R24-316 2 3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF 4 BOYNTON BEACH, FLORIDA, AUTHORIZING THE CITY OF 5 BOYNTON BEACH TO APPLY FOR THE CENTER FOR 6 COLLABORATIVE HEAT MONITORING GRANT OFFERED BY THE 7 NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION 8 AND BY THE NATIONAL INTEGRATED HEAT HEALTH 9 INFORMATION SYSTEM CENTER IN THE AMOUNT OF $10,000 10 TO ASSIST WITH THE COLLECTION, ANALYSIS, AND 11 MODELING OF HEAT DATA; AUTHORIZING THE MAYOR, IF 12 AWARDED, TO ACCEPT THE GRANT AND EXECUTE ALL FUTURE 13 DOCUMENTS ASSOCIATED WITH THE GRANT, SUBJECT TO THE 14 APPROVAL OF THE CITY ATTORNEY; AND FOR ALL OTHER 15 PURPOSES. 16 17 WHEREAS, the Center for Collaborative Heat Monitoring ("CCHM") supports 18 communities with technical and stipend support for the development of a community-based 19 heat data collection campaign; and 20 WHEREAS, CCHM works directly with communities to create a heat data collection 21 project tailored to community priorities, working with the National Oceanic and Atmospheric 22 Administration ("NOAA") and the National Integrated Heat Health Information Systems 23 ("NIHHS") to map urban heat islands in over eighty United States and international 24 communities; and 25 WHEREAS, on November 1, 2024, NIHHS announced that CCHM opened applications 26 for communities across the United States to obtain support to develop Heat Resilience 27 Roadmaps, prioritizing applications from communities that have experienced historical 28 patterns of discrimination, underinvestment, and disenfranchisement, in order to assist such 29 communities in conducting their own heat monitoring, and in providing funding and technical 30 assistance to help determine and communicate the impacts of extreme heat in their 31 communities, assess their capacity to respond, and design a locally tailored blueprint for heat 32 resilience; and 33 WHEREAS, the City intends to use the funds to supplement the City's urban tree 34 canopy assessment and heat studies planned for Fiscal Years 2025 and 2026, and to work 35 closely with one of CCHM's four regional hubs to build capacity for heat data collection, 36 analysis, and modeling, in order to help protect the community from harmful heat impacts, 37 including heat-related deaths and infrastructure damage; and 38 WHEREAS, upon recommendation of staff, the City Commission finds it in the best 39 interest of the citizens and residents of the City to apply to the CCHM program to supplement 40 the urban tree canopy assessment and heat studies that are planned for Fiscal Years 2025 and 41 2026, and work closely with one of CCHM's four regional hubs to build capacity for heat data 42 collection, analysis, and modeling; authorize the Mayor to execute the application, and if 43 awarded, the grant agreement, subject to review for legal sufficiency by the office of the City 44 Attorney; authorize the City Manager to take all administrative and budgetary actions 45 necessary to implement the grant; and authorize the Mayor to execute any amendments to 46 the Grant Agreement that do not increase the City's financial obligations, subject to review by 47 the office of the City Attorney for legal sufficiency. 48 49 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF 50 BOYNTON BEACH, FLORIDA, THAT: 51 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 52 being true and correct and are hereby made a specific part of this Resolution upon adoption 53 hereof. 54 SECTION 2. The City Commission approves the grant application for the CCHM 55 program to supplement the urban tree canopy assessment and heat studies that are planned 56 for Fiscal Years 2025 and 2026, authorizes the Mayor to execute the application, and if 57 awarded, the grant agreement, subject to review for legal sufficiency by the office of the City 58 Attorney; authorizes the City Manager to take all administrative and budgetary actions 59 necessary to implement the grant; and authorizes the Mayor to execute any amendments to 60 the Grant Agreement that do not increase the City's financial obligations, to review 9 Y 9 subjectby 61 the office of the City Attorney for legal sufficiency. 62 SECTION 3.
