A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA,
REQUESTING BOARD OF COUNTY COMMISSIONERS OF PALM
BEACH COUNTY TO REVIVE FIVE-YEAR PLAN FOR FOUR
LANING AND GENERAL IMPROVEMENT OF SEACREST BOULE-
VARD THROUGHOUT SAID CITY ON EQUAL BASIS WITH PRO-
JECT INTRACOASTAL WATERWAY BRIDGE AT LINTON BOULE-
VARD IN CITY OF DELRAY BEACH.
WHEREAS, the City Council of the City of Boynton Beach heretofore adopted
Resolution No. 74-J recommending to the Board of County Commissioners of Palm
Beach County a Five-Year Plan for the four laning and general improvement of Sea-
crest Boulevard in its entirety throughout said City; and
WHEREAS o in response to the aforesaid recommendation, the Board of CounTy
Commissioners of Palm Beach County appropriated the sum of $150,000.00 in its 1974
1975 fiscal year budget for engineering work to be done in connection with subject
Five-Year Plan; and
WHEREAS ° two (2) years of the Five-Year Plan have already elapsed and the
aforementioned engineering work is nearing completion; and
WHEREAS, at its meeting held March 16° 1976, the Board of County Commis-
sioners voted to give priority over the aforesaid Five-Year Plan to the proposed pro-
ject of constructing a bridge spanning the Intracoastal Waterway at Linton Boulevard
in the City of Delray Beach, Florida; and
WHEREAS ° while the City Council of the City of Boynton Beach has no
to the proposed bridge construction project, it is sincerely believed that the
rupted completion of the previously commenced Five-Year Plan will serve a greater
need for the inhabitants of South Palm Beach County because since the initial
recommendation of March 5, 1974° the severity of the hazardous and congested traffi~
and drainage conditions upon Seacrest Boulevard have multiplied due to the heavier
traffic flow generated by the opening of the S.W. 15th Avenue interchange to 1-95
in combination with the use of Seacrest Boulevard as an emergency route for ambu-
lances attempting to enter Bethesda Memorial Hospital; and
WHEREAS, no plausible reason exists which would prevent the carrying out
of the Five-Year Plan and the proposed bridge construction project simultaneously;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF BOYNTON BEACH, FLORIDA:
Section 1 That the Board of County Commissioners of Palm Beach County, be.
and it is hereby requested to reconsider the position adopted at its March 16, 1976,
meeting and revive its efforts to expeditiously proceed with the completion of the pre-
viously undertaken Five-Year Plan for the four laning and general improvement of
Seacrest Boulevard throughout the City of Boynton Beach on an equal basis with the
proposed Linton Boulevard Bridge construction project in the City of Delray Beach.
Section 2: That the City Clerk is hereby authorized and directed to forward
a certified copy of this Resolution to the Board of County Commissioners of Palm
Beach County~ William Medlen, Chairman.
