A RESOLUTION OF THE CITY OF BOYNTON BEACH,
FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER TO SIGN TASK ORDER NO. U -311-01 WITH
ERDMAN, ANTHONY AND ASSOCIATES, INC., FOR THE
DESIGN OF NECESSARY IMPROVEMENTS TO THE
STORMWATER COLLECTION SYSTEMS IN THE AREA OF

Boynton Beach to authorize the City Manager to sign Task Order U -313-01 with Erdman,
Anthony and Associates, Inc., for the design of necessary improvements to the stormwater
collection systems in the area of Venetian and Treasure Isles in an amount not to exceed
$64,748.00.

$64,748.00, a copy of which is attached hereto as Exhibit "A ".
Section 3. This Resolution shall become effective immediately upon passage.

Venetian and Treasure Isles Drainage
A. Background
Several times a year, normal and severe rainfall events cause localized flooding in the
community near Ocean Pkwy and 4th Ct known as Venetian Isle and Treasure Isle. The
flooding shuts down streets and roads. When the streets floods, it causes hardship and
disruptions to community access and egress, emergency response, school district bus
service and attendance. Residents of the community and elected officials identify
flooding as a priority resource management concern. The communities are surrounded
by man -made canals.
It is assumed that currently, there is no storm water collection infrastructure in the
community and that soil infiltration is therefore the only major means to discharge storm
water generated from this community. Since flooding is even observed for small storms
such the 2 -year event, it can be deduced that the quantity of storm water runoff
generated from this community far exceeds the infiltration capacity of soil, which
suggests the entire community has the potential to be inundated by floods that are
larger than those experienced in recent times. Part of this project will be to survey the
drainage outfall easements to look for any existing drainage pipes.
This project is intended to mitigate the Venetian Isle and Treasure Isle communities
against the identified flood hazard. In order to reduce flood hazard in the communities,
this project aims to construct storm water infrastructure system to collect and convey
storm water generated in this community to an existing canal. The storm water
infrastructure system will consists of inlets and pipes that will discharge to the adjacent
canal through a pipe. As a retrofit project, the network will be simple (likely with one pair
of inlets located only at the existing drainage easements plus an outfall pipe through the
easement to the canal. Therefore, storm waters will need to collect until they overtop
the roadway and enter the inlet). Minor water quality and discharge control features will
be included as they fit the site and budget. It is noted and recognized that some
standing water will remain in the community once this project is complete.
The storm water infrastructure system will be designed to address flooding for storm
events less or equal to the 5 year design storm. The system will also lessen street and
property flooding resulting from the 10 year event, although standing water will be
expected during the 10 year event. The neighborhood will flood during larger storm
events however, the inlet and pipe network is expected to remove those flood waters in
a shorter amount of time than has been previously experienced.
The proposed design presents several constructability issues common for most urban
installations. They are:
• Existing Utilities: such as water mains, sewer force mains, street lighting,
landscaping, etc. This agreement includes subsurface utility locates to identify the
location of underground facilities.
• Continuity of water & sewer service. The plans will include instructions for the
Contractor to provide a plan to maintain utility service to customers throughout
construction.

• Maintenance of traffic during construction, pavement, driveway and sidewalk
restoration. The plans will include general concepts for maintenance of traffic and
instructions for the Contractor to provide a specific maintenance of traffic plan to
maintain access to customers throughout construction.
The City has prepared a preliminary study of the two neighborhoods and the
recommendation was to install a network of inlets and pipes with one outfall from each
community as shown in the figures below. However, the plats for the neighborhoods
show drainage easements for outfalls to the canal system. Therefore, the outfalls will
be directed to the existing easements so that no new easements will be needed or to
areas where the lot owner has indicated that they would agree to grant the City an
easement so that the easement acquisition process will be easily addressed by the City
attorney and City staff. Therefore, only a limited amount of time will be expended by the
Consultant for coordination with the adjoining property owners will be needed for access
to the easements and for removal of encroachments and the City together with the City
attorney will perform that coordination with the homeowners.
Once a preliminary design approach is agreed upon by the Consultant and the City, the
area of proposed work will be known. The survey effort will focus on the areas directed
by the Consultant and the City. The flooding concerns at the Venetian Isles
neighborhood is considered minor and the proposal for that neighborhood may be
limited as much as possible to work in the right of way only with no new outfalls to the
canals. The flooding concerns in the Treasure Isle neighborhood is considered
troublesome at the intersection of Coral Court and Coral Drive and the work may be
limited to that vicinity.

