R24-315 2 3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF 4 BOYNTON BEACH, FLORIDA, AUTHORIZING THE CITY OF 5 BOYNTON BEACH TO APPLY FOR THE CENTER FOR HEAT 6 RESILIENT COMMUNITIES GRANT OFFERED BY THE NATIONAL 7 INTEGRATED HEAT HEALTH INFORMATION SYSTEM CENTER 8 IN THE AMOUNT OF $10,000; AUTHORIZING THE MAYOR, IF 9 AWARDED, TO ACCEPT THE GRANT AND EXECUTE ALL FUTURE 10 DOCUMENTS ASSOCIATED WITH THE GRANT, SUBJECT TO THE 11 APPROVAL OF THE CITY ATTORNEY; AND FOR ALL OTHER 12 PURPOSES. 13 14 WHEREAS, the Center for Heat Resilient Communities (the "Center") supports 15 communities in determining the best locally-tailored strategies to advance heat resilience that 16 are "shovel-ready"for investment,to directly fund and support communities and tribal entities 17 across the United States and internationally using novel and complementary decision support 18 tools to create a roadmap for equitable community heat resilience; and 19 WHEREAS, the Center brings together teams of experts and over fifty cross-sector 20 partners, including scholar specialists, chief heat and resilience officers, municipal climate and 21 sustainability networks, national and international advocacy groups, private climate services 22 providers, and more; and 23 WHEREAS, on November 1, 2024, the National Integrated Heat Health Information 24 Systems ("NIHHS") announced that the Center had opened applications for communities 25 across the United States to get support to develop Heat Resilience Roadmaps, with selected 26 communities to receive $10,000 and technical assistance to help them determine and 27 communicate the impacts of extreme heat in their communities, assess their capacity to 28 respond and design a locally tailored blueprint for heat resilience; and 29 WHEREAS, the City intends to use the funds to protect City communities from harmful 30 heat impacts, such as heat-related deaths and infrastructure damage; and 31 WHEREAS, upon recommendation of staff, the City Commission finds it in the best 32 interest of the citizens and residents of the City to apply to the NIHHS program to supplement 33 the urban tree canopy assessment and heat studies that are planned for Fiscal Years 2025 and 34 2026; authorize the Mayor to execute the application, and if awarded, the grant agreement, 35 subject to review for legal sufficiency by the office of the City Attorney; authorize the Mayor 36 to take all administrative and budgetary actions necessary to implement the grant; and 37 authorize the Mayor to execute any amendments to the Grant Agreement that do not increase 38 the City's financial obligations, subject to review by the office of the City Attorney for legal 39 sufficiency. 40 41 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF 42 BOYNTON BEACH, FLORIDA, THAT: 43 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 44 being true and correct and are hereby made a specific part of this Resolution upon adoption 45 hereof. 46 SECTION 2. The City Commission approves the grant application to supplement the 47 urban tree canopy assessment and heat studies that are planned for Fiscal Years 2025 and 48 2026; authorizes the Mayor to execute the application, and if awarded, the grant agreement, 49 subject to review for legal sufficiency by the office of the City Attorney; authorizes the Mayor 50 to take all administrative and budgetary actions necessary to implement the grant; and 51 authorizes the Mayor to execute any amendments to the Grant Agreement that do not 52 increase the City's financial obligations, subject to review by the office of the City Attorney for 53 legal sufficiency. 9 Y 54 SECTION 3.
