Approve Minute from the May 14th, 2025 Art Advisory Board Meeting
Individual speakers will be limited to 3 minutes.
The Applicant is proposing to provide a Public Art Project on site to fulfill the AIPP
requirement for the Snug Harbor Condominium development (CDOC-
2024.12.74427) located at 630 Snug Harbor Drive, Boynton Beach. The title of the
proposed art is Reef Arches Tiles and is a cast and textured marine-grade concrete
sculptural arrangement of reef tiles that celebrate tidal rhythm and expand surface
area for oyster and other marine life in a tidal swing and mangrove bloom design.
The Call for Artists closed on September 1, 2025, with a total of 170 viable
submissions (210 total) received. Staff have reviewed the entries and compiled the
submissions that align with the preferred criteria stated in the Call to Artists. Staff will
discuss a proposed process for selection and award.

Mr. Cone moved to approve the minutes. Ms. McLaughlin seconded the motion. The

8. Announcements/Presentations/Correspondence
A. Art in Public Places Code Amendment - Update
John Stout, Planner II, gave the Art in Public Places Program Update, which was a Code
Amendment. He stated that the item went to the City Commission on First Reading, but
it was pulled on Second Reading and would be presented to the City Commission for
approval again on May 20th
Ms. Radigan stated that the Board met months ago for a more comprehensive plan for
art and updating the Master Plan. She mentioned that the item went to RFP, and is now
in negotiation for a consultant. She explained the rest of the process for the Master Plan.
Mr. Stout reviewed the presentation, as contained in the meeting materials.
Ms. Radigan explained how the Art in Public Places Program is currently is funded.
B. Ad-Wrapped Traffic Control Boxes - Progress Update
Ms. Radigan stated that the Board had previously discussed this item.
Letecia Sabio, Planner I, gave the presentation, as contained in the meeting materials.
She stated that this project will not have a phased roll-out, and three themes were
identified, which were: bright beach vibes, We Are Boynton, and abstract tropical nature.
She clarified that the artists could use other themes, select their locations, and that staff
issued the Call to Artists. She reviewed the steps in the process and said that the Call
will be posted on the project website that will be created for 60 days, and will include a
QR Code to access the application page. She noted that the Call is open to amateur and
professional artists and she reviewed how they would conduct outreach.
Ms. Radigan stated that after they discuss deadlines, they will create the short webpage
because the call to artists is short and concise and they will post the call.
Mr. Cone asked if the call was limited to Boynton Beach residents and learned it was not.

schools, and others.
Ms. McLaughlin suggested putting a QR code on materials to direct people to the website.

Ms. Kim stated that when they have art to review, it will be on the agenda, and Art Board
members could not apply.
Ms. Newton asked if she reviewed prior documents, if she would know what the criterion
is for selecting the themes, criteria and what the Board does.
Ms. Radigan responded that there are some documents they can share and a guidebook,
which provides some of the process. She said that some of the process has been lacking
and that is why they want to redo the Public Art Master Plan and refocus on the types of
art. She advised that staff would work with the Board during this process, and she would
provide a link to the video and discuss it at the next meeting.

As part of the Art in Public Places program, an innovative Hybrid Seawall is emerging along the
waterfront at Snug Harbor with a functional art installation designed to enhance marine biodiversity and
celebrate coastal resilience. It features two standout design patterns:
Tidal Swing – A sculptural arrangement of Reef Arches® Tiles that mimics the ebb and flow of the tides.
This pattern not only celebrates tidal rhythm but also expands surface area for oyster and marine life
growth, bringing art and ecology together.
Mangrove Bloom – Inspired by the iconic red mangrove propagule, this elegant 3-leaf formation
represents new life, restoration, and nature-based coastal enhancement. The design is complemented by
MANG’s expertise in mangrove restoration, aligning art with measurable environmental impact.
Together, these Reef Arches® Tile patterns enhance the ecological value of the shoreline by promoting
marine life, supporting water quality, and allowing nature to reclaim space along the built environment.
This installation reflects APH’s commitment to Protect the Tide, designed to inspire today’s communities
as much as it will serve future generations.

Installation Zone: Tidal band between MLW and MHW
Total Area in Tidal Zone: 40 ft × 3 ft = 120 sq ft of seawall face within tidal zone
Reef Tile Added Surface Area: 298.6 sq ft of increased surface area—2.5× the surface area over
a flat seawall face. This expanded texture encourages colonization of oysters, barnacles, algae,
sea hares, crabs, juvenile fish, and other marine life.
Cost: 30 large tiles @ $75 = $2,250; 70 small tiles @ $25 = $1,750; plaque $7 → Total $4,007

Description:
The Snug Harbor Hybrid Seawall will feature an environmental art installation composed of 100
modular Reef Arches® Tiles carefully arranged along the face of the new Hybrid Seawall within
the active tidal zone. These sculptural tiles—engineered by Reef Arches®—use marine-safe
concrete and biomimetic surface textures that replicate coral microstructures and oyster beds,
offer ing protection and habitat for native marine life to settle, thrive, and grow.
The Mangrove Bloom design also nods to MANG’s work in planting and nurturing mangroves
across Florida, uniting visual storytelling with real habitat creation. Each tile functions as both
sculpture and habitat—promoting marine biodiversity while providing a visually striking design
that reflects the surrounding waterfront community’s commitment to sustainability. As tides
rise and fall daily, these art pieces will transition in and out of the water, creating a living kinetic
gallery that evolves with the rhythms of nature.
Why it Qualifies as Public Art:
• Visibly integrated into the built environment—positioned at eye level for water-goers,
kayakers, dockside viewers, and neighboring residents.
• Sculptural form and layout designed by Arthur Tiedeman (The_Propagule) in partnership
with Reef Arches® and MANG, combining aesthetic intention with ecological function.
• Educational potential—interpretive signage can be added explaining the function of the

accrues beauty over time by attracting oysters, fish, and marine flora.
This is not just infrastructure—it’s functional art that filters water, fosters marine life, and
redefines what coastal resilience can look like in the 21st century. Snug Harbor residents will
enjoy a project that beautifies the shoreline, protects the environment, and creates a new
standard for civic art in coastal communities.
