MInutes 07-14-25MINUTES OF THE HISTORIC RESOURCES PRESERVATION BOARD HELD ON MONDAY, JULY 14, 2025, AT 6:30 P.M. IN CITY HALL, COMMISSION CHAMBERS 100 E. OCEAN AVENUE, BOYNTON BACH, FLORIDA PRESENT Barbara Ready, Chair Mike Wilson Robert Wilt Valentina Brogli ABSENT: Bradley Jackson Victor Norfus, Alt. Andrea Rodriguez 1. Call to Order Chair Ready called the meeting to order at 6:35 P.M. 2. Agenda Approval Motion Gabe Sevigny, Principal Planner John Stout, Planner II Yazan Bata, Planner I Mr. Wilson moved to approve the agenda. Ms. Broglia seconded the motion. The motion passed unanimously. 3. Approval of Minutes A. Approval of Minutes Approve Minutes from the June 9, 2025, Historic Resources Preservation Board meeting. Chair Ready noted a change on page 4, paragraph 1, should be east not west, and the last paragraph on page 5 paragraph 2, should be $5,000 for all the signs. Motion Ms. Broglia moved to approve the minutes as amended. Mr. Wilt seconded the motion. The motion passed unanimously. John Stout, Planner ii, introduced Gabe Sevigny, new Principal Planner, from Colorado Springs. Mr. Sevigny presented himself and his credentials. Meeting Minutes Historic Resource Preservation Board Boynton Beach, Florida July 14, 2025 4. Communications and Announcements A. Dewey Park Sign Yazan Bata, Planner I, stated that he spoke with Public Works about the sign, and they are working on it and aware of it. Chair Ready requested that when speaking with them next, to tell them to place the sign on Ocean Avenue and not in the Park. B. Magnuson House and Andrews House Mr. Bata said that they spoke to Tim Tack, the CRA Interim Director, about both homes. He said that the CRA suspended receiving any letters of interest regarding the Magnuson House until they determine what is occurring with the Andrews House, He said that in that regard, the Andrews House is a privately owned property, so they cannot do anything, but they can allow an adaptive reuse, so they are revising the conceptual site plan and will determine how much it would cost. He said that when he obtains that information, he will have a better idea of how the owner will proceed. Chair Ready noted that the Historic Andrews House Committee is meeting regularly with Mr. Tack and that he has been the only one able to speak to the property owner. C. Schoolhouse Children's Museum Plaque and Bell. Mr. Bata reported that he contacted the Executive Director at the Museum and Recreation and Cultural Services about the matter, but has not received any information. Museum staff confirmed that the plaque was located at the Museum, but could not confirm the bell's location. He asked if the bell was in the tower and discussion followed that originally the bell was in the tower, but for years it was on a pedestal in front of the building. Chair Ready commented that when construction of the new City Hall commenced, it disappeared, and she suspected it was in Public Works. She pointed out that the plaque she was talking about is a large plaque and she was referring to the National Register plaque, which is on a pole. Chair Ready said Public Works knows exactly where it is and that she tripped over it when she was there. She suggested contacting Andrew Mack, Deputy City Manager, D. Cultural Center Monument Sign Mr. Bata contacted Craig Clark, Director of Recreation and Cultural Services, who advised him that they are awaiting a purchase order number for the base of the sign and the pole. When completed, they will contact a vendor to finish the headboard of the sign. Chair Ready stated the Board would like to provide input on the sign's wording, 2 Meeting Minutes Historic Resource Preservation Board Boynton Beach, Florida July 14, 2025 Mr. Bata explained the steps to complete the sign. 5. Old Business None 6. New Business Chair Ready stated that she was contacted by a researcher, who is conducting a study of a section of 1-95 and landed on the Barton Cemetery, which is on the Local Register. She noted that in 2011, students from FAU used ground penetrating radar at Barton Cemetery to see if there were any unmarked graves. They found that families that had buried loved ones there were burying loved ones on top of one another there, so there were no unmarked graves that they could find. She pointed out that the 1-95 wall divided the cemetery, so part of the cemetery is on the 1-95 side of the wall. She noted that FDOT was supposed to have moved those graves to the Sims Cemetery, but they are not sure that it took place. She said that the Janus Research Center team is coming, and she invited them to attend Reverend Dames' Community meetings at the Carolyn Sims Center so they can speak with family members who have loved ones buried there. She said that she did not know what the focus of their study was, and she thought because Barton was on the Local Register of Historic Places, it caught their attention. She mentioned that she would inform the Board when the meeting will take place and that she thought it was the 28th at 6 P.M. and all are welcome to attend. 7. Other None 8. Comments by Board Members None 9. Public Comments Relative to Historic Preservation Susan Oyer thanked the CRA Board as they funded a Historic Preservation Planner, budgeted $1.3M for historic preservation, and $300K for the Magnuson House. She also thanked the City Commission who sits as the CRA Board. She commented that Boynton Beach was founded in 1895, and that the City should have a Founder's Day event every five years. She noted that the Kiwanis Club holds Founder's Day events with cities and historical societies. She said that very few cities are this old and they should work with other older cities to see what they could create as a group. She thought that they could start branding a tour of old locations in the City, making it a historic tour of Palm Beach County. She thought that Kelly Smallridge, from the Palm Beach County Tourism Development Board, might be able to do help. 3 Meeting Minutes Historic Resource Preservation Board Boynton Beach, Florida July 14, 2025 She further noted that America turns 250 years old next year and Daughters of the American Revolution are encouraging municipalities all over the United States to post their events on their website. She said that if the members know of any activities, she and Chair Ready have the information. She stated that Boca Raton has already started. 10. Announce Date of Next Meeting Chair Ready announced the next meeting is August 11 rn On a different matter, Mr. Bata stated that he spoke to Pastor Bennet about the Bernard Thomas mural formerly displayed at the Woman's Club that is now in the Church. He said that Pastor Bennet provided him with the number of Mr. Thomas' daughter, who supports returning it to the Woman's Club. Chair Ready announced that the women at the Women's Club want it returned and that she knows someone who knows how to properly attach the mural. Ms. Broglia inquired how the brochures were coming. Mr. Bata said that they still need to determine how to consolidate and update the brochures. Chair Ready pointed out that the brochures just need to be updated, not consolidated and posted on the website. She also pointed out that it was previously suggested including the location and information about the homes featured in the brochures and new contact information. She further asked about website. Mr. Bata responded they are still working on it. 11.
