1. Call to Order
Chair Cobb called the meeting to order at 6:30 PM.
2. Pledge of Allegiance
Chair Cobb asked the board to stand for the Pledge of Allegiance.

Motion:
Ms. Lopresto moved to adopt the agenda. Ms. Gadson seconded the motion. In a

Motion:
Ms. Lopresto moved to approve the June 6, 2024, minutes. Ms. Gadson seconded the
motion. In a voice vote, the motion passed unanimously.

A. Pending Assignment No. 1 - Discussion and Consideration of New
Assignments from the CRA Board assigned at the February 13, 2024, CRA
Monthly Board Meeting
Mr. Tack summarized the assignment and noted tonight’s discussion would focus on the
Boynton Beach Boulevard district of the CRA Plan.
Mr. Maharaj arrived, and the Board members welcomed him and introduced themselves.
Chair Cobb inquired about the streetscape project. Mr. Tack explained that the Florida
Department of Transportation are widening the sidewalks, narrowing the lanes, and
incorporating concrete pavement in a decorative wave pattern as a gateway feature.
The Board discussed various vacant properties on Boynton Beach Boulevard and
upcoming development projects. Mr. Tack further explained TIFF funding.
In response to Ms. Roundtree’s inquiry about the post office, Mr. Tack confirmed there
was no current redevelopment plan.
Discussion continued about properties and redevelopment projects.
Ms. Lopresto recommended increased lighting on the side streets off Boynton Beach
Boulevard.
Chair Cobb expressed concern about people parking directly on the street in areas where
there were no continuous sidewalks.
Ms. Gadson referenced the Pineapple Grove intersection on Atlantic Boulevard as an
example of welcoming signage. Ms. Lopresto also commented on banners and colored
lighting.
The Board discussed welcome, wayfinding, and monument signage. Ms. Roundtree
stressed the importance of signage cohesiveness.
Chair Cobb discussed a "One Boynton" concept, referencing a plan from Wilton Manors,
and emphasized the importance of unification.

Mr. Maharaj agreed with the suggestion of interchangeable banners and increased
lighting. Mr. Tack clarified the banners could not be installed on FP&L poles and
described economic challenges.
The Board recommended the following:
Improve or install additional sidewalks in the Boynton Beach Boulevard district
Add decorative lighting
Install a gateway feature
Increase wayfinding and neighborhood identification signage
Examine the drainage on the side streets
Continue to look for land banking opportunities on Boynton Beach Boulevard
Chair Cobb inquired about the art project at Ocean Avenue and US 1. Mr. Tack explained
that the developer was required to include the art as part of the project. Chair Cobb
suggested something similar for the vacant property near City Hall.
There was consensus to discuss the Cultural District at the August meeting.

ASSIGNMENTS
AGENDA ITEM 7.A
SUBJECT:
Pending Assignment No. 1 - Discussion and Consideration of New Assignments from the CRA
Board assigned at the February 13, 2024 CRA Monthly Board Meeting
SUMMARY:
At the monthly CRA Board Meeting on February 13, 2024, the CRA Board approved the
following tasks be assigned to the CRA Advisory Board (CRAB):
1. Initiate the steps to revise the 2016 CRA Plan,
A. Review the existing CRA plan, and
B. Incorporate both the grocery store and public parking as part of that plan.
2. Look for ways that are above and beyond the normal City functions to beautify the area
within the CRA District (cannot be in replacement of normal COBB duties and needs to be
above and beyond).
3. Investigate means to acquire a grocery store in the Heart of Boynton.
4. Identify potential locations for a Public Parking Garage preferably along Ocean Avenue.
When matters are assigned to the CRAB Board, reliance on staff should be minimized to the
extent possible. Individual members of CRAB may not assign work to the CRA or City staff
members. Research by the members of the Advisory Board should be done independently
and with minimal support from the CRA or City staff.
Once the assignment is complete and the CRAB is ready to present a report to the CRA or
City Commission, the CRAB Board shall submit their report to CRA staff or the City Clerk for
publishing on the next available agenda.
At the July 8, 2024 meeting, the CRAB Board discussed the Boynton Beach Boulevard section
of the 2016 CRA Plan and decided on key points to include in their report to the CRA Board:
Improve or install additional sidewalks in the Boynton Beach Boulevard District
Add decorative lighting
Install a gateway feature
Increase wayfinding and neighborhood identification signage
Examine the drainage on the side streets

Continue to look for land banking opportunities on Boynton Beach Boulevard
The CRAB Board decided to review the Cultural District section of the 2016 CRA Plan and will
bring their ideas and suggestions to the next meeting.
All other assignments were moved to Pending Assignments, no additional action was taken at
the July Meeting.
