CRA Advisory Board Meeting Minutes – October 3, 2024 Motion: Ms. Lopresto moved to approve the October 3, 2024, minutes. Mr. McQuire seconded the motion. In a voice vote, the motion passed unanimously. 7. Assignments A. Pending Assignment No. 1 - Discussion and Consideration of New Assignments from the CRA Board assigned at the February 13, 2024, CRA Monthly Board Meeting Acting Director Tim Tack provided an overview of pending assignments, including reviewing goals and district plans. He emphasized the importance of ensuring all information was ready for the CRA Board meeting. Chair Cobb suggested delaying the discussion until all board members were present, but Mr. Tack recommended proceeding with the review since a quorum was met. The board discussed and reviewed recommendations for each district: Federal Highway Corridor • Create a sense of destination • Add language to attract business, restaurants and retail • Widen sidewalks and pedestrian areas • Create gateway features that incorporate green canopy spaces • Explore right-of-way dedications • Add entry signage, art, and/or decorative lighting Heart of Boynton • Potential to utilize a local grocer • Soliciting community input • Inclusion of a farmer's market or green market within the MLK corridor • More public art within the Heart of Boynton • Improving older homes in the Heart of Boynton • Community greening • Make the industrial area of the Heart of Boynton a destination area to encourage • revitalization (Arts District, etc.) • Increase education to residents regarding the CRA District Boynton Beach Boulevard • Improve or install additional sidewalks in the Boynton Beach Boulevard district • Add decorative lighting • Install a gateway feature • Increase wayfinding and neighborhood identification signage 5 3 • Examine the drainage on the side streets • Continue to look for land banking opportunities on Boynton Beach Boulevard Cultural District • Cultural District needs a gateway to create a sense of arrival • Increase activation throughout the corridor (Splash pad, incorporation of more family interactions) • Better lighting • Wayfinding and signage for the district • Foliage and trees (palm trees; flowers) • Designate this as a unique district within Boynton Beach (Ocean Ave - different pavers) • Public safety • Market and services to support the increased development and density • Identify the cultural district as a destination district • Opportunities for increased connectivity from western Boynton Beach and possible incorporation of access to the tri-rail system • Opportunities to preserve historic buildings for possible relocation • Preservation of and increased amount of art component throughout the corridor • Create a destination for the historic homes for commercial use Industrial District • Paved walkways • On-stretparknig • Fencing • Finding land for parking and turnabouts • Future residential and commercial redevelopment • Lighting • Landscaping • Activation areas for art and activities • Street signage • Incorporation of CPTED principles • A monument sign • Addressing code enforcement to clean up and beautify the area Inclusion of streetscape • Providing on-street parking • Landscaping within the right of ways Downtown District • Land acquisition for a Parking garage site, but in the meantime, surface lots to be used for parking • Beautification along Federal corridor • Increase opportunities for activation of Veteran's Park to include red, white, and blue lighting • Re-evaluation of district boundaries, as well as, renaming/rebranding • Land acquisition for a Grocery store • Increased maintenance, safety, and cleanliness of the district in anticipation of more pedestrian traffic 6 4 Ms. Lopresto recommended adding a goal or objective regarding branding. Ms. Curfman noted that signage was recently discussed at the Commission meeting. The Board agreed to discuss this further at the December 5th meeting. B. Old Business Discussion ensued about the start time for monthly meetings. The board agreed to change the start time to 6:00 PM beginning in January 2025. B. Initiate the steps to revise the 2016 CRA Plan, A. Review the existing CRA plan, and B. Incorporate both the grocery store and public parking as part of that plan. 2. Look for ways that are above and beyond the normal City functions to beautify the area within the CRA District (cannot be in replacement of normal COBB duties and needs to be above and beyond). 3. Investigate means to acquire a grocery store in the Heart of Boynton. 4. Identify potential locations for a Public Parking Garage preferably along Ocean Avenue. When matters are assigned to the CRAB Board, reliance on staff should be minimized to the extent possible. Individual members of CRAB may not assign work to the CRA or City staff members. Research by the members of the Advisory Board should be done independently and with minimal support from the CRA or City staff. Once the assignment is complete and the CRAB is ready to present a report to the CRA or City Commission, the CRAB Board shall submit their report to CRA staff or the City Clerk for publishing on the next available agenda. On November 7, 2024, the CRAB board decided to finalize their presentation to the CRA Board on their recommendations for updating the 2016 CRA Plan at the next meeting and bring their ideas and suggestions to the CRA Board meeting on January 14, 2025 (see Attachment II). On July 14, 2020, the CRA Board assigned the CRAB with the task of identifying available properties located within key commercial and light industrial areas of the CRA. CRA staff will provide the CRAB with a list of properties found on Costar/LoopNet and the Multiple Listing Service that are being marketed as "for sale" or properties where the CRA has been presented an opportunity to purchase by the property owners or their representatives. The CRA Board's assignment involves the CRAB performing research and analysis on these properties. The goal of the assignment is to have the CRAB provide a priority list of properties or recommendations on whether or not to pursue possible acquisition based on available funding. All land assemblages for future redevelopment shall be in furtherance of the 2016 Boynton Beach Community Redevelopment Plan. Federal Highway