IN CITY HALL COMMISSION CHAMBERS 100 E. OCEAN AVENUE, BOYNTON BEACH, FLORIDA PRESENT: Barbara Ready. Call to Order Chair Ready called the meeting to order at 6:30 P.M. 2. Agenda Approval Motion Mr. Wilson moved to approve the agenda. Ms. Broglia seconded the motion. The motion passed unanimously. 3. Approval of Minutes A. Approval of Minutes Approve the Board minutes from October 14, 2024 Historic Resources Preservation Board Meeting Motion Mr. Wilson moved to approve the minutes of October 14, 2024. Ms. Broglia seconded the motion. The motion passed unanimously. 4. Communications and Announcements Jae Eun Kim, Principal Planner, stated that she heard from Craig Clark, Director of Recreation and Cultural Services, that the mural can be returned to the Women's Club and that the Confederate Flag on it can be covered by something else. She inquired about the procedure to return it because they till have to go through the motions to move it. She said that as for covering the flag, staff can not do so, so the Board will need to reach out to the mural owner. 4 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida November 12. 2024 Chair Ready responded that the daughter of the artist will be so glad it will be returned and that the daughter has a picture of the artist to go over the corner. She commented that she may be able to get the Historical Society to provide a plaque about the genesis of the mural and the artist. Ms. Kim requested that staff be contacted when the Flag is covered, and they will learn how to arrange it's return. She stated that the Coquimbo Bell is located St. Cutburt's Church. Chair Ready explained that they were mistaken that the bell she tripped over at Public Works was the Coquimbo Bell and that it was the bell from the Schoolhouse Children's Museum. Mr. Wilson asked where the bell at the Schoolhouse Children's Museum came from and learned it was a replica of another bell. (Mr. Bradley arrived.) Ms. Kim agreed to send pictures and the locations of the Bell to the Board Members. 5. Old Business A. An update for the proposed entry feature for the Barton Memorial Park Cemetery (CONC 24-002) An updated photo of the entry fixture for Barton Cemetery was viewed. Ms. Broglia inquired if the polls need to go on the outer perimeter of the pedestals and discussion followed that the wording could be bigger if the word Cemetery was omitted. Ms. Kim stated that this image was approved by the Art Advisory Board. There was consensus that the feature was satisfactory as presented. 6. New Business Chair Ready said that she would still like to get the Little League Park on the Local Register and that she will continue to work on its designation. She said that she was surprised that putting the cemetery on the Local Register involved a great deal of money, as the consultant wanted $8K to do one-sixth of the Cemetery and that the Little League Field would cost much less to designate. Mr. Wilson also commented that the research for the Cemetery was already done. Discussion ensued that staff sent a list of the six items that the Board wanted to designate to the Commission. 2 5 Meeting Minutes Historic Resources Preservation Board Boynton Beach, Florida November 12, 2024 Ms. Kim stated that staff sent follow up emails with information about them to the members. Chair Ready stated that none of the dates on those six items were correct. John Stout, Planner II, stated he will conduct more historical data. Chair Ready commented that the Board will provide the dates to staff. 7. Other 8. Comments by Board Members Robert Wilt, new Board Member, explained that he handles the history of Leisureville, and has been doing so since 2014. He commented that he discovered some issues and that Palm Beach Leisureville was supposed to have 248 acres and that they have nothing but a few club houses and golf courses, as the developer sold off the property from under them. He commented that their golf courses and club house are under a recreation lease. He provided the results of his research and commented that they are suing for quiet title. Chair Ready suggested that he provide any historical information to the City Archivist for them to scan. Chair Ready announced the next Historical Society free program was November 25"' featuring Rick Kilby speaking about Florida's Healing Waters, and that the Highway Men will be holding an Art Show at the Cultural Center on January 11"'. She advised that Janet DeVries Naughton will make a presentation at the Library on January 6"', discussing the history of the South Lake Worth Inlet District. 9. Public Comments Relative to Historic Preservation 10. Announce Date of Next Meeting Ms. Kim commented that if they have items they need to address, they will meet in January, but if not, the next meeting would be in February. 11. Adjournment There being no further business to discuss, Chair Ready properly adjourned the meeting at 6:58 P.M.
