77-DDDRESOLUTION NO. 77-~ A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA, DIRECTED TO FLORIDA PUBLIC SERVICE COMMISSION OBJECTING TO INVERTED RATE SCHEDULE FOR FLORIDA POWER AND LIGHT COMPANY CUSTOMERS. WHEREAS, the City of Boynton Beach, Florida has heretofore entered,on behalf of its' citizens, an objection to implementation of establ~i~shed~ inverted rate structure for Florida Power and Light Company customers; and WHEREAS, upon reconsideration of said issue, the Florida Public Service Commission, by split vote, reconfirmed said ra~es; and WHEREAS, the City Council of the City of Boynton Beach deems it essential that it reassert its opposition to said inequitable situation; and WHEREAS, it was pointed out by Florida Power and Light in its Petition for Reconsideration, good and customary regulatory practice and standards for establishing fair, reasonable and equitable rates support the principle that rate structures and levels should be designed so that the rates established will be related to the cost to serve. Somehow, a cost related structure has been lost in this matter and the notion that inverted rate schedules will promote conservation of energy has had its influenc upon th~ ~. Commission; a notion as to which the Commission received no evidence and its economic impact on the State as a whole, as well as the areas served by Florida Power and Light. '~ ~f~ NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: Section 1: That the Florida Public Service Commission is again urgently requested to reconsider this matter and to abandon subject inverted residential rate structure, and ~erestabl~sh the Florida Power and Light rate schedule on a~custOmary of cost related rates.
