Food Truck Event Monday, February 23, at 6:00p.m Minutes of the Recreation and Parks Advisory Board Meeting Held on October 27, 2025, at 6:00 P.M. In City Commission Chambers, City Hall Boynton Beach, Florida PRESENT: Julie Mondello, Chair Marvelous Washington, Division Director Allison Pandev Recreation and Parks Barry Doctor Justin Johnson, Manager, Outreach and Marketing Jay Pastorius, Alternate Dr. Phyliss Pacilli 1. Call to Order Chair Mondello called the meeting to order at 6:03 P.M. 2. Pledge of Allegiance The members recited the Pledge of Allegiance to the Flag. 3. Roll Call Roll call was taken. A quorum was present. 4. Agenda Approval Mr. Pastorius asked about the Bocce Ball Courts. Chair Mondello stated they discussed it at the last meeting and it was on the agenda. He asked about the wall at Intracoastal Park. Chair Mondello said the matter would be added to Project Updates. Motion Dr. Pacilli moved to approve the Agenda. Ms. Pandev seconded the motion. The motion passed unanimously. 5. Approval of Minutes A. September 2025 Dr Pacilli noted that her last name has two I's and not one. Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida October 27, 2025 Motion Ms. Pandev moved to approve the minutes with the change. Mr. Doctor seconded the motion. The motion passed unanimously. 6. Unfinished Business A. City website updates for landing page and event advertisements. Chair Mondello saw there were events blocked together on the website and commented that there was progress. Dr Pacilli said that they had talked about park vegetation signage. Justin Johnson, Outreach and Marketing Manager, said that they are in process of creating a branding synergy and that they want to wait and see what some of the projects that were discussed would look like before making a decision on them. 7. New Business A. Department Updates 1. New Special Event Division Director: Amanda Onda Ms. Washington stated that Ms. Onda started last Monday and her first event was Pirate Fest. She advised that Ms. Onda has vast experience and will work well. 2. Concession RFP is open Ms. Washington commented that the RFP is for the concession stand at Ocean Ridge. She noted that the closing date is October 31St, and the members can let anyone they know in the business that serves fresh foods about the RFP. She said that staff is looking forward to closure. 3. Bait shop vendor contract for Oyer Park is pending and on the next City Commission agenda for approval. Mr. Pastorious noted the mural by a famous artist was painted over. B. Special Events Update — Justin Johnson Mr. Johnson reported the following: Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida October 27, 2025 • Pickleball will be available every weekday morning from 9 to noon at Hester, and there will be a costume contest in collaboration with Pickleball. First prize will get a 24 visit punch pass to the Hester Center. • Dance to Dawn is a new program with an outside instructor teaching a variety of dances at Hester on Mondays from 11 A.M. to Noon as a drop in class. The fee is $10 for residents and $13 for non-residents at the Hester Center. • Youth Tennis starts November 5th, each Wednesday at the Hester Center to introduce the sport to all skill levels for youth aged 5 to 15. Participants are encouraged to bring rackets or use the City's. The class starts at 6 P.M. to 7 P.M. Chair Mondello said including 15 year olds is a good idea, and prior programs were only available to youth up to age 13. • November 11th will bean annual Veteran's Day Program at Veteran's Memorial Park at 11 A.M. • Friday Nov 14th at 7 P.M. is Comedy on the Intracoastal. The last one in April was very successful, and they hope the event will continue to expand. • Friday, December 5th the Annual Holiday Tree Lighting will take place as part of the First Friday Concert. Mr. Johnson did not know if the Ice Rink will be available this year. • Saturday, December, 6th is the Holiday Parade from 4 P.M. to 6 P.M. • Sunday, December 7th is the Annual Pearl Harbor at Veterans Memorial Park. • The following weekend is Breakfast with Santa. Children have breakfast and enjoy arts and crafts and take pictures with Santa. Mr. Johnson reported that they are looking for sponsorships for the food. • The Holiday Break Camp at Sara Sims will be held on December 22nd to January Stn He said that there are a few weekend days and Christmas Eve, Christmas Day and New Years Day that are not included in the camp. • The last Out of School is Cool Day was on October 21St and it was a sell-out. Mr. Johnson said that the last item from the handout were the designs for potential advisory board member tee-shirts. 