Minutes 09-08-25 Minutes of the Senior Advisory Board Regular Meeting Held at City Hall, Commission Chamber, 100 E. Ocean Avenue Boynton Beach, Florida, on Monday, September 8, 2025, at 2:00 PM Present: James Czizik, Chair Brent Rolle, Recreation Supervisor Ann Cwynar, Vice Chair Cody Bonanno, Recreation Manager Cheryl Ryder Phillip Martin Louise Farell Monique Bodden William Perkins I. CALL TO ORDER Chair Czizik called the meeting to order at 2:02 P.M. II. PLEDGE OF ALLEGIANCE — Recited The members recited the Pledge of Allegiance III. ATTENDANCE Roll was taken. A quorum was present. IV. APPROVAL OF AGENDA 1 . Additions, Deletions, Corrections Motion Vice Chair Cwynar moved to approve the agenda. Mr. Martin seconded the motion. The motion passed unanimously. 2. Adoption V. APPROVAL OF MINUTES Chair Czizik said that he believes that there may be issue with the minutes. He said that the minutes that are attached to the agenda are not from the previous meeting. He commented that they do not have August minutes. He stated that they will not approve the minutes but bypass them at the moment. Motion Mr. Martin moved to table the approval of minutes. Ms. Farrell seconded the motion. The motion passed unanimously. VI. PRESENTATION None. VII. PUBLIC INPUT (Comments limited to 3 minutes and 1 Turn) None. Meeting Minutes Senior Advisory Board Boynton Beach, Florida September 8, 2025 VIII. UNFINISHED BUSINESS 1) Update on Senior Prom Progress Chair Czizik questioned if anyone had met up with April Cheeseboro, the manager from the Arts & Culture Center to discuss Senior Prom. Mr. Bonanno stated that Ms. Cheeseboro had been invited to attend the meeting but was unsure if she was going to make it. Chair Czizik asked Mr. Bonanno who will be the lead over the Senior Prom. Mr. Bonanno commented that Ms. Cheeseboro is the main lead. He said that she is the main contact person for the Arts & Culture Center. Chair Czizik commented that he hopes someone reaches out to the Board before the event on Friday so that they are not hit with any surprises. Mr. Bonanno said that he could answer any questions that the Board may have. He stated that April Cheeseboro and Marvelous Washington, Recreation & Parks Division Director, may stop by the meeting and could possibly address any questions the Board may have. Chair Czizik thanked Mr. Bonanno and asked if Monique Bodden was still a part of the Board. He said that she showed up for one meeting but never returned. Mr. Bonanno commented that unofficially she has not resigned. He said that they have to review the Bylaws but that he believed after three missed meetings a Board member can be removed. Chair Czizik commented that he would like to know because things have been tentative and he wants to be sure that she is up to date with everything. Mr. Bonanno commented that Ms. Bodden receives the same emails as everyone else on the Board, but that he will verify everything. Chair Czizik asked Mr. Perkins if he knew what district he lived in. Mr. Perkins said that he lives in Commissioner's Turkin's district. Chair Czizik commented that he believes Ms. Bodden is from District 4. Mr. Bonanno said that he does not believe that it is broken up by district. Chair Czizik said that he is aware of that, but that when he joined a couple of years ago, one of the goals was to have representation from each district, therefore, 2 Meeting Minutes Senior Advisory Board Boynton Beach, Florida September 8, 2025 Commissioners would know what is going on. He asked Mr. Perkins if he was aware of the Senior Prom on Friday. Mr. Perkins commented that he is aware of the event. Chair Czizik said that the venue is set to open at 5:30 PM but that seniors are likely going to show up before 6:00 PM. He questioned if there was a plan for individuals that come early. Mr. Bonanno said that those who come early will wait on the ground floor. Chair Czizik questioned if the Mayor and the commissioners were going to be present. Mr. Bonanno said that they have only received feedback from Vice Mayor Hay and Commissioner Turkin. He said they were the only two to confirm their attendance. Chair Czizik commented that at the beginning all five said they would attend. He said that he is hoping for the best. He asked if there was any change of the vision the Board had for Senior Prom. Mr. Bonanno stated that he had a few talking points to go over. He said that Catering Solutions were chosen as the caterers and will have an assortment of finger foods. Chair Czizik questioned if any food would be on the ground floor. Mr. Bonanno stated that the food would be upstairs. Chair Czizik said that that is a deviation from what they previously envisioned. He asked if everything was going to be on the second floor. Mr. Bonanno replied yes. Ms. Farrell asked what the sponsors will be doing. Mr. Bonanno stated that they have five paid table sponsors that have contributed to the event. Chair Czizik questioned if the table sponsors had a say in what the money they contribute would be used for. He said that he asked the event sponsor to be clear with the paid sponsors that it is not a sale cycle and should only be informational. He asked if any of them would provide gift bags. Mr. Bonanno commented that it appears conversations have been held that he was not a part of and that he was not sure of any giveaways. He said that the question would be better answered by Justin Johnson, Recreation & Parks Manager. 