R24-320 2 3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF 4 BOYNTON BEACH, FLORIDA, ACCEPTING THE GRANT OFFERED 5 BY THE DEPARTMENT OF JUSTICE FOR $160,620 FOR 6 ENHANCING DE-ESCALATION AND CRISIS RESPONSE 7 TRAINING FOR LAW ENFORCEMENT; AUTHORIZING THE 8 MAYOR, IF AWARDED, TO ACCEPT THE GRANT AND EXECUTE 9 ALL FUTURE DOCUMENTS ASSOCIATED WITH THE GRANT, 10 SUBJECT TO THE APPROVAL OF THE CITY ATTORNEY;AND FOR 11 ALL OTHER PURPOSES. 12 13 WHEREAS, the 2024 FY24 Safer Outcomes: Enhancing De-Escalation and Crisis 14 Response Training for Law Enforcement — Support for Law Enforcement Agencies ("Safer 15 Outcomes") grant, offered to the City of Boynton Beach by the Department of Justice ("DOJ") 16 to advance training of law enforcement officer capabilities in de-escalation and crisis response; 17 and 18 WHEREAS, the primary goal of the Safer Outcomes grant is to bolster officer 19 proficiency in handling high-stress situations with minimal force, thereby enhancing public 20 safety and fostering positive community relations with the community; and 21 WHEREAS, the City seeks to apply to the Safer Outcomes grant for critical training and 22 equipment, which would provide an award of $160,620; and 23 WHEREAS, the City intends to use the funds to provide specialized law enforcement 24 training in de-escalation and crisis response; and 25 WHEREAS, upon recommendation of staff, the City Commission finds it in the best 26 interest of the citizens and residents of the City to approve and accept the Safer Outcomes 27 grant award in the amount of $160,620; authorize the Mayor to execute the grant agreement; 28 authorize the City Manager to take all administrative and budgetary actions necessary to 29 implement the grant; and authorize the Mayor to execute any amendments to the Safer 30 Outcomes Agreement that do not increase the City's financial obligations, subject to review 31 by the office of the City Attorney for legal sufficiency. 32 33 34 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF 35 BOYNTON BEACH, FLORIDA, THAT: 36 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 37 being true and correct and are hereby made a specific part of this Resolution upon adoption 38 hereof. 39 SECTION 2. The City Commission of the City of Boynton Beach, Florida, hereby 40 accepts the Safer Outcomes grant award in the amount of $160,620; authorizes the Mayor to 41 execute the grant agreement; authorizes the City Manager to take all administrative and 42 budgetary actions necessary to implement the grant;and authorizes the Mayor to execute any 43 amendments to the Safer Outcomes Agreement that do not increase the City's financial 44 obligations, subject to review by the office of the City Attorney for legal sufficiency. 45 SECTION 3.
