Next Meeting – September 22, 2025 The Board (Committee) may only conduct public business after a quorum has been established. If no quorum is established within fifteen (15) minutes of the noticed start time of the meeting, the City Clerk or designee will so note the failure to establish a quorum and the meeting shall be concluded. Board members may not participate further even when purportedly acting in an informal capacity. Speaking at Advisory Board Meetings: The public is encouraged to offer comment to the Advisory Board at their meetings during Public Audience, and on any regular agenda item, as hereinafter described. City Advisory Board meetings are business meetings and, as such, the Advisory Board retains the right to impose time limits on the discussion on an issue. • Public Audience: Any citizen may be heard concerning any matter within the scope of the jurisdiction of the Advisory Board - Time Limit - Three (3) Minutes. • Regular Agenda Items: Any citizen may speak on any official agenda item(s) listed on the agenda after a motion has been made and properly seconded - Time Limit - Three (3) Minutes. MINUTES OF THE RECREATION AND PARKS ADVISORY BOARD HELD ON MONDAY, JUNE 23, 2025, AT 6:30 P.M., IN CITY HALL COMMISSION CHAMBERS 100 E. OCEAN AVENUE, BOYNTON BEACH, FLORIDA PRESENT: Julie Mondello, Chair Thomas Devlin Barry Doctor Allison Pandev Bruce Robertson Jay Pastorius (Alternate) ABSENT: Dr. Phyliss Pacilli Belinda Laskey I. Call To Order Fabien Desrouleaux, Assistant Director Recreation and Cultural Services Marvelous Washington, Division Director, Recreation and Parks Justin Johnson, Marketing and Outreach Manager Chair Mondello called the meeting to order at 6:38 P.M. II. Pledge of Allegiance The members recited the Pledge of Allegiance to the Flag. III. Roll Call Roll Call was taken. A quorum was present. IV. Agenda Approval Chair Mondello added absences for Board Members Unfinished Business, Motion Ms. Pandev moved to approve the agenda, as amended. Mr. Devlin seconded the motion. The motion passed unanimously. V. Approval of Minutes — April 28, 2025 Chair Mondello moved to approve the April 28, 2025, minutes. Ms. Pandev seconded the motion. The motion passed unanimously. Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida June 23, 2025 VI. Presentations None. VII. Unfinished Business Board Member Absences Chair Mondello stated that she reviewed the meeting minutes for the last 12 months and noted that Board Member Belinda Laskey was absent from six of those meetings and Dr. Pacilli was absent four times. She mentioned that they should be notified about the attendance policy so the Board can bring on new people and move Mr. Pastorius up to a regular member. She noted that members are allowed three absences, and then receive a warning letter that a fourth absence results in their removal from the Board. VIII. New Business A. Upcoming Recreation Programs & Events Justin Johnson, Marketing and Outreach Manager, stated that during the summer they focus on camps, so events and the overall recreation program schedule is lighter. He mentioned the following upcoming events: Saturday, June 28, 2025, from 12:30 P.M. to 4:30 P.M., the Department will have a Swim with a COP event. He noted that the Department hosts this event annually in coordination from the Police Department, at the Denson Pool. Saturday, July 12, 2025, from 9 A.M. to 10:30 A,M., at the Ezell Hester Center, is Tot Summer Games. He stated that children ages three to five can run and jump on the field. He noted that youth participating in the Bulldogs start at age six, and they can participate as well. • The Bulldog Home Game Opener is on Saturday, August 9th and they take on the Plantation Wildcats. He explained that the Boynton Bulldogs is the City's youth football program, held in partnership with the Police Athletic League (PAL), and they are the primary users of the renovated fields at the Hester Center. Mr. Johnson reported that the City scheduled the Fall Festival for Saturday, October 11 to He said that the Bulldogs will host the Delray Rocks team, their chief rival, so to avoid conflicts with the game, the Festival was moved up a week. He commented that as an FYI, last December they were selected as a practice site for the Boca Raton Bowl, and their game time is Tuesday, December 23rd at 2 P.M. He said that hopefully they will be selected as a practice site again, and that the potential practice dates are Friday, December 19th through Monday, December 22nd. He stated that the Board would be invited. 2 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida June 23, 2025 Chair Mondello spoke about the second field at the Hester Center. Mr. Desrouleaux said that the plan for it is to regrade and resod it, and there are discussions about turf in the future, based on the Master Plan. He explained that they are clearing out weeds and shrubs, to extend the field to the full 100 feet and that they want it done before football season starts. He announced that the World Cup Teams are looking for practice sites, and field space is a big discussion with Recreation and Parks and the City Manager. He said that people have been reaching out to staff about it. Chair Mondello inquired how the Teen Camp for 13 to 15 year olds was doing. Mr. Desrouleaux responded that they had 10 campers in the first session, and that the youth enjoyed it. He said that they are putting together a reel about it for social media and they learned that there are a lot of kids in that age range for part of the summer. He noted that there are two or three camp sessions and that campers can also be guests of residents (non-residents), and that camp is very affordable. None. B. Update on Marketing C. Departmental Updates Mr. Desrouleaux commented that staff is in the midst of handling the RFP's for the Tennis Center, the bait shop, and that they are having the Bid Opening for the snack stand at Oceanfront Park. He reviewed the responses to the bids and noted that they received one bid for the bait shop from a local business, and if the bid looks good, it could be a good tenant. He mentioned that the Oceanfront Park snack stand is popular, and everyone is calling about it. He said that if Boardwalk Ice