MInutes 07-22-25 MINUTES OF THE EDUCATION AND YOUTH ADVISORY BOARD MEETING HELD ON JULY 22, 2025, AT 6:00 P.M. AT BOYNTON BEACH CITY HALL 100 E. Call to Order Lori Willkinson, Board Chair, called the meeting to order at 6 P.M. She requested a moment of silence for former City Commissioner, Joe Casello, who passed away on Friday. II. Pledge of Allegiance Ms. Megan Wilkinson led the members in reciting the Pledge of Allegiance to the Flag. III. Roll Call Roll call was taken. A quorum was present. IV. Approval of Agenda Motion Mr. Kenney moved to approve the agenda. Mr. Jean seconded the motion. The motion passed unanimously. V. Approval of Minutes of May 27, 2025 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida July 22, 2025 Motion Ms. Wilkinson moved to approve the minutes. Mr. Kenney seconded the motion. The motion passed unanimously. VI. Announcements/Correspondence Chair Wilkinson expressed her sympathy to the Casello family. She explained that he was a City Commissioner for nine years, and than moved onto serving in the Florida House of Representatives. Ms. Claude announced that on August 1st, in conjunction with the First Friday Event, the Police Department will host their Annual Night Out and a backpack giveaway. She said that on September 12th, the Recreation and Parks is hosting an Adult Senior Prom from 6 P.M. to 9 P.M., at the Women's Club. The cost is at $10 for residents and $15 for non-residents. She said that there will be a DJ, dancing, and food. VII. Public Audience None VIII. New Business A. Meeting Schedule Chair Wilkinson said that the meeting schedule was brought up at the last meeting regarding whether to meet monthly or not, and it is up to the Board to decide. Ms. Wilkinson said that it is hard to get things done when there was no consistency in meeting and there has been difficulty in making a quorum. The members agreed. It was noted the Board can meet on the fourth Tuesday of the month. Chair Wilkinson pointed out that the November and December meetings are combined and a meeting usually is held the second week in December. She requested a motion. Motion Ms. Carter moved to have monthly meetings on the fourth Tuesday of every month. Ms. Wilkinson seconded the motion. The motion passed unanimously. IX. Old Business A. Donation Request — Men of Vision and Purpose 2 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida July 22, 2025 Chair Wilkinson advised that Men of Vision and Purpose had previously given a presentation and were looking for a donation. She noted the account balance was $5,113.27, and the organization was seeking $4,950. Discussion followed that the effort was a worthy cause, but the amount requested would deplete the budget. It had also been pointed out that transportation was a concern. Ms. Carter and Mr. Jean thought a partial donation would be appropriate and it was important to help them with transportation. Chair Wilkinson commented that she is involved with the Greater Boynton Beach Foundation, and they made a donation to the organization as well. She said the Greater Boynton Beach Foundation will make a presentation. Ms. Claude said if a donation is approved, a check could be issued when the minutes are available, and hopefully by the end of August. Motion Mr. Kenney moved the Board approves funding for Men of Vision and Purpose for $1,560 for their transportation costs. Ms. Wilkinson seconded the motion. Chair Wilkinson asked if they wanted to designate the funds for transportation as there are other things the funds could be used for. Mr. Kenney amended the motion to $1,560 for their costs. The motion was duly seconded and passed unanimously. Ms. Claude stated that in the past, the Board had a policy for recipients to provide an accounting of what they have done with the funds. The Board agreed and would also like to have an update. Ms. Carter suggested an accounting be given in four months after receipt of the funds, in January. The members agreed. B. Youth Symposium Chair Wilkinson commented that the Board wanted to partner with the Recreation and Parks Youth Symposium Event at the Carolyn Sims Center last April. Ms. Claude explained that the Board originally was going to hold their own event, but when it was mentioned the Department already holds one, they decided that they would partner with them. 3 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida July 22, 2025 Mr. Kenney read a description of the event The members decided that the Board would invite Frank Ireland, from Recreation and Parks to the next meeting to speak about the event as he was an integral part of it. Chair Wilkinson suggested tabling the item and there was consensus to do so. C. Fundraising & Outreach Mr. Jean stated that he spoke to a local State Farm representative, and they may be interested in donating to the Board. He said that when he receives any information, he will pass it on. Ms. Carter inquired about prior fundraisers and inquired if they hold one, could the Board use City facilities. Chair Wilkinson explained some of their previous fundraisers and said with enough notice and permission, they could probably use City facilities, but it would depend on the fundraiser. She noted outside vendors have to have their own insurance. Ms. Wilkinson commented that while Sunfest was on the bigger scale, the Board could do something with Arti Gras and other events. Chair Wilkinson said they could hold an event anywhere. Ms. Carter asked how someone would be recognized if they made a donation. Chair Wilkinson responded that they can receive a certificate, arrange a presentation at the Board meetings or at the City Commission level. She noted everything the Board does is contained in the agendas and minutes. The members thought that advertising donations through social media and word of mouth was good. Mr. Jean asked about teaming up with the Police Department. Ms. Wilkinson said that when they make presentation in schools, the Police are there working and it can be a solid presentation. Discussion followed that the Police conduct a lot of outreach, and they can ask. Donations from UPS have to meet certain criteria which Mr. Jean will forward to the Board. X.