B. Scope of Services
1.0 Project Management
1.1 Management
Project Management activities comprise contract administration, coordination of
project staff, monitoring of progress and project costs, monthly reporting of
project progress to the CITY, and maintaining a project Quality Management
System during the project. These activities occur from project inception to
closeout of overall project tasks.
1.2 Project Meetings
CONSULTANT will attend meetings with representatives of the CITY as part of
this project, as follows:
a. Project kick -off
b. Design progress / review meetings — up to two meetings
1.3 Quality Assurance/ Quality Control
As part of CONSULTANT's compliance with ISO 9001 certifications and QA/QC
engineering practices, we will be conducting internal value engineering and
QA/QC technical reviews for the project to enhance value to the CITY. Results
will be incorporated into the deliverables.
2.0 Engineering Design Services
2.1 Utility Coordination
CONSULTANT will call in a design ticket and request as builts from any utility
that reports facilities in the project area. CONSULTANT will request that the
utility companies mark their facilities. It is assumed that no utility relocations will
be required.
2.2 Survey
Survey will be performed at areas directed by the City based on the preliminary
design.
• Prepare a digital terrain model suitable to provide 1/2 foot contours of the
project area and in accordance with Chapter 5J -17, Florida Administrative
Code, pursuant to Section 472.027 of the Florida Statutes not Florida
Administrative Code Chapter 61G17 -6.004 as per owner's scope.
• Topographic data will be collected. The outfall limit shall include
underwater ground shots (not including muck) within 25 feet of the
proposed outfall or the center of the canal, whichever occurs first.
• The survey will consist of general ground elevation shots and breaks in
grade with intervals not to exceed 50 feet.
• Visible property evidence, monumentation and occupation will be located
as needed for the creation of a base map of approximate right -of -way and
property lines
• Field data will include:
o All visible improvements and utilities.

o Underground utility identification as located by the utility companies
marking their own lines from (811). Coordination with 811 will be by
others.
o Invert elevations of sanitary and storm sewer manholes including
pipe sizes and type if attainable.
o Invert elevations of culverts and catch basins including pipe sizes
and type if attainable.
o Type and height of walls, fences.
o Overhead wires (horizontal location only).
o Individual trees (and shrubs) over 2 inch caliper measured at breast
height when not included within areas of dense vegetation.
o Outline of areas of landscape, dense vegetation, hedges, and
shrubs not individually located.
• Field data does not include the following:
• Sub - surface designation or location of underground utilities unless
marked by 811.
• Sub - surface foundations or structures.
• Location of Test Borings.
• Temporary structures such as a trailer, boat, solar landscape
lighting, etc.
• Deliverable will be an AutoCAD file and a plot of the Topographic Survey.
• General Assumptions
• Access to the subject and adjoining properties shall be granted
upon prior notice if restricted, gated, and/or locked. Topographical
data will not be collected upon properties in which the surveyor is
asked to leave.
• Horizontal data will be reported in the North American Datum of
1983, 1990 adjustment (NAD 83/90). Vertical data will be reported
in the National American Vertical datum of 1988. Horizontal and
vertical data will be collected using RTK GPS and conventional
methods with an accuracy of +/- 0.1'.
• This survey does not constitute a tree survey.
• This survey does not constitute a boundary survey and
monumentation will not be set.
2.3 Geotechnical Engineering
Not included.
2.4 Vacuum extraction (soft dig)
To be performed by the City.
2.5 Design
CONSULTANT will analyze the survey and as built records to recommend the
outfall locations. If easements are needed for the outfall or other construction
efforts, the City will obtain those easements from the property owner(s).
CONSULTANT will analyze the survey to identify the low points, recommend the
locations for proposed inlets, recommend the route for the trunk line, estimate the

drainage area flowing to each inlet, analyze the drainage system to recommend
the size of the proposed pipes.
It is assumed that the permit agencies will require that water quality and/or
storage of storm water be provided. The CITY has directed that this effort be
minimized. The CONSULTANT will analyze and consider the following options:
exfiltration trenches, swales with raised inlets, vortex structures, storage vaults.
The CONSULTANT will discuss their findings and recommendations with the
CITY and the final design will be based on the decisions made by and direction
from the City.
CONSULTANT will estimate the runoff and recommend a pipe size to provide
flow for a five year storm event.
2.6 Final Design Drawings and Technical Specifications
CONSULTANT will provide plan drawings of the project area using the survey
information obtained from field investigations. CONSULTANT will utilize CITY of
Boynton Beach Utilities design and construction standard details, FDOT standard
details, or PBC standard details where applicable in the preparation of the
documents required for this project. Contract Documents will be in sufficient
detail to enable the contractor to make an informed bid and cant' out the
construction work as contemplated.
Design milestones are defined as follows:
• 90% Design Documents — incorporation of design /preliminary comments,

Project Details
CONSULTANT will prepare technical specifications, using City of Boynton Beach
standard technical specifications. Otherwise CONSULTANT prepared technical
specifications and details necessary for the project will be used to supplement
what is needed. These specifications will be based on standard terms commonly
used in construction contracts and will be edited to suit the project.

