82-JRESOLUTION NO. 82-~ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA, URGING THE GOVERNOR _AND THE LEGISLATURE OF THE STATE OF FLORIDA TO ADOPT LEGISLATION AUTHORIZING AN ADDITIONAL ONE PERCENT SALES TAX FOR AID TO LOCAL GOVERNMENT. WHEREAS, it has become increasingly evident that the ad valorem property tax, with its current Homestead Exemptions, will not be adequate or equitable in the future to provide the revenues required by local governments for their services to the citizens of the local governments throughout the State; and WHEREAS, the ever increasing ad valorem property taxes are causing a severe and uneven burden upon many classes of property owners; and WHEREAS, the continuing ~ailure of the Legislature to provide alternative means of financing local government services will require substantial increases in the ad valorem property taxes to maintain current levels of services; and WHEREAS, the Legislature has found it necessary to impose several limitations on the revenue raising ability of local governments which creates a continuing atmosphere of impending crisis in the delivery of local government services; and WI.{EREAS, this impending crisis is further dramatized by the current trend to transfer service programs from the Federal Government to State and Local Government through the new "Federalism". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, AS FOLLOWS: Section 1. The Governor and Legislature of the State of Florida are hereby urged to adopt legislation authorizing an additional one percent sales tax. Section 2. The Governor andLegislature mandate~that a portion of the revenue from the additional one percent sales tax will be used to provide substantial property tax reductions for local governments as recommended by the Florida League of Cities Special Committee on Local Taxes with the remainder being made available to County and Local Governments to meet their programs as they see fit through the local budget adoption proces Section 3. The City Clerk is hereby directed to furnish a copy of this Resolution to all members of the Palm Beach County Legislative Delegation, the Governor of the State of Florida, Speaker of the Florida House of Representatives, President of the Florida Senate, Executive Director of the Florida League of Cities and all other appropriate public officials and agencies CITY OF BOYNTON BEACH, FLORIDA Mayo r / Council Member /? ?
