PARK SYSTEM MASTER PLAN SUMMARY
The Park System Master Plan was devised to take a holistic and ambitious approach to enhancing the
city's Recreation and Parks system. The plan also reflects city leaders' commitment to placing a greater –
and more creative emphasis on Recreation and Parks’ role within the community over the next decade
and beyond.
The Master Plan was created utilizing the previous Park System Master Plan (2015), the City’s overall
Strategic Plan (FY 20-21), and a needs assessment conducted through focus groups, interviews, and a
questionnaire mailed to 2,500 randomly selected residents.
Master Plan Goals include:
• Develop and sustain a visually appealing, functional, and well-maintained network of parks,
trails, and natural areas that meet the needs of all Boynton Beach residents, including seasonal
visitors and special groups like the elderly and disabled.
• Ensure sufficient public facilities to meet current and future needs through a strategic, cost-
effective funding approach aligned with the Plan's objectives and policies.
• Increase revenue through facility rentals, increased registration, and increased
sponsorship/partnership opportunities.
The City has had recent planning and (re)design completed for the following parks:
• Ezell Hester Jr. Community Park
• Meadows Park
• Pence Park Master Plan
• Little League Park Master Plan
• Pioneer Canal Park Master Plan
These new park plans were reviewed and the new facilities to be provided were considered as part of
the future Vision for the system.
The Master Plan considered key demographic trends to guide future park development and
programming.
Key Findings:
Population Growth: The city is rapidly growing and will need new parks, facilities, and programs to
maintain quality of life.
Population Density: With limited available land, creative and collaborative solutions will be needed to
expand park space.
Age Distribution: The changing makeup of the city’s demographics will require multi-generational and
flexible recreational spaces.
Diversity: A shifting racial makeup calls for inclusive programs, activities, and events celebrating cultural
diversity.
Household Income: A broad income range suggests the need for both premium and affordable/free
recreational programs to serve all residents.
Social Vulnerability: The northeast and central west areas have high social vulnerability, requiring
targeted support through parks, recreation facilities, and community programs.
