MINUTES OF THE RECREATION AND PARKS ADVISORY BOARD HELD ON MONDAY, JANUARY 27, 2025, AT 6:30 P.M., IN CITY HALL COMMISSION CHAMBERS 100 E. OCEAN AVENUE, BOYNTON BEACH, FLORIDA PRESENT: Julie Mondello, Chair Allison Pandev Dr. Phyllis Pacilli Thomas Devlin Bruce Robertson Belinda Laskey ABSENT: Belinda Laskey Matthew McCallum Call To Order Fabien Desrouleaux, Director, Recreation and Parks Justin Johnson, Marketing and Outreach Manager Julie Mondello, Board Chair, called the meeting to order at 6:33 P.M. II Pledge of Allegiance The members recited the Pledge of Allegiance to the Flag. III Roll Call Roll Call was taken. A quorum was present. IV Agenda Approval — January 27, 2025 Chair Mondello added the Role of the Board and Communications to Unfinished Business Motion Ms. Pandev moved to approve the agenda, as amended. Mr. Robertson seconded the motion. The motion passed 5 to 1 (Dr. Pacilli dissenting on the basis that she did not get the agenda in time to read it). V Approval of Minutes — December 23, 2024 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida January 27, 2025 Motion Ms. Pandev moved to approve the minutes. Chair Mondello seconded the motion. The motion passed unanimously. VI Unfinished Business Role of the Board. Chair Mondello spoke about the role of the Board and about Pickleball Courts. She said that several community members had attended the meetings over the past few years to advocate for them, and this same sentiment was also expressed several times at the Tennis Center. She advised that the Board took that feedback to the City Commission and were able to have Pickleball Courts permanently installed, with the Board even conveying the paint color of the courts stated by the community, and the naming of the courts at the Tennis Center. She explained that the Board's role is to make recommendations, as they are an Advisory Board and that the City Commission is looking to the Board to advise them. Mr. Devlin pointed out that the City website has specific information about the Board's role and further commented that if the City is going to dismantle or build parks, the Board should be aware of it, so they can comment and advise. Communication Chair Mondello stated that for 10 or 11 years, the Board met the 4t" Monday of the month and that emails are sent advising the members that they have until Monday afternoon to say whether they can attend the meeting, and then the Liaison advises whether the meeting is cancelled or not. Dr. Pacilli stated that she wanted to have a group text amongst the members indicating if they will attend or not. She commented that there were many times she showed up for a meeting, only to learn it was cancelled. Mr. Desrouleaux advised that they do everything via email and he acknowledged that the method may not work for all. Dr. Pacilli commented that the members are supposed to receive the meeting information 72 hours before the meeting to review it. Mr. Desrouleaux explained that he sends the information out the Wednesday before the meeting date and that he asks the members if they will attend. He mentioned that most of the time, he does not hear back from all the members, so he calls the day of the meeting. 2 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida January 27, 2025 Discussion ensued that the members should commit to responding by the deadline and that the members volunteered to serve on the Board and it is incumbent on them to attend. Ms. Pandev pointed out that prior to Mr. Desrouleaux, the members did not know about the meeting cancellations and that Mr. Desrouleaux always sends notifications, although he did send out the agenda late this month and that he had apologized for the oversight. After further brief discussion, there was agreement that the members should assume all the members will attend every meeting and anyone who cannot, should notify Mr. Desrouleaux. If he sees there is no quorum, he will notify the members of the meeting cancellation. Strategic Plan Justin Johnson, Marketing and Outreach Manager, said that he will send a summary of the Strategic Plan to the members. Chair Mondello explained that the Strategic Plan was the result of years of planning and that they utilized community input, as well as community and Board Member Surveys. She said that they had regrouped after COVID and that there was a push to have more park areas for residents. Ms. Pandev pointed out that the Strategic Plan is on the City's website. Mr. Johnson commented that he will try to find the Strategic Plan that the former Director had submitted, and send it to the members VII New Business a. Upcoming Recreation Programs & Events Mr. Johnson announced the Biennial Kinetic Art Event being held this Saturday and Sunday, February 1St and 2"d. Mr. Desrouleaux announced that the event was by another City Department, and that it was an indoor and outdoor event. He advised that maps showing the locations of the art will be provided. Mr. Johnson also announced the following other events: • The Four Chaplains Ceremony will take place on Sunday, February 2nd at 2 P.M. Magic Wheels and Special Deals, which is a collaborative effort with the City Chariots of Love, Chariots on Ice, and Little Wolf Carpentry, who builds custom mobility devices for youngsters. He mentioned that they will unveil the Magic 3 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida January 27, 2025 Wheels mobility wheelchair on February 6th. He said that this year's wheelchair recipient is a 10 year-old boy named Leo, who lives in Lake Worth Beach. He mentioned that there will also be a vendor resource fair with vendors representing various segments of the ADA community present. He urged all to attend the event which will be held at the Ezell Hester Center, on Thursday, February 6th from 5 P.M. to 8 P.M. • There will be an early registration packet pick up for the Barrier Free 5K event, which will take place on Saturday, February 8th at 7:30 A.M. at Barrier Free Park. This is the sister event to the Magic Wheels and Special Deals. • Saturday, February 8th at 7 P.M. is Comedy on the Intracoastal, at the Intracoastal Park Clubhouse. The event is for those aged 18 and over, and food and adult beverages will be served. The cost is $20 in advance and $25 cash at the door. Doors open at 7 P.M., and the show