Adjournment Account Summary: $5,113.27 The Board(Committee)may only conduct public business after a quorum has been established. If no quorum is established within fifteen (15) minutes of the noticed start time of the meeting the City Clerk or designee will so note the failure to establish a quorum and the meeting shall be concluded. Board members may not participate further even when purportedly acting in an informal capacity. Speaking at Advisory Board Meetings: The public is encouraged to offer comment to the Advisory Board at their meetings during Public Audience,and on any regular agenda item,as hereinafter described.City Advisory Board meetings are business meetings and,as such,the Advisory Board retains the right to impose time limits on the discussion on an issue. • Public Audience: Any citizen may be heard concerning any matter within the scope of the jurisdiction of the Advisory Board- Time Limit-Three(3)Minutes. • Regular Agenda Items:Any citizen may speak on any official agenda item(s)listed on the agenda after a motion has been made and properly seconded-Time Limit-Three(3)Minutes. Addressing the Advisory Board: When addressing the Advisory Board, please step up to either podium and state your name for the record. Decorum: Any person who disrupts the meeting while addressing the Advisory Board may be ordered by the presiding officer to cease further comments and/or to step down from the podium. Failure to discontinue comments or step down when so ordered shall be treated as a continuing disruption of the public meeting.An order by the presiding officer issued to control the decorum of the meeting is binding, unless over-ruled by the majority vote of the Advisory Board members present. Notice If a person decides to appeal any decision made by the City Commission with respect to any matter considered at this meeting, he/she will need a record of the proceedings and,for such purpose,he/she may need to ensure that a verbatim record of the proceeding is made,which record includes the testimony and evidence upon which the appeal is to be based. MINUTES OF THE EDUCATION AND YOUTH ADVISORY BOARD MEETING HELD ON SEPTEMBER 24, 2024,AT 6:00 P.M. AT BOYNTON BEACH CITY HALL 100 E. OCEAN AVENUE, BOYNTON BEACH, FLORIDA PRESENT: Dr. Valerie Valcourt, Chair Mary DeGraffenreidt, Recreation Superintendent Francoise Calixte-Dieuvil Ricardo Camacho Megan Wilkinson, Student Pedro Macedo (Arrived 6:10 P.M.) ABSENT: Julie Carter Gabrielle Gurrieri Dr. Teresa Kasey McClendon Allyson Copeland, Alternate Gloria Nguyen, Student Odalis Veloso, Student I. Call to Order Chair Valcourt called the meeting to order at 6:07 P.M. II. Pledge of Allegiance The members recited the Pledge of Allegiance to the Flag. III. Roll Call The Minutes Specialist called the roll. A quorum was present. IV. Approval of Agenda Motion Ms. Calixte-Dieuvil moved to approve the agenda. Mr. Camacho seconded the motion. The motion passed unanimously. V. Announcements/Correspondence None. VI. Public Audience Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida September 24, 2024 None VII. New Business A. Approval of Minutes May 23, 2024 Motion Ms. Wilkinson moved to approve the May 23, 2024, Meeting Minutes. Ms. Calixte-Dieuvil seconded the motion. The motion passed unanimously. B. Future Meeting Dates Chair Valcourt stated the Board had agreed to meet every other month. VIII. Old Business A. Youth Symposium Chair Valcourt mentioned that the Board was to collaborate with the Parks and Recreation Department regarding their Symposium in April. She noted that Ms. Claude was supposed to email the information to the Board. She said that they want to see what their timeline is and what the Board can do to support them. B. Fundraising Proposals & Outreach Chair Valcourt mentioned that in the past, they held a pumpkin carving event during the Fall Festival and she inquired if the Board was interested in doing so again. She noted that the event is scheduled for October 19th, and suggested if they do not do that, they can man a concession stand to sell snacks She explained that the Board has nearly $6K in the account thanks to Sunfest earnings and to Lori Wilkinson, former Board Member, who helped with outreach. Ms. Calixte-Dieuvil volunteered for a time slot for the Fall Festival, and stated that they would need to have a table. Ms. DeGraffenreidt said that she would arrange for a table. Ms. Wilkinson said that she would check to see what was done in the past, to do something similar or something to enhance what they had done. Mr. Macedo stated that they had a table at the last event with items to give to the winners and attendees would donate to vote for their favorite pumpkin. He commented that the Board raised about $100. Ms. Calixte-Dieuvil inquired if the Board would advertise the event the same way as they had in the past. Chair Valcourt stated that it would be advertised via social media. Mr. Macedo noted that at the last Fall Festival, Recreation and Parks had also announced the Board's contest during the event. .Ms. DeGraffenreidt suggested that because they have many promotional items, she can make gift baskets that the Board can offer as prizes. Ms. Wilkinson stated that she can create a flyer. Ms. Calixte-Dieuvil, Ms. Wilkinson, and Mr. Macedo volunteered to attend. Ms. Calixte-Dieuvil stated that she would reach out to Ms. Claude to share the details with the Board before the event. IX. Future Meeting Dates: October 24, 2024 Chair Valcourt announced the above meeting date. X. Adjournment Motion There being no further business to discuss, Ms. Calixte-Dieuvil made a motion to adjourn. Mr. Macedo seconded the motion. The motion passed unanimously. The component will identify 16 Poinciana Elementary Aftercare second-graders reading below grade level. There will be two sessions of eight students each(a total of 16 students in all).Volunteer students from Boynton High, South Tech High and Atlantic High Schools will receive training from a team of literacy experts. Small Group Reading Instruction is the second component for our literacy program. Small group reading instruction focuses on differentiating instruction by teaching specific fields to support students. The reading specialists will incorporate small group reading strategies. There will be two twice-a-week six-week sessions, with 12 students per session(a total of 24 students in all). Dates of Programs/Activities/Events: Reading Buddies,Wednesdays, 3:15 to 4:15 p.m. beginning September 15,2025 and ending December 18,2025. Small Group Reading Instruction,Mondays and Wednesdays,3:30 to 5:00 p.m.,beginning September 22,2025 and ending December 18,2025. Describe the goals of your program in detail: By the end of the program,participants will: 1. Build enthusiasm for books and reading. 2. Have stronger reading comprehension. 3. Identify an increasing number of words by sight. 4. Read with greater fluency. Describe the needs of your program: 1. Give a brief description of current finances and fundraising efforts to meet your goal in the request: After final expenses to acquire the 501C3 status,our balance is projected to be approximately $927.00.
