Minutes 06-06-24 � r BOYNTONT CRA IIBEACH COMMUNITY REDEVELOPMENT AGENCY CRA Advisory Board Meeting Thursday, June 6, 2024 - 6:30 PM City Hall Chambers, 100 E. Ocean Avenue 561-737-3256 1. Call to Order Chair Cobb called the meeting to order at 6:33 PM. 2. Pledge of Allegiance Chair Cobb asked the board to stand for the Pledge of Allegiance. 3. Roll Call Members Present: Naomi Cobb (Chair) Lesha Roundtree Chevette Gadson Alexandria Lopresto Thomas Ramiccio Staff: Tim Tack, Acting CRA Executive Director Vicki Curfman, Administrative Assistant 4. Agenda Approval A. Additions, Deletions, Corrections to the Agenda None. B. Adoption of Agenda Motion: Ms. Roundtree moved to adopt the agenda. Ms. Gadson seconded the motion. In a voice vote, the motion passed unanimously. 5. Public Comment 1 None. 6. Consent A. CRA Advisory Board Meeting Minutes — May 2, 2024 Motion: Ms. Lopresto moved to approve the May 2, 2024, minutes. Ms. Gadson seconded the motion. In a voice vote, the motion passed unanimously. 7. Assignments A. Pending Assignment No. 1 - Discussion and Consideration of New Assignments from the CRA Board assigned at the February 13, 2024, CRA Monthly Board Meeting Mr. Tack noted, at the May 2, 2024, meeting, the CRAB Board discussed the Federal Highway District section of the 2016 CRA Plan and decided on five key points to include in the report to the CRA Board which included: • Create a sense of destination • Add language to attract business, restaurants and retail • Wide sidewalks and pedestrian areas • Create gateway features that incorporate green canopy spaces • Explore right-of-way dedications He added the Board decided to review the Heart of Boynton District section of the 2016 CRA Plan and bring forth their ideas and suggestions at tonight's meeting. Ms. Roundtree researched how other communities solve the issue of groceries stores in food desert areas. She discussed options smaller than a major grocery store. She suggested Boynton Boulevard. The Board discussed options including Howards, Publix, and location. Mr. Tack stated major chains often require a large acreage or parcel size, which would present a challenge in this area. Chair Cobb discussed a small market that offers fruit and vegetables with pedestrian access. Mr. Ramiccio agreed and suggested assessing community needs in the area and focus on a locally owned market concept. Mr. Tack reiterated the challenge of identifying adequate land and access to major roads. The Board discussed Delray Beach's Green Market, which features various vendors. Chair Cobb stressed the importance of community input. She shared an example of how Fort Lauderdale introduced more fresh produce into markets and partnership with the CRA. Mr. Tack described opportunities and improvements with new development along MLK Boulevard. 2 Chair Cobb suggested approaching local clergy about participating in their monthly community meeting to encourage input and educate residents about the CRA. Ms. Lopresto discussed how public art can draw more visitors to a city and raise the profile. Mr. Tack stated that a mural will be installed on the Southwest corner of Federal Highway. The Board discussed programs for neighborhood improvements in the Heart of Boynton and barriers that residents face to complete work. Chair Cobb provided an example of a successful program from Wilton Manors. Mr. Tack and the Board summarized the following recommendations: • Potential to utilize a local grocer • Soliciting community input • Inclusion of a farmer's market or green market within the MLK corridor • More public art within the Heart of Boynton • Improving older homes in the Heart of Boynton • Community greening • Make the industrial area of the Heart of Boynton a destination area to encourage revitalization (Arts District, etc.) • Increase education to residents regarding the CRA District The Board further discussed murals, public art, and community greening. Mr. Tack further examined the lots the CRA is interested in acquiring and confirmed that there are ongoing opportunities for discussions about projects and for updating Board recommendations. Chair Cobb suggested better signage is needed for the Circuit public transportation option. Mr. Tack discussed marketing efforts, but acknowledged there are more opportunities to inform residents. Chair Cobb noted the next Community Conversations meeting with clergy will be held on June 24th at Sara Sims Park. The Board agreed to discuss the Boynton Beach Boulevard District at the July meeting. B.
