Call to Order Chair Cobb called the meeting to order at 6:34 PM. 2. Pledge of Allegiance Chair Cobb asked the board to stand for the Pledge of Allegiance. 3. CRA Advisory Board Meeting Minutes – March 7, 2024 Motion: Mr. McQuire moved to approve the March 7, 2024, minutes. Ms. Roundtree seconded the motion. In a voice vote, the motion passed unanimously. 7. Assignments A. Pending Assignment No. 1 - Discussion and Consideration of New Assignments from the CRA Board assigned at the February 13, 2024, CRA Monthly Board Meeting Mr. Tack reviewed the assignment. Chair Cobb stated there was a great deal of information that needs to be reviewed. She suggested setting some dates to tackle parts of the assignment. Mr. Tack noted the CRA had not established a timeline. He recommended addressing one district at a time. Chair Cobb asked if there would be an opportunity for public engagement. Mr. Tack explained that the public can provide comment during the meeting. Also, Board members could reach out to their communities as individuals. Chair Cobb recommended inviting the community to provide input. Vice Chair McQuire spoke about the studies conducted in the past. He stated a fresh downtown vision was needed and agreed with the suggestion to engage the community for their feedback. He suggested focus groups and email outreach. He spoke about different options for a grocery store and the Heart of Boynton. Mr. Tack stated at least an acre, and adequate parking, would be needed to facilitate a grocery store. Vice Chair McQuire spoke about acquisition of parcels for long-term vision. Discussion ensued about the land, different districts, ordinances, and the plan. Mr. Tack asked the Board how they want to approach the assignment. Chair Cobb would like to start with the community involvement. Ms. Roundtree concurred and suggested district by district engagement. 5  3 Chair Cobb recommended utilizing a few meetings to review the existing plan. Mr. Tack suggested selecting one district and come back with feedback. Chair Cobb stated we need to build businesses in these areas. Ms. Gadson supported the idea of going district by district for community input. She spoke about investing in youth programming. Vice Chair McQuire agreed engaging one district at a time. Chair Cobb asked about the Industrial Craft Area. Mr. Tack said describe the location and acknowledged that people often do not know it is a CRA district. He added it is a highly concentrated area. Vice Chair McQuire further spoke about a grocery store outside of the Heart of Boynton, including the possibility of locating it in the town center parcel. Mr. Tack explained the CRA Plan is more about goals and objectives rather than definitive details and timelines. Vice Chair McQuire asked about Ocean 1 and the strange footprint. Mr. Tack mentioned the next CRA meeting includes an agenda item, requesting TIF funding for the project. Vice Chair McQuire suggested that could be a bargaining chip for the grocery store or parking. Vice Chair McQuire asked about the CRA’s budget for land acquisition. Mr. Tack said approximately $4M was earmarked this year. Vice Chair McQuire asked if the CRA has been successful in securing other funding. Mr. Tack noted they look for grants, but the CRA is typically not the recipient. The agreement is with the City. Discussion ensued about grants, funding, and bonds. Vice Chair McQuire asked about a parcel outside of the city. Mr. Tack said it is out of the CRA district but there could be the potential to partner with the City. He clarified the funding cannot be used outside the CRA district. Chair Cobb would like to start with the Industrial Craft District. Mr. Tack noted it is underutilized. Vice Chair McQuire would like to start with the Federal Highway District. Mr. Tack explained it is one of the areas the Board wanted you to focus on for land acquisition. Ms. Roundtree and Ms. Gadson would both like to start with the Federal Highway District. There was consensus to start with the Federal Highway District. 6  4 B. Pending Assignment No. 2 - Discussion and Consideration of New Assignments from the CRA Board assigned at the February 13, 2024, CRA Monthly Board Meeting Regarding Property Acquisition Mr. Tack reviewed the assignment, which includes three properties for consideration. The first property is 1320 South Federal Highway. Vice Chair McQuire said it is good piece of property and inquired about the cost. Mr. Tack stated the Board is not looking at cost as a factor. Vice Chair McQuire mentioned it is a bedroom community not interested in tall buildings. The second property for consideration is 1310 North Federal Highway. Vice Chair McQuire noted it is also a good piece of property with retail potential. Ms. Roundtree said it is a carwash. Mr. Tack explained the CRA would look at demolition. Ms. Roundtree inquired whether the property north of 1310 North Federal Highway was for sale. Mr. Tack will look into it. The third property is 724 North Federal Highway. Vice Chair McQuire said it is the best one of the three. Mr. Tack stated all properties are mixed-use opportunities. Additionally, there is a land banking opportunity. Motion: Ms. Cobb moved to pursue 1320 South Federal Highway, 1310 North Federal Highway, 724 North Federal Highway for land banking opportunities Mr. McQuire seconded the motion. In a roll call vote, the motion passed unanimously. 8. CRA Board Items for CRA Advisory Board Review and Recommendations A. Old Business None. B. New Business None. 9. Future Agenda Items Vice Chair McQuire asked about soliciting community input. Mr. Tack reiterated the 7  5 Board can reach out to members of the community and organizations as individuals. Chair Cobb asked if the community is aware the CRA Plan is being updated. Mr. Tack replied it is pending until the new Executive Director is hired. Chair Cobb inquired about the two Board members who have not attended meetings. Mr. Tack responded that the terms have expired for two Board members and new appointments will be made by the City Commission. Initiate the steps to revise the 2016 CRA Plan, A. With the first step to review the existing CRA plan, and B. With the end goal to incorporate both the grocery store and public parking as part of that plan. 2. Look for ways that are above and beyond the normal City functions to beautiful the area within the CRA district (cannot be in replacement of a normal City duty and needs to be above and beyond). 3. Investigate means to get a grocery store in the CRA Heart of Boynton area. 4. Identify potential locations for a Public Parking Garage preferably along Ocean Avenue. When matters are assigned to the CRAB, reliance on staff should be minimized to the extent possible. Individual members of the CRAB may not assign work to CRA or City staff members. Research by the members of the Advisory Board should be done independently and with as minimal reliance on CRA or City staff as possible. This will ensure that work continues to be accomplished as staff will not be overwhelmed with new assignments. Once the assignment is complete and the CRAB is ready to present a report to the CRA or City Commission, then the CRAB Board shall submit their report to CRA staff or the City Clerk for publishing on the next available agenda. At the April 4, 2024 Meeting, the CRAB Board voted to review the Federal Highway District section of the 2016 CRA Plan and bring ideas and suggestions to the next meeting. On July 14, 2020, the CRA Board assigned the CRAB with the task of identifying available properties located within key commercial and light industrial areas of the CRA. CRA staff will provide the CRAB with a list of properties found on Costar/LoopNet and the Multiple Listing Service that are being marketed as "for sale" or properties where the CRA has been presented an opportunity to purchase by the property owners or their representatives. The CRA Board's assignment involves the CRAB performing research and analysis on these properties. The goal of the assignment is to have the CRAB provide a priority list of properties or recommendations on whether or not to pursue possible acquisition based on available funding. All land assemblages for future redevelopment shall be in furtherance of the 2016 Boynton Beach Community Redevelopment Plan.
