Minutes 09-22-25MINUTES OF THE RECREATION AND PARKS ADVISORY BOARD MEETING HELD ON MONDAY, SEPTEMBER 22, 2025, AT 6:00 P.M. IN CITY HALL, COMMISSION CHAMBERS, 100 E. OCEAN AVENUE, BOYNTON BEACH, FLORIDA PRESENT: Julie Mondello, Chair Thomas Devlin Dr. Phyliss Pacilli Alison Pandev Amanda Cowan, Alt. ABSENT: Belinda Laskey Bruce Robertson Barry Doctor Jay Pastorius, Alt Call to Order Chair Mondello called the meeting to order at 6:01 PM 2. Pledge of Allegiance Marvelous Washington Division Director, Recreation and Parks Justin Johnson, Manager, Marketing and Outreach The members recited the Pledge of Allegiance to the Flag. 3. Roll Call Roll Call was taken. A quorum was present. 4. Agenda Approval Chair Mondello added the introduction of new member Amanda Cowan to New Business. Motion Mr. Devlin moved to approve the agenda, as amended. Dr. Pacilli seconded the motion. The motion passed unanimously. 5. Approval of Minutes August 2025 Motion Dr. Pacilli moved to approve the minutes. Ms. Pandev seconded the motion. The motion passed unanimously. Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida September 22, 2025 6. Unfinished Business Ms. Cowan stated that she is a new resident, since the beginning of this year, and that she was previously from Broward County. She commented that she was excited to be involved with the Board. 7. New Business A. Tennis Center 1. FRDAP Grant Approval - Commission approved the application for grant funding for Hydro Courts at the Tennis Facility. Marvelous Washington, Division Director, stated that the City Commission approved applying for a $200,000 matching grant, and their proposal for the Tennis Center includes installing Hydro Courts, to ensure the courts stay dry because it rains every day and, as a result, the Tennis Center was having issues with the tennis clinics and leagues. She said that to better serve the Tennis Center patrons and residents, they want to apply for the grant to help defray the installation costs of the Hydro Courts Chair Mondello asked about lights at the Tennis Center. Ms. Washington said that there is an upcoming project to install lights. She mentioned that the City will update the current lights to LED lights, install additional poles and lights, and that FM Tennis recommended adding additional Pickleball Courts, to meet demand. She stated that they are very excited about the upcoming renovations and upcoming CIP projects for the tennis facilities. She noted that one of the requirements for grant approval is to provide an update of the CIP projects that have been approved, and to provide a visual of where those amenities will be implemented 2. Project discussion - FM Tennis contract approved Chair Mondello said that this was discussed at the last meeting, and that this organization has been there for a little over five years. Ms. Washington said that FM Tennis is the vendor for the tennis clinics and other tennis related activities, and they have been operating at the Tennis Center for a little over five years. She commented that they will be the managing partner at the Center, and that the City and vendor will work together to continue those types of services and bring in a new Tennis Pro Shop. B. Departmental Updates 1. Out of School Day September 23 2 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida September 22, 2025 Justin Johnson, Marketing and Outreach, Manager, said that this is the first of three Out of School Day activities planned. He noted that there is an additional fee for the activities that will be held at the Carolyn Sims Center and there is a limit of 20 students. Youth are to bring their own lunch, but discussion ensued about having lunch provided. Ms. Washington stated that the City used to provide free lunch at the Hester Center, but due to state budget cuts, the vendor lost her contract and the service is no longer available. Discussion followed about how to obtain lunches for the participants and Ms. Washington said that staff will review providing lunches. 2. Fall Festival October 11 Chair Mondello commented that the City received an award for this event. Mr. Johnson advised that this is a City Signature Event and they will have the traditional pumpkin giveaway from Publix and Raising Canes as sponsors. He said that they are also working to continue the Community Greening Tree Giveaway this year, and staff reserved a site for them at the event. He noted that this Tree Giveaway was still tentative, and staff will publicize it if/when it is finalized. Mr. Devlin suggested approaching some of the Commissioners for Community Support Funds, as well as other establishments. Mr. Johnson advised that the Annual Trip to the Dolphin's game was sold out. He mentioned the following upcoming events: Friday October 241h is the free, family -friendly spooky movie on the lawn at Wilson Park for the City's Scream on the Green; Dance with Dawn will take place at the Hester Center from 11 a.m. to noon on Mondays starting the first week in November as a drop-in class; and Youth Tennis program will start the first week in November. Ms. Washington stated that the department is getting ready to start a soccer league after Bulldog Season ends, in partnership with the school district. She commented that World Cup organizations have community programs that they can tap into. Ms. Pandev announced that she knows a retired professional soccer player and a retired Soccer Coach, who may be able to volunteer. Ms. Washington stated that she would reach out to him to perhaps hold a soccer clinic. Mr. Johnson stated that they could look into hosting a watch party for one of the final World Cup Games. Project Updates: 3 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida September 22, 2025 Ms. Washington reported the following: A. Hester Park There has been no further progress, as the project stalled due to tortoises living onsite. After football season, she advised that the City will renovate other portions of the land there, for soccer and football, in order to have additional space. B. Galaxy Park Staff is still waiting for approval to use the park, which has batting cages and pickle ball courts. The East Boynton Blazers will use the facility. C. Pence Park Will have a full size soccer field with a scoreboard, pickleball courts, meeting space, and another playground. The design will be finished soon. D. Jaycee Park The new playground and shade covers will be installed, and the Bocce Ball courts will be renovated in 2026 and other significant upgrades to the park are planned. E. Barrier Free The new exercise equipment will be installed soon, and the irrigation system was fixed. F. Tennis Center The City applied for a grant to defray the costs of installing Hydro Courts. FM Tennis will commence operations at the Center on October 1St, and will upgrade the facility to be a tennis pro shop. New lights will be installed, existing lights will be updated, and new wind screens were installed all around the courts. Mr. Devlin asked about Little League Park. Ms. Washington explained that if the City starts to upgrade the facility now, the League will not have an area to practice or play. She stated that the City is entering into an Memorandum of Understanding with the School District to use the Boynton Beach High School and Congress Middle School fields. She mentioned that she has a meeting on Friday and the plan is to give the park a rest, make the upgrades, let the park grass recover and restart the program. She stated that the program is nearly year round, and County representatives are coming in and they will see if they could use County facilities. She explained the maintenance of the Park. Dr. Pacilli inquired about the concessionaire for Intracoastal Park. 4 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida September 22, 2025 Ms. Washington stated that they will issue an RFP in October, beach passes will be available September 29th, and the City is switching vendors. Discussion followed about Mae Volen providing transportation to the Senior Center. Ms. Washington responded that they are on a month-to-month basis with Mae Volen and are going out to RFP, as they want to add additional transportation to access other resources and trips. Dr. Pacilli asked if the parking vendor equipment malfunctions were resolved. Ms. Washington explained that the City will be getting new machines, but in the meanwhile, the City will only issue warnings and not tickets. 8. Public Audience None. 9.