starts at 8 P.M. • Saturday, February 15th from 9 A.M. to Noon, at Oceanfront Park, is the last Puppy Love event. All pups are encouraged to show up in Valentines Day attire. • Saturday, February 15th is the Daddy Daughter Dance at the Women's Club. b. Update on Marketing C. Departmental Updates i. Programming/Events Mr. Johnson announced that Summer Camp Registration will open on Tuesday, February 18th and he explained the options for summer camp. Mr. Desrouleaux stated the department introduced half season summer camps because families go on vacation. He thought it would boost enrollment and stated that they are looking at additional camp locations, such as the Hester and Sims Centers. and that the Arts and Culture Center could have specialty camps. He said that there are new athletic programs, and that rugby for boys and girls is growing, as is girls Flag Football. He noted that the Police Athletic League (PAL) is doing one as well, so there are two different girls flag programs. He announced the Little League Spring Season kicks off, and that there is a new sports provider agreement in effect. He announced that since the City's fields were built, many teams are using them. He stated that the concession stand at the Hester Center will be completed after inspections, and the Certificate of Occupancy is obtained, and that they will also install a shade structure on the home side of the field. 1. Passholder Policies 4 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida January 27, 2025 Mr. Desrouleaux distributed information on the Passholders program and advised that the price was prorated to be $200 for residents and $300 for non-residents. He mentioned that it will provide users the opportunity to reserve a pickleball court up to seven days in advance, and it can be accessed digitally. He announced that some passes already sold, and the program is expected to be very popular. He noted that the passes can be used for the indoor and outdoor pickleball courts. Marketing Mr. Desrouleaux stated that Mr. Johnson was doing great and was meeting with other divisions. He said that he's been spearheading marketing and sponsorships and was working on a banner. iii Boynton Connect Mr. Desrouleaux commented that Boynton Connect is the rebranding of the department and their mission, vision, and values. He explained that the rebranding is to be more aligned with the City's and that the Board Members will receive Tee shirts. He said that Mr. Johnson is working on the summer edition, which has the lightest offerings, due to the summer camps. He also said that they are interviewing for the Director of Recreation and Parks position, due to him being transitioned to a new position. iv. Mission, Vision, Values Mr. Desrouleaux stated that they developed a new Mission, Vision, and Value statement, which he read. He advised that they have a new Parks Compliance Manager. d. Project Updates i. Hester Field This item was discussed earlier in the meeting. Little League Field Mr. Desrouleaux said that the project has shifted to Phase 2, which involves Fields 2 and 3, the concession stand, restrooms, and press room. He shared that they hope to have full turf, but if they can't, the field will be a hybrid of turf, clay and grass. He advised that they added 2 T Ball fields, are working on obtaining permanent lighting, and the temporary parking is semi-permanent, for now. iii. Galaxy Park 5 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida January 27, 2025 Mr. Desrouleaux reported that Phase I is done and that the amenities are available to PAL and other entities. He stated that Phase 2 will include a bull pen, batting cages, and converting some courts to pickle ball courts. iv. Oceanfront Park Mr. Desrouleaux mentioned that the snack stand is complete and that they are waiting for an RFP for a concessionaire to be issued. He said that they received approval for temporary food and beverage services, and that Boardwalk Ice Cream will have a pushcart there from 11 A.M. to 4 P.M. He said that the playground and pathways are done, and that the parking terminals will be upgraded to accept Tap to Pay and they will install vehicle counters. V. Pence Park Mr. Desrouleaux advised that the park is in the design phase for a soccer field and that this project is in conjunction with the CRA. He commented that the park is run down. He stated that the upgrade will include additional and off-street parking, and that there will be a few pavilions that can be rented. Brief discussion followed that the Betty Thomas Park is primarily used for basketball and there is not much tennis usage there, and that the City will also be contemplating a soccer field at Sims. VIII Public Audience Micky King reported that her three little girls have been missing since 2018 and that if anyone sees them, they should direct them to the Police. She expressed that she did not know what was going on now, as there were a lot of people being released from jail. She requested the members keep an eye out for her children and advised that she has photos of them on Facebook. IX. Items For The City Manager's Attention None X Future Agenda Items a. Catherine Cherry Minutes Specialist N Project Overview Phase I (February –April) •A cutterhead dredge will remove the accumulating sand in the interior sand trap and within the navigation channels west of the inlet. •Sand/water mixture will travel by pipeline through the Ocean Inlet Park, under A1A and along the beach into the ocean at Ocean Hammock Park. •More than 55,000 cubic yards of sand from the interior sand trap, the Lake Worth Lagoon, and the Boynton Boat Club Channel will be removed and re-introduced into the coastal (beach) system. •Dredged material will be placed below the low tide line. Project Location •Between the towns of Manalapan and Ocean Ridge. •Connects the Atlantic Ocean with the Lake Worth Lagoon. The Challenge •Inlets interrupt the natural southerly flow of sand along the coast. •Sand has piled up in the interior sand trap and navigation channels adjacent to the inlet. The Solution •Dredge the sand trap adjacent to the inlet. •Dredge the shoaled sand from the Intracoastal Waterway and Harvey E. Oyer Jr. Park boat ramp channel. •Beneficially reuse dredged sand by placing on the critically eroded shoreline of Ocean Ridge.
