R26-090 RESOLUTION NO. R26-090 1 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF 2 BOYNTON BEACH, FLORIDA, APPROVING TASK ORDER NO. 3 GESPD-1E-01-26 WITH CPZ ARCHITECTS, INC. FOR THE 4 PREPARATION OF A DESIGN-BUILD CRITERIA PACKAGE FOR 5 THE BOYNTON BEACH POLICE DEPARTMENT PUBLIC SAFETY 6 TRAINING CENTER, IN THE AMOUNT OF $434,266.50, PLUS A 7 10% ALLOWANCE OF $43,426.65 FOR UNFORESEEN SCOPE 8 CONDITIONS, FOR A TOTAL NOT TO EXCEED AMOUNT OF 9 $477,694; AND FOR ALL OTHER PURPOSES. 10 11 WHEREAS, as a result of Request for Qualifications ("RFQ") No. CW24-001 for General 12 Engineering Consulting Services, the City selected CPZ Architects, Inc. ("Consultant") and entered 13 into an Agreement for General Engineering Consulting Services for Scope Category E Architectural 14 Services, approved by Resolution No. R24-291 on November 19, 2024; and 15 WHEREAS, the Boynton Beach Police Department requires a new Public Safety Training 16 Center to meet growing law enforcement training demands driven by population growth, 17 technological advances, and evolving policing standards.The proposed facility, located on a 7.75- 18 acre site in the Golf View Harbour subdivision, will include a firearms training range and a reality- 19 based simulation and training complex; and 20 WHEREAS, the City will deliver this project through a Design-Build approach. As a first 21 step, a Design-Build Criteria Package must be developed to define the project's functional, 22 technical, and aesthetic requirements to approximately 30% design completion, enabling a 23 competitive and leveled solicitation process for qualified Design-Build firms; and 24 WHEREAS, CPZ Architects, Inc. has assembled a multidisciplinary team of architectural, 25 engineering, environmental, and cost estimating subconsultants to produce the complete Design- 26 Build Criteria Package. The Final Criteria Package is targeted for delivery by September 30, 2026, 27 positioning the City to solicit Design-Build proposals shortly thereafter. Following negotiations 28 with the Consultant, staff have evaluated the submitted proposal in accordance with section 29 287.055, Florida Statutes, and concluded that the proposed amount of $434,266.50 is fair, 30 competitive, and reasonable; and 31 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the 32 best interests of the City's citizens and residents to approve Task Order No. GESPD-1 E-01-26 with RESOLUTION NO. R26-090 33 CPZ Architects, Inc. for the preparation of a Design-Build Criteria Package for the Boynton Beach 34 Police Department Public Safety Training Center, in the amount of $434,266.50, plus a 10% 35 allowance of $43,426.65 for unforeseen scope conditions, for a total not to exceed amount of 36 $477,694. 37 38 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON 39 BEACH, FLORIDA, THAT: 40 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 41 being true and correct and are hereby made a specific part of this Resolution upon adoption. 42 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby 43 approve Task Order No.GESPD-1 E-01-26 with CPZ Architects, Inc.for the preparation of a Design- 44 Build Criteria Package for the Boynton Beach Police Department Public Safety Training Center, in 45 the amount of$434,266.50, plus a 10% allowance of $43,426.65 for unforeseen scope conditions, 46 for a total not-to-exceed amount of$477,694 (the "Task Order"), in form and substance similar to 47 that attached as Exhibit A. 48 SECTION 3. The City Commission of the City of Boynton Beach, Florida, hereby 49 authorizes the Mayor to execute the Task Order. The Mayor is further authorized to execute any 50 ancillary documents as may be necessary to accomplish the purpose of this Resolution. 51 SECTION 4. The City Clerk shall retain the fully executed Task Order as a public record 52 of the City. A copy of the fully executed Task Order shall be provided to Maria Rozwadowski to 53 forward to the Consultant. 54 SECTION 5. Task/Project. Task Order GESPD-1E-01-26 2. Detailed Scope of Professional Services. A detailed scope of services under this Task Order, in accordance with the phases of service detailed in the Agreement, is attached as Exhibit_A_. 3. Deliverables and Schedule. For study/design related services: Consultant shall deliver to the City the deliverables specified at the time indicated on the attached Exhibit A . For project administration services: Consultant shall provide project/construction administration services in accordance with the Agreement and project schedule. 4. Compensation. The total estimated construction costs of the Project or the cost of the study or report for this Task Order may not exceed the amounts set forth in Section 287.055, Florida Statutes. The total Fee to be paid to the Consultant under this Task Order shall not exceed $434,266.50 , based on the hourly rates currently in effect under the Agreement. A detailed fee schedule is attached as Exhibit_A_ The payment schedule (based on deliverables) is attached as Exhibit_A 5. Agreement Reference. This Task Order shall be performed under the terms and conditions described within the General Engineering Consulting Services Agreement, dated November 19, 2024, by and between the City of Boynton Beach and CPZ Architects, Inc. ("Consultant"), Contract No. CW24-001. 6. Insurance. Consultant shall maintain insurance coverages in accordance with the Agreement and hereby confirms that Certificate(s) of Insurance evidencing current policies meeting the requirements of the Agreement are on file with the City as of the date of this Task Order. 7. Exhibits. All attached Exhibits are incorporated fully into this Task Order and the Agreement. 8. As such, the city is requesting a proposal for professional A/E services to provide a "Design -Build Criteria/ RFP Package" suitable for soliciting proposals from qualified Design-Build (D/B) firms for the construction of the New Police Department Public Safety Training Center. 1 New ru ruonc arety i raining center-v/n criteria rackage Scope Of Work: Design-Build (DB) Criteria Package Project Description and Overview: • Project Name: BBPD Public Safety Training Center • Project location: Golf View Harbour subdivision (PCN —08-43-45-32-02-018-0020), Boynton Beach, Florida • Objective:To develop a comprehensive Design-Build Criteria Package that defines the functional, aesthetic, technical and quality requirements for the proposed new 46,000+/-SF Boynton Beach Police Department Public Safety Training Center. • Goal: Provide enough detail (30%design completion)to ensure a "leveled playing field" for competing design-build firms. Consultant Responsibilities&Tasks: The consultant will provide the following technical and professional services: 1. Existing Conditions Analysis: Conduct site investigations, surveys, geotechnical reports, all utilities locations, site analysis, etc. to document all constraints, including bridge access. Review site data and identify necessary additional investigations, utility availability and environmental evaluations, including flood zones and access easement requirements. 2. Programming& Requirements: Identify user needs, including space, functionality, security and equipment requirements. Review owner-provided project requirements and conduct interviews with key stakeholders to define project goals, budget constraints, and schedule. 3. Conceptual Design &Schematic Layouts: Develop preliminary layouts, site plans, floor plans and building elevations/3D renderings that define the project scope. 4. Performance Specifications: Prepare detailed technical specifications that outline material quality standards, system requirements, (HVAC, Electrica, Plumbing, Fire Protection, Low voltage/A/V/security, site/civil, landscaping, user requirements, etc. and performance criteria. 5. Regulatory Compliance: Identify all applicable local, state &federal laws, building codes, zoning regulations, and environmental regulations/permitting requirements. 6. Costs &Schedule Estimates: Develop a class 3 cost estimate and a preliminary project schedule for the construction phase. 7. Risk Identification: Identify potential risks (e.g., environmental, structural, flood, unforeseen utilities, etc. 8. Review& Refinement: Update the package based on stakeholder input/feedback (e.g. 30%, 60% &final reviews). Deliverables Schedule: Deliverable Description Due Dates 1.