3 Meeting Minutes Senior Advisory Board Boynton Beach, Florida September 8, 2025 Chair Czizik asked if staff knew the current number of those who would be attending. Mr. Bonanno stated that before the meeting they counted 60 people. Chair Czizik questioned if staff knew the distribution by district. Mr. Bonanno said that he has not got around to running the reports. He commented that it is a ticketing process and not by registration and that the report will pull less information. Chair Czizik stated that initially members of the Board did not have to purchase tickets, but now they do. Mr. Bonanno replied that that is correct and that every Board member that is expecting to attend will have to pay. He said payment can be made online or at the Recreation window located in City Hall. Mr. Martin questioned what changed. Mr. Bonanno said that it was believed that if Board members from this group did not pay, then those from another group would feel they did not have to pay as well. Chair Czizik asked if staff knew who was responsible for the $1,500.00 received from the sponsors. He questioned if anything had been earmarked. Mr. Bonanno commented that nothing was earmarked, and the funds will be used collectively and as a whole. Chair Czizik said okay and that he had questions for Ms. Cheeseboro regarding decorations. Mr. Bonanno said that all the decorations and centerpieces are being handled by the Recreation Superintendent, Mary DeGraffenreidt. Chair Czizik asked for an update on valet parking. Mr. Bonanno commented that valet will be handled by Elite Parking Service Management. He said that they will be utilizing the parking lot at the Senior Center. Chair Czizik said that he thought that was a great idea given the number of people attending. He asked for information regarding the photo booth. Mr. Bonanno said that the photo booth and photographer have been confirmed. He said that the photo booth will offer instant print outs. 4 Meeting Minutes Senior Advisory Board Boynton Beach, Florida September 8, 2025 Chair Czizik questioned how many staff members would be present. Mr. Bonanno replied and said that he thinks there will be eight. Chair Czizik asked if Board members could park in front of the building. Mr. Bonanno commented that that would be a question for Ms. Cheeseboro. He said if they are not able to park in front, then their cars would be moved across the street. Chair Czizik questioned if tickets would be available for purchase at the door. Mr. Bonanno stated that they are not advertising ticket sales at the door but that they are seeking alternatives in the event someone does show up and wants to attend but that nothing is guaranteed. Chair Czizik commented that they are not looking to overstep staff but want everything to run smoothly. He said that the Board is here to help and questioned if staff needed any assistance. Mr. Bonanno said that he appreciates the Board, but their goal is to just enjoy the event. Chair Czizik asked if there was a plan regarding seating arrangements. Mr. Bonanno commented that it will be open seating and that two tables are allocated for commissioners and Board members. Mr. Perkins said that it is very difficult to find the information online and some of the links appear to be broken. He commented that it directs you to download an app and he is not sure how seniors would feel about this. Chair Czizik said that he had issues when trying to purchase online. Ms. Farrell questioned how attendees will know that there is valet parking. Mr. Bonanno stated that he believes the details are listed on the receipt but that they should talk with Mr. Johnson. Chair Czizik commented that nothing was listed on his receipt when he paid with the cashier. Ms. Farrell mentioned that she believes the advertising for the event was done poorly. Mr. Bonanno apologized and explained that the Board should talk to Mr. Johnson. He questioned if the adverting was seen online. 5 Meeting Minutes Senior Advisory Board Boynton Beach, Florida September 8, 2025 Ms. Farrell said that she had not seen any advertisement. She said that when she went to the Senior Center, members were aware of it, but she had not seen any postings about it. Chair Czizik asked Ms. Bodden if she heard any word of the event in her district. Ms. Bodden stated that she has not. Chair Czizik questioned if Ms. Bodden could attend the event since she was not a Senior. Mr. Bonanno stated that she can attend but that she would have to pay. IX. NEW BUSINESS 1) Update on ideas for Senior Advisory Board to enhance the Senior Community of Boynton Beach (Q&A) Chair Czizik questioned what type of events the Board would like to see. He commented that Cacti Park host's Senior Day and that he thinks that it would be a great outing. He said that he had a conference call with the Health Department of Palm Beach County and that they would like to host a Health Symposium when the new Arts & Culture Center is ready. He said that the City's Chief of Staff was orchestrating this and that he thinks it would be great. Mr. Perkins asked if there were any conduits for senior residents where they could advise the City of what they would like to see. Chair Czizik said that there was a previous Board member who was supposed to put together a website through the City's site that would give information to Seniors. Mr. Perkins stated that he has not seen anything within the public domain that is addressed to seniors. He said he sees things for Youth and Education but not for the seniors. Ms. Farrell stated that she would like to visit Butterfly World and the Sugarcane tour. Mr. Perkins asked when the new fiscal year begins. Chair Czizik stated that the new fiscal year begins October 1st. He said that the Board needs to be sure to get with the Mayor and Commissioners so that funds are allocated to the Senior Advisory Board. 6 Meeting Minutes Senior Advisory Board Boynton Beach, Florida September 8, 2025 X.
