3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
4 BOYNTON BEACH, FLORIDA, AUTHORIZING THE CITY OF
5 BOYNTON BEACH TO APPROVE ITS APPLICATION FOR THE
6 ASSISTANCE TO FIREFIGHTERS GRANT OFFERED BY THE
7 DEPARTMENT OF HOMELAND SECURITY AND THE FEDERAL
8 EMERGENCY MANAGEMENT AGENCY; AUTHORIZING THE
9 MAYOR, IF AWARDED, TO ACCEPT THE GRANT AND EXECUTE
10 ALL FUTURE DOCUMENTS ASSOCIATED WITH THE GRANT,
11 SUBJECT TO THE APPROVAL OF THE CITY ATTORNEY;AND FOR
12 ALL OTHER PURPOSES.

14 WHEREAS, the Assistance to Firefighters Grant ("AFG") Program is one of three grant
15 programs by the Department of Homeland Security ("DHS") and Federal Emergency
16 Management Agency ("FEMA") in order to enhance the safety of firefighters and the public
17 with respect to fire and fire-related hazards; and
18 WHEREAS, the primary goal of the AFG program is to meet the firefighting and
19 emergency response needs of fire departments and non-affiliated emergency medical service
20 organizations, including obtaining critically needed equipment, protective gear, emergency
21 vehicles, training, and other resources necessary for protecting the public and emergency
22 personnel from fire and fire-related hazards; and
23 WHEREAS, the City seeks to apply to the AFG Program for critical training and
24 equipment, which would request grant funding for up to $204,676.99 with a local match by
25 the City of up to 10%; and
26 WHEREAS, the AFG Program application deadline is December 20, 2024; and
27 WHEREAS, the City intends to use the funds to protect its citizens and firefighters from
28 fire and fire-related hazards by obtaining additional equipment; and
29 WHEREAS, upon recommendation of staff, the City Commission finds it in the best
30 interest of the citizens and residents of the City to apply to the AFG Program to obtain six
31 LUCAS chest compression systems and twenty LIFEPAK automated external defibrillators;
32 authorize the Mayor to execute the application, and if awarded, the grant agreement, subject
33 to review for legal sufficiency by the office of the City Attorney; authorize the Mayor to take
34 all administrative and budgetary actions necessary to implement the grant; and authorize the
35 Mayor to execute any amendments to the Grant Agreement that do not increase the City's
36 financial obligations, subject to review by the office of the City Attorney for legal sufficiency.

38 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
39 BOYNTON BEACH, FLORIDA, THAT:
40 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
41 being true and correct and are hereby made a specific part of this Resolution upon adoption
42 hereof.
43 SECTION 2. The City Commission approves the grant application to apply to the
44 AFG Program to obtain six LUCAS chest compression systems and twenty LIFEPAK automated
45 external defibrillators; authorize the Mayor to execute the application, and if awarded, the
46 grant agreement, subject to review for legal sufficiency by the office of the City Attorney;
47 authorize the Mayor to take all administrative and budgetary actions necessary to implement
48 the grant; and authorize the Mayor to execute any amendments to the Grant Agreement that
49 do not increase the City's financial obligations, subject to review by the office of the City
50 Attorney for legal sufficiency.
51 SECTION 3. This Resolution shall become effective as provided by law.
