3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON
4 BEACH, FLORIDA, APPROVING THE FINAL RANKINGS FOR REQUEST
5 FOR QUALIFICATIONS NO. UTL24-031 FOR EAST AND WEST WATER
6 TREATMENT PLANT UPGRADES AND TREATMENT OPTIONS
7 EVALUATION, PLANNING AND DESIGN FOR EMERGING
8 CONTAMINANTS REMOVAL - ENGINEERING SERVICES AS
9 RECOMMENDED BY THE EVALUATION COMMITTEE AND
10 AUTHORIZING CITY STAFF TO NEGOTIATE A CONTRACT WITH THE
11 RECOMMENDED TOP-RANKED PROPOSER, JACOBS ENGINEERING
12 GROUP INC., IN ACCORDANCE WITH SECTION 287.055, FLORIDA
13 STATUTES; AND FOR ALL OTHER PURPOSES.

15 WHEREAS, pursuant to the Consultants' Competitive Negotiation Act (CCNA), on July 3,
16 2024, a Request for Qualifications ("RFQ") No. UTL24-031for East and West Water Treatment Plant
17 Upgrades and Treatment Options Evaluation, Planning and Design for Emerging Contaminants
18 Removal - Engineering Services was advertised to select a qualified engineering firm to assist with
19 the East and West Water Treatment Plant upgrades and treatment options evaluation, facilities
20 plan for the State Revolving Fund (SRF) Drinking Water Program, including design, bid document
21 preparation, permitting, bidding assistance, and construction management engineering services
22 during construction projects at both plants; and
23 WHEREAS, the solicitation closed on August 2, 2024, when the City received four
24 proposals. An evaluation committee was formed to review the submittals utilizing the criteria
25 outlined in section 287.055, Florida Statutes. On September 16, 2024, the selection committee
26 shortlisted all four firms for presentations and interviews. The interviews and presentations took
27 place on October 15, 2024, and October 28, 2024; and
28 WHEREAS, at the Final Selection Committee meeting held on October 28, 2024, the
29 Selection Committee for the above-referenced solicitation scored and ranked the firm's submittals
30 as follows:
31 Rank 1: Jacobs Engineering Group, Inc.
32 Rank 2: Carollo Engineers, Inc.
33 Rank 3: CDM Smith, Inc.
34 Rank 4: Hazen and Sawyer; and
35 WHEREAS, in accordance with section 287.055(5)(b), Florida Statutes, should the City of
36 Boynton Beach be unable to negotiate a satisfactory contract with the highest-ranked firm, the
37 City will subsequently engage in negotiations with the second-highest-ranked firm and continue
38 this process as necessary with lower-ranked firms; and
39 WHEREAS, the Utilities Department will bring back the final contract to the Commission
40 for approval at a later date; and
41 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the
42 best interests of the city's citizens and residents to approve the final rankings for Request For
43 Qualifications No. UTL24-031 for East and West Water Treatment Plant Upgrades and Treatment
44 Options Evaluation, Planning and Design for Emerging Contaminants Removal - Engineering
45 Services as recommended by the Evaluation Committee and authorize City Staff to negotiate a
46 contract with the recommended top-ranked proposer, Jacobs Engineering Group Inc., in
47 accordance with section 287.055, Florida Statutes.

49 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON
50 BEACH, FLORIDA, THAT:
51 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
52 being true and correct and are hereby made a specific part of this Resolution upon adoption.
53 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby
54 approve the final rankings for Request For Qualifications No. UTL24-031 for East and West Water
55 Treatment Plant Upgrades and Treatment Options Evaluation, Planning and Design for Emerging
56 Contaminants Removal - Engineering Services as recommended by the Evaluation Committee and
57 authorize City Staff to negotiate a contract with the recommended top-ranked proposer, Jacobs
58 Engineering Group Inc., in accordance with section 287.055, Florida Statutes.
59 SECTION 3. This Resolution shall take effect in accordance with law.
