Ocean Avenue, Boynton Beach c- , To ,, June 24, 2024, 6:30 p.m. PRESENT: STAFF: Phyllis Pacilli Wally Majors, Interim Recreation & Parks Director Thomas Devlin Fabian Desrouleaux, Recreation & Parks Director Belinda Laskey Justin Johnson, Marketing & Outreach Manager Allison Pandev Karen Cruitt, Prototype, Inc. Julie Mondello, Chair Bruce Robertson ABSENT: Matthew McCallum GUESTS: N/A I. Call to Order The meeting was called to order at 6:35 p.m. II. Pledge of Allegiance The Pledge of Allegiance was recited by the Board. III. Roll Call Roll was called and a quorum was present. IV. Agenda Approval — June 24, 2024 Motion was made by Ms. Pacilli, seconded by Ms. Pandev. In a voice vote, the motion passed unanimously (6-0). V. Approval of Minutes Interim Director Majors noted the Board last met in November, so it was not relevant to approve minutes from last year. He noted this is also Mr. Desrouleaux's first meeting. VI. Unfinished Business None. VII. New Business Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida June 24, 2024 a. New Board Member Introduction Each Board member provided a brief introduction and shared their background. This meeting also marked Mr. Robertson's first attendance. b. New Department Chair Introduction Director Desrouleaux introduced himself and shared his background. c. Election of Board Chair Motion was made by Ms. Pandev, seconded by Mr. Robertson, to nominate Julie Mondello as Chair. In a roll call vote, the motion passed unanimously (6-0). The meeting was turned over to Ms. Mondello as new Chair. Chair Mondello added the Arts and Cultural Center item to the agenda and provided a brief background on events and programs, noting the community seems to be missing the previous activity and offerings. Interim Director Majors provided additional information about the previous director and supervision of the Arts and Cultural Center, acknowledging minimal participation in programs. Ms. Pacilli suggested that there is insufficient advertising and marketing for the programs and events. Chair Mondello agreed. Interim Director Majors suggested giving Director Desrouleaux the chance to assess the situation. Chair Mondello suggested considering the Arts and Cultural Center for overflow from the camps. Ms. Pacilli asked for an update at the next meeting. Director Desrouleaux agreed and also noted increasing program for seniors as well. Ms. Pacilli voiced concerns about residents traveling to other cities for programs. She proposed that a larger budget or a new direction might be needed, noting the importance of free activities for seniors. Interim Director Majors mentioned that there have not been enough applicants to form a Senior Board and suggested that the Senior Center should perhaps fall under this Board's oversight. Mr. Devlin noted it is still under Parks & Recreation. Chair Mondello suggested adding the Senior Center to Future Agenda. 2 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida June 24, 2024 Mr. Devlin requested an update on the little league park. Director Desrouleaux explained that the project on Field 1 was nearing completion and that they are working on securing a grant for LED lighting by October. He confirmed that, upon completion, the usage would come through the Parks & Recreation Department. Ms. Pacilli spoke about offering senior center activities in other park locations. Director Desrouleaux acknowledged his desire to activate spaces for socialization and passive programming. Ms. Pacilli suggested increasing involvement with the Honor Guard and improving publicity efforts. Ms. Pandev proposed enhancing partnerships with schools and promoting camps through improved marketing. Mr. Johnson explained his outreach strategies to schools, mentioning a reluctance to promote conflicting programs. Discussion continued about camps and school partnerships. d. Upcoming Recreation Programs & Events Mr. Johnson announced the Hester Center Field Grand Opening; Family Fun Day; Annual Tot Olympics, and the 7 v 7 Football Tournament. Chair Mondello explained the importance of organizing a pep rally for the grand opening with NFL quarterback Lamar Jackson. e. Mangrove Dog Park Director Desrouleaux explained the consideration of extending hours from sunrise to sunset. Additionally, a plaque would be added in memory of one of the police canines. Ms. Pacilli emphasized that the park lacks shade and water and need to be addressed. f. Intracoastal Park Environmental Restoration Project Director Desrouleaux indicated that the project was nearing completion but would not be finished by July 4th. The heavy machinery had been removed, and mangrove seedlings had been planted. Furthermore, Public Works was scheduled repairs for broken sidewalks and irrigation systems and temporary fencing would be installed to protect the mangroves. Chair Mondello recommended project team attend a future meeting and provide updates or a presentation. Mr. Devlin asked if the Board could receive Parks & Recreation shirts to easily identify them during programs and events. Hester Football Field Project Item was discussed directly following agenda item D. Chair Mondello complimented the field's appearance but voiced concerns about its ongoing construction. Director Desrouleaux acknowledged that some surrounding areas were still being completed and prepared. Contingency plans included provisions for restrooms and temporary fencing if necessary. He also mentioned that the Bulldogs Youth Football League, serving ages U6-U13, would utilize the field year-round, starting their season in August. Additionally, the field was marked for soccer use. VIII. Public Audience None. IX. Items for the City Manager's Attention None. X. Future Agenda Items Chair Mondello confirmed the Future Agenda items were: Senior Center; overview of Little League Park; Montello's 2023 presentation for the City Commission; and briefing on all new construction projects. Ms. Pacilli also requested that backup include photos in advance of meetings going forward. Xl. Next Meeting — July 22, 2024 XII.