9 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida October 27, 2025 Chair Mondello stated that the members do not have to make the decision now and can combine options or elements of the design. It was noted that the logos will be in blue and white. After brief discussion, there was agreement that the members can vote on the final design at next month's meeting. Chair Mondello stated that the Fall Festival was great and that she got apples from Community Greening. She reported that there were tons of people there and the event has expanded. Dr. Pacilli stated that she received feedback about the parking for the Pirate Fest event and that it had changed since last year. She noted that attendees had to walk from Hurricane Alley to the event and many from her neighborhood gave negative feedback. She said that there was no handicapped parking and some people could not walk it. She commented that the organizers must consider taking the vendors down to the park and shuttle them back, whereas they did the opposite this year. She said that it needs to change. She also pointed out that they did a great job for the Fourth of July and they had shuttles. She said all but one of her neighbors did not stay for the Pirate Fest event. She said that they were told to park by Hurricane Alley, but parking was not available and then they were told to go down to 5th to Pence Park. She said that it was a lot of walking and that some type of a shuttle was needed. Ms. Pandev said that she saw handicapped parking and a free shuttle was advertised and that some things may have fallen through the cracks. Mr. Johnson thought the ADA sparking pots were already full and he would forward the comment to the Events Team. Dr. Pacilli said it should be advertised where the handicapped parking is located. 1. Pirate Fest Don't have the information yet, but it was advertised very well. 2. Holiday Events C. Project Updates Ms. Washington gave an update on the following projects: -19 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida October 27, 2025 1. Galaxy Park — Now Open The park is now open, with a new baseball field, which was a hybrid field with turf and grass. She said there are three batting cages, two bull pens, and one pickleball court. She said that they held a semi grand opening on social media. There will be no grand opening or softball, although it can be used for softball. 2. Pence Park Pence Park is in the initial discussion stages and is planned to have a pickleball court, multi- purpose fields, room rentals, and a playground. The park will be unrecognizable when it is done. 3. Jaycee Park The City is preparing for renovation of the Bocce Ball Courts and a shade structure above it, depending on the budget. They got some insight from construction services and it is one of the main improvements. Ms. Washington elaborated that there will be new playground equipment and the shade structure will be overthe playground and most likely overthe Bocce Ball Court. 4. Barrier Free Park The exercise equipment and a shade structure was installed. Chair Mondello expressed that there will be an influx of kids due to the kids PBS Theater. 5. Tennis Facility FM Tennis moved into the facility and staff submitted a grant request for convert two tennis courts to two hydro courts, and they will upgrade two tennis courts to two pickleball courts. The facility is doing well and the soft grand opening was yesterday. 6. Intracoastal Park Wall Ms. Washington stated that she and Maurice looked at the wall, but did not know the area referred to and if it is near the land the City just purchased. After brief discussion, it was ascertained it is the area by the kayak launch and Mr. Pastorious will send Ms. Washington pictures of it. He said that it is dangerous, because the rebar is protruding. Mr. Johnson reported he received an email early last week from the County indicating that the projected dates for full beach restoration will fall between February and April and it will 47 Meeting Minutes Recreation and Parks Advisory Board Boynton Beach, Florida October 27, 2025 be a comprehensive restoration. He said that the south end was eaten away from erosion, He noted that the County had previously made a presentation to this Board and that they are on schedule. Mr. Pastorious provided his contact information. D. November meeting discussion Motion Dr Pacilli moved to table the meetings until the fourth Monday of January. Chair Mondello seconded the motion. The motion passed unanimously. Ms. Washington commented that staff will be available and will email updates about department progress. Dr. Pacilli stated that Mounts free admission to all active duty military families on November 11 tr, Mr. Pastorious said that he had heard the auxiliary building will be demolished and replaced with a Florida Fish and Wildlife Conservative office. Ms. Washington stated that there are discussions for a Fire/Police Station to be in that area, but nothing is final. Since the next meeting will be in January, there was agreement for the members to take a survey monkey regarding the logo for the board member t -shirts. Two designs were selected for the members to vote on. Mr. Johnson announced that they held the Scream on the Green event and the winning movie was Coco. He said that all who watched it enjoyed it He commented that 40 to 45 people attended and 15 stayed from beginning to end. He also commented that they got the word out about the swim team and neighborhood residents came out and an alumni brought his kids with him. 8. Public Audience 9.