2.7 Engineer's Estimate
At the 90% completion milestone, CONSULTANT will prepare an engineer's
estimate of probable construction cost. The cost estimated will be subdivided
into separate items as much as practical.
2.8 Permitting Activities
Permitting activities with the following agencies are anticipated:
a. City of Boynton Beach right of way permit for construction of inlets and
drainage pipes in the city road right of way.
b. South Florida Water Management District (SFWMD) Environmental
Resource Permit (ERP)
C. Lake Worth Drainage District (LWDD) permit
Permitting activities will include the following efforts:
a. Preparation of permit application forms for CITY signature and supporting
documentation. Two copies of the final permitting packages (plus the number
of agency required copies) will be submitted with the 90% plans for submittal
to the PBCHD by the CITY.
b. CONSULTANT will prepare responses for up to two (2) Requests for
Additional Information (RAI) made by regulatory agencies following submittal
of the permit applications. Responses required by additional agency requests
for additional information will be considered an Additional Services item.
CONSULTANT shall incorporate permit agency comments into the 100
percent plans set.
c. Up to two meetings, one with each regulatory agency, is anticipated.
Additional meetings will be considered an Additional Services item.
Preparation of applications for other permits for the above agencies or for other
regulatory agencies beyond that specified above will be considered an Additional
Services item. Such additional permits not included in this scope of work may
include, but not be limited to, wetland dredge and fill permits, South Florida
Water Management District permit, and tree removal permits. If any de- watering
permits are necessary to conduct the work, their acquisition will be the
responsibility of the Contractor.
2.9 Easement Coordination
Assist the City in coordinating with the property owners adjacent to the outfall
easements. Participate in up to two meetings with the City and City attorney.
3.0 Bidding Services
In this subtask, CONSULTANT will provide engineering services during the
bidding and award of the project for one bid package. The following tasks are
anticipated:

1. Bid advertisement to be posted by the CITY.

2. Provide Bid Documents to the CITY in electronic format (.pdf, .doc, and
.dwg files) for the CITY and DemandStar's use.
3. The CITY will issue project documents to plan review rooms selected by
the CITY and maintain a plan holders list.
4. Attend a pre -bid conference.
5. Attend bid opening.
6. Provide Addendum, if required.
7. Respond to prospective bidders' written inquiries.
8. Review the bid tabulation.
9. Evaluation of bids by reviewing the bid tabulations with respect to the
engineers estimate, calling references .
Tasks by CONSULTANT:
None
4.0 Construction Services
CONSULTANT will provide construction services outlined below for the duration of the
project through Final Completion. Services are described as follows:
4.1 Technical Services
4.1.1 Preconstruction Meeting
CONSULTANT will conduct the preconstruction meeting between the
CITY and project representatives to assist in explaining construction
administration procedures.
4.1.2 Conformed Documents
CONSULTANT shall prepare a set of Conformed Documents.
4.1.3 Construction Meetings
CONSULTANT will attend up to two construction progress meetings
4.1.4 Construction Observation Services
CONSULTANT shall rely on the construction observation reports by the
CITY's inspector and perform limited site inspections (4 hours per week or
approximately one spot check/site visit per week) to provide a certification.
For estimating purposes the duration is projected to be 6 weeks of actual
construction activities.
4.2 Contractor Submittals
CONSULTANT's review of required Contractor submittals will consist of the
following activities:
• Review shop drawings submitted by the Contractor to determine general
conformance to the design concept and the project manual. CONSULTANT
will provide a review and submit comments regarding acceptance status for
each set submitted.
• CONSULTANT will respond to requests for information (RFI) by the
Contractor. It is reasonable to expect one RFI every other week during