SUMMARY: The property at 1101 N. Federal Highway, Boynton Beach, FL is located at the NW corner of E. Martin Luther King, Jr. Boulevard and N. Federal Highway (see Attachments I-II). The property is within the Federal Highway District and serves as the eastern entry to the Heart of Boynton District on the Martin Luther King Jr. Boulevard Corridor. The City of Boynton Beach obtained 1101 N. Federal Highway through a Certificate of Title due to the structure being deemed unsafe. The City demolished the building on September 23, 2023, and transferred the vacant lot to the CRA on October 17, 2023. The property has always been a desirable acquisition for the CRA for the use as an entry feature on Martin Luther King, Jr. Boulevard. Additionally, the Unity Project worked to develop a mural for the south facing wall of the adjacent building (see Attachment III). Now that the property is vacant, it provides an unobstructed view for the mural. The property improvement could include lighting for the mural at night and provide a park like setting. The entryway could also feature walkways, landscaping and sitting areas in which to admire the mural. At the March 21, 2024 meeting, the CRA Board directed staff to hire a consultant to work on conceptual plans for the project (see Attachment IV). On August 8, 2024, the CRA entered into a consultant agreement with AW Architects Inc. to provide consulting architectural services including design, construction documents, bidding assistance (if needed), permitting and construction administration services for an Entry Feature Park. Staff met with AW Architects on August 22nd and again on September 4th to discuss three conceptual design concepts for the vacant lot. Representatives from AW Architects attended the November 21, 2024, Board Meeting to present three conceptual ideas (see Attachment V). At the conclusion of the meeting, the CRA Board directed staff to use the December 5th CRAB meeting as an opportunity to gather additional public input. Staff will present the three designs followed by Board discussion. Mark Karageorge stated that Ms. Oliva is qualified and she knew what the job paid when she applied. He commented that he has a problem with overpaying the Board approved a budget stick to it. He noted that Joan is making a step up, Boynton Beach has more TIF money then Lake Worth will ever have. Chair Penserga closed Public Comments. Motion: Board member Kelley moved to approve selecting Joan Oliva as the primary candidate and to direct the Chair and legal counsel to enter into negotiations and bring back an Executive Director Employment Agreement for review at the next available CRA Board meeting for approval. Board Member Hay seconded the motion. The motion passed unanimously. 15. New Business A. Discussion and Consideration of a Gateway Entrance Feature on the CRA owned property located at 1101 N. Federal Highway Mr. Tack gave an overview of a Gateway Entrance Feature on the CRA owned property located at 1101 N. Federal Highway. Board Member Hay inquired if the Unity Board has finalized the mural that will go on the wall. Mr. Tack replied that the final decision will go before the City Commission either April 2nd or April 16th, he did not know the exact date. Board Member Hay commented that it would make sense to put the mural depicting MLK on MLK Boulevard. Mr. Tack stated that the City Commission will be making the decision on what mural is going to go where. Ms. Rossmell commented that the Board is getting into City business and she prefers that the Board does not discuss the City side of the decision-making process. 10 274 Meeting Minutes CRA Board Meeting Boynton Beach, FL March 21, 2024 Board Member Kelley stated that is a great opportunity to activate that corner and that she supports staff in wanting direction on what to do on that corner. She noted that she did like the idea of a seating area and that there is a location in the City there is a painted art bench which is art and functional. Mr. Tack stated that he not familiar with this bench and asked where is it located. Board Member Kelley replied that the bench is located at Congress and Boynton Beach Boulevard. Mr. Tack stated he take a look at the bench and see if it can be incorporated. He commented that he did not extenuate that in addition to the lighting there will be power so the area can be decorated during the holiday festivities. Chair Penserga noted that he fully supports this and direct staff to hire who they need to put together a conceptual plan and then decide on what should be done. Board Member Hay commented that he concurs with Chair Penserga. He noted that benches have been removed from areas in the City because it presented a problem. B. Discussion and Consideration of Purchase of 1022 North Federal Highway Mr. Tack provided an overview of the Purchase of 1022 North Federal Highway. Board Member Kelley noted that it was a great opportunity and that she supports the purchase. Board Member Hay commented that he agreed with Board Member Kelley. He stated that he is looking down the road to make this intersection equal to or even great then the intersection at Ocean and Federal. Chair Penserga opened Public Comments. Mark Karageorge stated the owner has been trying to sell the property for over a year and a half. He commented that the Board should pay appraised value and nothing more. He noted that it is a great acquisition it makes sense and the Board has control was it is acquired. No one came forward. The entry feature will revitalize the intersection of N. Federal Hwy. and E. MLK Jr. Blvd., bringing people of all ages and color into the dream. The featured artwork can be viewed as pedestrians walk through the entry feature which has garden areas and stone pebble seating sprinkled throughout. At the center and apex of the path is the “EYE,” which offers optimal viewing of the art wall. The “EYE” is a reference to MLK Jr.'s "I Have a Dream" quote, and the seating within the "EYE" are inscribed with the words "Dream," "Love," "Hope," "Unify," and "Believe." The stage area at the feature wall can be used for future events/ performances. There is also a wall that buffers the impact of passing trains, adding a sense of security for those that are occupying the entry feature.
