AN ORDINANCE OF THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA,
AMENDING CHAPTER 2 OF THE CODE OF
ORDINANCES TO CREATE ARTICLE X, AND
SECTIONS 2-148 THROUGH 2-153, PROVIDING
FOR THE CREATION OF A VISIONS 20/20
IMPLEMENTATION TASK FORCE; SETTING FORTH
TERMS OF OFFICE AND BOARD PROCEDURE;
PROVIDING AUTHORITY, FUNCTIONS, POWERS,
AND DUTIES; PROVIDING FOR
CONFLICTS,SEVERABILITY, CODIFICATION AND
AN EFFECTIVE DATE.
WHEREAS, the City of Boynton Beach has developed a
Visions 20/20 plan to address the needs and concerns of the
city, its citizens, and its residents; and
WHEREAS, the City Commission desires to hire a
consultant to assist the City in the implementation of the
Visions 20/20 plan; and
WHERE1AS, the City Commission of the City of Boynton
Beach deems it to be in the best interests of the health,
and general welfare of the citizens of Boynton Beach to
create a Visions 20/20 Implementation Task Force to assist
the City Commission in the hiring of a consultant to assist
in the execution of the Visions 20/20 plan.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION
OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1. That Chapter 2 is hereby amended to
create Article X, consisting of Sections 2-148 through 2-
153, by adding the words and figures in underlined type and
by deleting the words and figures in struck-through type, as
follows:

Force - Establishment and Composition
of Boynton Beach Visions 20/20
Implementation Task Force is a board hereby
creat:ed and established, consisting of the
fifteen (15) regular members. The initial
appointment of twelve (12) members by the mayor
on June 21, 1996, is hereby ratified. The
terms of these original members shall expire on
June 30, 1997.
B. Beginning in July, 1997, the mayor and City
Commission shall appoint the members of the
Visions 20/20 Implementation Task Force in
accordance with the appointment procedures
followed by the Commission.

Sec. 2-149. Terms of Office; removal; vacancies.
A. The members of the Visions 20/20 Implementation
Task Force shall hold office until June 30th of
the year such members' terms expire. Each
member shall hold office until his or her
successor is duly appointed and qualified. Any
member appointed to serve in lieu of any member
on account of death, resignation, removal or
disability of such member, shall serve only the
unexpired term of such original member.
B. Any vacancy on the board shall be filled by th~
City Commission.
C. Three (3) or more absences by a member of th~
Board shall result in removal by the City
Commission
D. Nothing herein shall prohibit the reappointment
of a member or limit the numbers of terms
member may serve.
Sec. 2-150. Selection of chair and vice chair;
rules of procedure.
A. At the first regular meeting of the Visions
20/20 Implementation Task Force in July of each
year, the board shall elect a chairperson and ~
vice chairperson from among its members.
B. The Visions 20/20 Implementation Task Force
shall meet at regular intervals to be
determined by the City Commission and at such
other times as the chairman may determine. The
Board shall operate in accordance with Robert's
Rules of Procedure, as amended from time to
time. All meetings shall be open to the
public, and a record of all meetings shall be
kept and maintained in accordance with Florida
Public Records Laws.
C. The board shall keep minutes of its
proceedings, showing the vote of each member on
each question, or if absent or abstaining,
indicate such fact. No member shall abstain
from voting unless he or she has a conflict of
interest pursuant to the provisions contained
herein or in accordance with Chapter 112,
Florida Statutes. The records of the board
shall be filed in the office of the city clerk
and shall be accessible to the public for
review and copying.
D. Meetings of the board shall be noticed by the
City Clerk. and shall be held at a City facility
or other publicly accessible location within

Sec. 2-151. Authority, functions, ~owers and
duties.
A. The Visions 20/20 Implementation Task Force
shall have the authority and duty to screen all
applicants offering consulting services for the
Visions 20/20 project. The board shall listen
to presentations of consulting entities or
firms, consider applications, examine each
applicant, and forward a list ranking those
consultants to the City Commission.
B. The Visions 20/20 Board shall categorize and
prioritize the items, suggestions and comments
in the Visions 20/20 document, and provide ~
recommendation to the City Commission.
C. The board may offer any other suggestions to
the City Commission with respect to the Visions
20/20 document.
Sec. 2-152. Board Decisions.
Ail decisions of the Visions 20/20
Implementation Task Force shall be advisory to the
City Commission. The Board shall advise the City
Commission of its findings with respect to the
foregoing issues and shall make recommendations to
the City Commission on any matter referred to it
within thirty (30) days or within such time as
prescribed by the City Commission by specific
resolution.
Sec. 2-153. Powers.
Nothing in this article shall be construed as
restricting or curtailinq any of the powers of the City
Commission, or as a delegation to the board of any of
the authority or discretionary powers vested and
imposed by law in the City Commission. The Cit~
Conm~ission declare~ublic interest, convenience
act in a purely advisory capacity to the City
Commission for the purposes set forth in this article.
Section 5. Ail ordinances or parts of ordinances in
conflict herewith be and the same are hereby repealed.
Section 6. Should any section or provision of this
ordinance or portion hereof, any paragraph, sentence or word
be declared by a court of competent jurisdiction to be
invalid, such decision shall not affect the remainder of
this ordinance.
