R26-093 1 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON 2 BEACH, FLORIDA,APPROVING THE PURCHASE OF OFFICE FURNITURE 3 FOR THE WEST WATER TREATMENT PLANT LAB AND OFFICES FROM 4 EMPIRE OFFICE EQUIPMENT, AN AUTHORIZED DEALER UNDER THE 5 HON COMPANY'S STATE OF FLORIDA CONTRACT 56120000 24 NY 6 ACS, IN ACCORDANCE WITH CITY PROCUREMENT POLICIES, IN AN 7 AMOUNT NOT TO EXCEED $83,000;AND FOR ALL OTHER PURPOSES. 8 9 WHEREAS, the Water Quality Laboratory and offices at the West Water Treatment Plant 10 have undergone extensive renovations to modernize facility operations, improve workflow 11 efficiency, and create a more functional environment for staff and visitors. Although the 12 infrastructure upgrades are complete, the existing office furniture remains outdated, mismatched, 13 and, in most cases, no longer usable. Much of the current furniture predates the renovation and 14 does not meet the ergonomic, safety, or spatial requirements of the updated facility layout; and 15 WHEREAS, this purchase will be made under the Piggyback Exemption authorized by the 16 City's Purchasing Policy. Piggyback contracts provide significant value to the City of Boynton 17 Beach by offering a cost-effective, efficient procurement method. Leveraging contracts 18 competitively awarded by other governmental entities allows the City to avoid issuing its own 19 formal solicitation, which can be time-consuming and resource-intensive.This process accelerates 20 access to needed goods and services while benefiting from favorable pricing achieved through 21 economies of scale. Additionally, piggyback agreements utilize vendors who have already 22 undergone a rigorous competitive evaluation, reducing administrative workload and mitigating 23 risks associated with vendor performance. Overall, piggyback procurement streamlines 24 operations, saves taxpayer dollars, and supports timely and effective service delivery for City 25 departments and residents. Negotiations yielded pricing more favorable than the piggyback 26 contract rate, producing additional savings for the City; and 27 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the 28 best interests of the City's citizens and residents to approve the purchase of office furniture for 29 the West Water Treatment Plant lab and offices from Empire Office Equipment, an authorized 30 dealer under The HON Company's State of Florida Contract 56120000 24 NY ACS, in accordance 31 with City procurement policies, in an amount not to exceed $83,000. RESOLUTION NO. R26-093 32 33 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON 34 BEACH, FLORIDA, THAT: 35 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 36 being true and correct and are hereby made a specific part of this Resolution upon adoption. 37 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby 38 approve the purchase of office furniture for the West Water Treatment Plant lab and offices from 39 Empire Office Equipment, an authorized dealer under The HON Company's State of Florida 40 Contract 56120000 24 NY ACS, in accordance with City procurement policies, in an amount not to 41 exceed $83,000, as further detailed in Exhibit A, attached hereto. 42 SECTION 3. The City Commission of the City of Boynton Beach, Florida, hereby 43 authorizes the City Manager to execute any ancillary documents as may be necessary to 44 accomplish the purpose of this Resolution. 45 SECTION 4.