construction. CONSULTANT will prepare up to two supplementary drawings
to resolve actual field conditions encountered.
• CONSULTANT will review an estimated one change order submitted by the
Contractor. Review will address conformance to original design concepts and
cost - effectiveness. CONSULTANT will evaluate requested price changes
and time extensions for proposed change orders and make recommendations
in writing.
4.3 Substantial Completion /Final Acceptance
Key members of CONSULTANT's team will conduct a final inspection for the
work with project representatives and the Contractor and provide written
recommendations in the form of a punch list for acceptance of the work.
CONSULTANT will coordinate with the CITY on issuing a Substantial Completion
document. CONSULTANT will perform a site visit to review the completed work.
4.4 Record Drawings, Final Documents, and Certification Submittals
CONSULTANT will review the signed and sealed record drawings to be provided
by the CONTRACTOR showing changes made during construction provided by
the contractor, as required in the contract specifications, depicting any significant
deviations and changes in the Contract Drawings. CONSULTANT will assist the
CITY in securing permit releases from the governing agencies.
It is assumed that all required testing will be by the contractor and results will be
provided to CONSULTANT.
CONSULTANT will provide for Certification of Completion of Construction forms
and submit them to the SFWMD and LWDD for final clearance.
Project Team
The project team will consist of CONSULTANT as the lead consultant. This team will
be led by Ms. Dana Gillette, PE. No sub - consultants are proposed.
C. Assumptions
1 No Maintenance of Traffic (MOT) plans are included. The Contractor will be
required to prepare and submit MOT plans.
2 Field verification of existing utilities will be limited to those affecting the project.
3 Any additional easements or rights -of -way required will be obtained by the CITY at
no cost to CONSULTANT.
4 The design drawings will be based on plan scale 1" = 20' horizontal, 1"= 4' vertical
on Palm Beach County property appraiser aerial photos on 24 "x36" paper for
construction with reduced prints for construction on 12 "x18" paper.
5 All permitting fees under this scope of work will be paid by the CITY.
6 The City will provide the inspection services and the CONSULTANT'S daily spot
check will be as needed to allow the CONSULTANT to certify that the construction
effort has been in general accordance with the plans and specifications.

7 Front end documents will be provided by the CITY for use in the Bid Documents.
8 The Contract Documents will be prepared as a single package.
9 A single bidding effort is assumed.
10 Conformed Contract Document set incorporating revisions identified during the bid
phase will be provided as part of Engineering Services During Construction.
11 It is assumed that there are no contaminated soils, endangered species or habitat,
archeological artifacts, or other sensitive environmental issues to be avoided
during the design.
12 The CITY will provide Autocadd standards that will be followed regarding sheet
borders, fonts, layer names, etc.
13 Attendance at public meetings or hearings associated with public involvement or
with permits applied for in support of the project is not included.
14 The design is to be based on the local codes and standards in effect at the
beginning of the project. Revisions required for compliance with any subsequent
changes to those regulations is considered an Additional Services item.
15 Survey efforts will be required outside of the road right of way onto private
property. The CITY is responsible to notify the affective property owners and obtain
permission prior to the commencement of the survey mobilization.
16 Monumentation of the right of way is not included
17 Access to the subject and adjoining properties shall be granted upon prior notice if
restricted, gated, and /or locked. Topographical data will not be collected upon
properties in which the surveyor is asked to leave.

D. Contract Reference
This Task Order shall be performed under the terms and conditions described within the
Agreement for General Engineering Consulting Services dated August 25, 2014
between the City of Boynton Beach and Erdman Anthony of Florida, Inc. (RFQ 017 -
2821-14/DJL).
E. Additional Services
The following are examples of some specific Additional Services Items that may be
required, but are not included within this Task Order. Generally, a condition contrary to

the work description herein (upon which the design fee is based) is considered an
Additional Services item. Examples include:
1. Development of property descriptions of easements, road right -of -ways, etc.
2. Preparation of right -of -way or easement boundary surveys.
3. Maintenance of Traffic plans.
4. Dewatering plans or permits.
These and other services can be provided, if desired by the CITY, under separate Task
Order(s) or by an amendment to this Task Order. Services performed will be on an as-
directed basis in accordance with a written Notice to Proceed from the CITY.
F. Obligations of the City
1. The CITY shall provide CONSULTANT in a timely manner, all requested and
available record data and information related to the project as necessary for the
performance of the services specified herein.
2. The CITY shall review all documents presented by CONSULTANT; obtain advice of
an attorney, insurance counselor, and other as CITY deems appropriate for such
review and render decisions pertaining thereto within reasonable time so as not to
delay the services of CONSULTANT.
G. Compensation and Schedule
CONSULTANT proposes to perform tasks outlined below and as further described in
Attachment A. As provided for in the Agreement, compensation for the services
provided shall be due and payable monthly in proportion to the percentage of the work
estimated by CONSULTANT to be completed at the time of billing for lump sum tasks.
Time and material, where applicable, not to exceed will be billed monthly under the
agreed billing rates. Expenses will be invoiced at the actual amount that the
CONSULTANT paid plus 10 %.