Creamery does not win the bid, they can they still sell ice cream, as staff can specify no ice cream sales in the snack stand in the vendor contract. D. Palmetto Park Re -development Discussion Mr. Desrouleaux reviewed that there are three options for Palmetto Park and said that they held three public meetings. He advised that they did a full on marketing approach and worked with the Police Department, hung door hangers, posted it all over social media, and issued news releases. He said that they received a decent turnout, with different people attending each meeting. He said that the options are based on discussions with the project manager, Public Affairs, and every department that has anything to do with building and promoting a park. Mr. Desrouleaux stated that the three options were: • Affordable housing in partnership with an organization. • A passive park. Mr. Desrouleaux noted that if selecting affordable housing, the City would have to replace the park somewhere else in that district, likely by the new apartments. Mr. Robertson asked about the hours of operation for the Pump Track. Mr. Desrouleaux responded that the hours would vary, and that it will be a locked park, with a high enough fence to prohibit fence climbing. Discussion turned to the number of parking spaces, and that there is spill-over parking at Okeeheelee Park when there are events. It was noted that the closest area in Boynton that may be able to accommodate spill over parking is Sara Sims Park, but the local area would be impacted. Mr. Desrouleaux pointed out the there are no restrooms at either park, but if a large event were held, the City purchased a portable restroom trailer that could be brought in and used. Chair Mondello encouraged the members to visit the parks, to physically see how the parks would impact the area. Mr. Robertson asked what PAL says and learned that PAL does not have a problem with Option 2, but they liked one design more than the other, and feels that the Pump Track would get kids off the street. Discussion ensued that if PAL does not create a structure, youth will ride bikes in the street and that they will need regular events, such as teams and clinics. They mentioned that it will make bike riding cool and the park will be maintained. Mr. Desrouleaux stated that the next steps are staff will compile feedback and information and send it to the City Commission, and then eventually it will be a discussion item for the Board to discuss in August or September. Chair Mondello asked if there is a way to suggest that PAL have the track open every day after school from 2 P.M. — 6:00 P.M. and on the weekends and provide equipment. She said they need a commitment from PAL. Mr. Desrouleaux said that between the City and CRA, staff hopes to get something done, but the two parks are fairly low-cost parks. He said that passive parks can be phased Ms. Pandev inquired why they cannot make a bike path. Mr. Desrouleaux responded that the trail is actually a walking and bike path, but the park is the best and safest route. He said that it must be easy to access and promote a good time. ►I Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida June 23, 2025 Mr. Robertson asked if there is a strategy that they are trying to mix with the selections, or just asking for ideas. Mr. Desrouleaux explained that they are creating space with a specific purpose. He mentioned that with Option 2, splash pads would attract moms and kids to the park. He said Park 3 is a totally different park. He recommended that they choose and offer a choice with whatever the options are. E. Project Updates 1. Hester Field 2. Little League Field Mr. Desrouleaux stated that the next phase is field four in the next fiscal year and the concessions, bathrooms and press box. He mentioned that if the current phase finishes sooner, they can start sooner. He noted that they are conducting upgrades to fields two and three. He mentioned that they are waiting for the All Star Season to end and they will make the changes and will address ADA concerns as well. 3. Galaxy Park Mr. Desrouleaux stated that the park is approaching the end of phase two, and that the pickleball court is finished. He said that they will address the batting cages and bullpen, which are almost done, and the last phase is the playground. 4. Oceanfront Park Mr. Desrouleaux commented that the City is looking for a vendor, and they will be working on the ramp from the lower parking lot up, and the playground, which will address ADA concerns. 5. Pence Park Mr. Desrouleaux commented that staff is just waiting for the next fiscal year to move towards construction. He said that at that time, they are proposing to use a parking app, as is done in Delray, so guests can see how many spots are available. He stated that the idea is to try to alleviate vehicle stacking while waiting to enter the Park. IX. Public Audience None. X. Items for the City Manager's Attention Chair Mondello asked, when someone inquires about using a City facility, who and how it is processed. N7 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida June 23, 2025 Mr. Desrouleaux stated that the process is different depending on the facility. He said that the Women's Club and the Art and Cultural Center are processed through Art and Culture, and that Recreation staff handles the rest of the recreational facilities rentals, or anything in a park or a facility. Chair Mondello noted that they have no costs listed online per hour for facilities, but she thought they could get another revenue stream, especially with the high school, as people are looking for event space online. Mr. Johnson said that the rental process will be rolled out on a dedicated page on the City's website where users can log on and request a pavilion or a field at the parks. He stated that staff would review it and contact the requestor. He mentioned that they are testing the functionalities and scenarios before they roll it out. Mr. Pastorious requested an update on Bocce at Jaycee Park. Mr. Desrouleaux said that it is part of the overall project next year and construction of it was anticipated to be early in the next calendar year, but he did not know if it would be fully completed by next snowbird season.
