist participating in the outdoor exhibit. The members approved the following artists for the outdoor exhibit: Motion Ms. Robert moved to include artist Kirk Seese in the art show. Ms. Froehlich seconded the motion. The motion passed unanimously. Motion Ms. Froehlich moved to include Jeff Kahn in the outdoor exhibit. Ms. Roberts seconded the motion. The motion passed unanimously. Motion Ms. Froehlich moved to approve David Hayes Seal piece. Chair Hartmann seconded the motion. The motion passed unanimously. Motion Ms. Froehlich moved to approve the John Poche Eclipse piece. Chair Hartmann seconded the motion. The motion passed unanimously. The members discussed the Jonn Poche 16 Green Leaf piece. Chair Hartmann and Ms. Froehlich suggested the piece be placed in a contrasting location. It was unknown if the piece could be made in a different color. 3 Meeting Minutes Art Advisory Board Boynton Beach, Florida September 17, 2024 Motion Ms. Froehlich moved to approve the John Pochel6 Green Leaf piece. Chair Hartmann seconded the motion. The motion passed unanimously. Ms. Zucker stated that the City can display all three of the Paul Guilmette pieces — Windvanes, and keep them permanently. The members viewed the three pieces and decided to only use the Mermaid and Dolphins vanes pieces. Motion Ms. Froehlich moved to select the Mermaid and Dolphin pieces. Mr. Cone seconded the motion. The motion passed unanimously. Motion Ms. Froehlich moved to approve the Lucy Gregory Suntower piece. Chair Hartmann seconded the motion. The motion passed unanimously. The members viewed the Brandon Amira EvoJlost piece, which did not move, but it lit up. Ms. Froehlich and Mr. Cone did not feel the piece was kinetic. No motion for approval was made. Motion Ms. Froehlich moved to approve the Darren Miller Explorations of the Dance piece. Ms. Moses seconded the motion. The motion passed unanimously. Motion Ms. Froehlich moved to approve the Eugene Perry Continuous Loop piece. Chair Hartmann seconded the motion. The motion passed unanimously. The members discussed the Matthew Mosher - Vajramantrabhiru piece. Mr. Cone said that he did not feel the piece met the criteria to be considered kinetic. Ms. Froehlich and Ms. Roberts agreed. Chair Hartmann thought it was a nice a piece. Although it was not a moving piece, it elicits a sense of motion. The members discussed the Laurence Gartel Underwater Swimming Garden. Ms. Froelich inquired if the piece was a video piece or if it pulsed or moved. Chair Hartmann stated they have a vinyl wrap on the amphitheater now and it has held up very well. Further discussion ensured that kinetic art, is art moving with the eye. Motion Ms. Froehlich moved to approve the Laurence Gartel Underwater Swimming Garden piece. Chair Hartmann seconded the motion. The motion passed unanimously. Ms. Zucker stated that the Dragonfly piece does not move, but the artist will attach baby dragonflies to it that will move. Motion Ms. Froehlich moved to approve the Chris Plaisted Dragonfly piece. Chair Hartmann seconded the motion. The motion passed unanimously. Motion Ms. Moses moved to approve the Harold Caudio Skittles Family Fun — The Colored Collextion. piece/activity. The kids will either create a kinetic piece or work on it in the kinetic area. Ms. Froehlich seconded the motion. The motion passed unanimously. Ms. Zucker presented and reviewed the following Indoor pieces: • Zolty — Breakfast. • Dr. A-Rod - Kaleidoscycle • Sean De Frietas —A Peaceful World • Marvin Shafer—Various flurry of feathers • Brandon Amira — Luminous Harmony and Emerald Glow. • Gary Traczyk - Three pieces will be announced . • Glen Farley - Red State/Blue State • Hanfei Dyson — Runbox • Kyle Poyser— Verbal Submission, nothing yet. • Lu Lyu — The Garden of Forking Pathtist and Womanese in Motion • Harold Caudio - Skittles Artwork — The Colored Collextion. • Glenn Smith - Cyberman 2021 • Darren Miller— Indoor Selections • Gary Beckles — Various Pieces. • Walter Rossi — small Egyptian and Mouse (one piece will be donated) 5 Meeting Minutes Art Advisory Board Boynton Beach, Florida September 17, 2024 • Audrey McClean — This artist will submit 10 pieces, but only one (Font) will be kinetic. • Richard Middlen — Two videos Apples to Oranges and Going Ape • Jean-Michel Rolland — Cygnes and Romeos Et Juliettes • Laurence Gartel — Shashibo Tower and Apple Computers icons. • Jana Marie Cariddi - Water Flowing piece. Chair Hartmann opened Public Comment. Susan Oyer commented that there were beautiful pieces and said she was impressed. She spoke about the smaller pieces and said that artists bring them over and they go over well with the public and kids. She requested that they be kept in the show. She stated that the goal is to sell art and the City brokers the art. She mentioned that if sold, the City receives a portion of the price. Cindy Falco-DiCorrado questioned if there were enough pieces for a show and commented that previously they had a tent. Ms. Zucker explained that the indoor pieces will be in the Arts and Cultural Center. Mr. Clark added that the indoor pieces are just for the weekend. No one else coming forward, Public Comment was closed. Ms. Froehlich stated that she had no objections with any of the pieces and thought there was a great variety. Others agreed. Chair Hartmann suggested the EvoJlost piece could be displayed inside Motion Ms. Froehlich moved to approve displaying all of the pieces including the EvoJlost piece indoors. Ms. Roberts seconded the motion. The motion passed unanimously. 9. Action Items Consider approval of indoor and outdoor 2025 Kinetic Art Experience art exhibitions. Future Agenda Chair Hartmann stated that the Board had previously discussed having even art shows on the even years. He commented that it would be less intense than the Kinetic Event, but it would keep art going every year. He said that the Board should consider it for the future 13. Adjournment Motion There being no further business to discuss, Ms. Froehlich moved to adjourn. Ms. Roberts seconded the motion. The motion passed unanimously. The meeting was adjourned at 7:57 P.M.
