Minutes 07-08-26MINUTES OF THE ART ADVISORY BOARD MEETING HELD ON WEDNESDAY, JULY 8, 2026 IN CITY HALL COMMISSION CHAMBERS 100 E. OCEAN AVENUE, BOYNTON BEACH, FLORIDA PRESENT: Robin Kurtzman Susan Froehlich Karina Maldonado Johanna Zehenter Anthony Garafolo ABSENT: Margaret Newton Anthony Denardo Jennifer Spatola 1. Call to Order Gabe Sevigny, Interim Division Director, Planning and Zoning John Stout, Planner II Leticia Sabio, Planner I Chair Kurtzman called the meeting to order at 6:31 p.m. 2. Pledge of Allegiance The Members recited the Pledge of Allegiance to the Flag. 3. Roll Call Roll call was taken. A quorum was present. 4. Approval of Agenda The Agenda was approved by consensus. 5. Informational items from the Board Gabe Sevigny, Planning Director, announced a card and flyer for the Citizens Academy on September 4t". It to provide information to residents what the City does and for the Boards to know the ins and outs of each department. He encouraged the members to sign up and attend. 6. Approval of Minutes A. Florida July 8, 2026 7. Public Audience Individual speakers will be limited to 3 minutes. None 8. Announcements/Presentations/Correspondence A. Discussion regarding the draft Boynton Beach Public Arts Master Plan to allow for a review of the strategic expansion, thematic frameworks, artwork typologies, location strategies, and district -by -district public art distribution guidelines across the City. Public Art Master Plan Consultant: Futureforms (Nataly Gattegno). Applicant: City of Boynton Beach. No formal action or vote is requested. This item is for presentation, review, and preliminary advisory discussion by the Art Advisory Board. John Stout, Planner II, presented the item and stated the consultants from Futureforms were present virtually. Nataly Gattegno & Jason Kelly Johnson were briefly introduced. Ms. Gattegno said the purpose of the meeting is to obtain feedback and input and stated the Public Art Master Plan document's structure was broken down to community engagement, strategic planning, proposed public art locations, and implementation best practices. She noted there is an appendix. Ms. Gattegno advised that four virtual sessions were held regarding public input and noted a community workshop was held in early December and a survey was issued to collect input. Ms. Gattegno discussed public art nodes and art spines, which are key circulation arteries in the City, and said there are City -owned spaces that have opportunities for public art as follows: • Boynton Beach Boulevard • Ocean Avenue • MLK, Jr. Boulevard • Federal Highway • 4t" Street • Seacrest Boulevard • Congress Avenue • And other City -owned properties Ms. Gattegno reviewed the entrance to the City and showed four different styles of artwork. She mentioned they are planning to hold workshops for the proposed Weaver Canal mural and the City has 92 existing artworks and an additional 60 artworks are planned that will be spread across the City. She briefly reviewed the Implementation Best Practices and pointed out the Appendices included A. Precedents, and B. Local & Regional Artists. Florida July 8, 2026 permanent art on the Avenue, and she reviewed the proposed new artwork locations. Artwork typologies and art narratives were also discussed. Mr. Sevigny distributed information to the members to help them provide feedback on the plan, which is due by July 29, 2026. Chair Kurtzman thanked Ms. Gattegno for the information. She commented that the document is comprehensive and overwhelming and that she said she would need guidance on providing feedback. Ms. Gattegno explained that the members know the areas and suggested looking at the locations as input on what should be implemented immediately and what should be delayed would be helpful. There can be an idea on the typology on what is there, and what goes where. Mr. Stout suggested thinking of an area that could use art that is on the plan and stated while some pieces of art may be very tall, most would the size of a bench or a place to lock a bike. Chair Kurtzman inquired how local artists will interface with this program. Mr. Stout responded local artists will not be involved in the plan itself, but a Call to Artists will be issued. He commented artists were free to attend the public outreach activities. He said the members can use this plan and comments, once the City Commission approves the plan, and move forward with artists when they have the funds. Mr. Sevigny said when they issue a Call to Artistsl is issued and an artist is selected, they can review the document and create the artwork and when the artwork comes before the Board, the art should be in keeping with the plan. The artists can use the manual are in keeping with the Art Master Plan. It was noted the Plan contained the process for a Call to Artists.
