A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA,
SUPPORTING THE CHANGES IN ZIP CODE
BOUNDARIES AS PROPOSED BY THE PLANNING
DEPARTMENT; DIRECTING CITY CLERK TO
FORWARD A COPY OF THIS RESOLUTION TO THE
UNITED STATES POSTAL SERVICE; AND FOR AN
EFFECTIVE DATE.
WHEREAS, the U.S. Postal Service has been reluctant in the
~ast to respond to requests for boundary changes, postal
~fficials are now acknowledging ZIP Code related problems by
~ccepting requests for changes to boundaries; and
WHEREAS, the City Commission of the City of Boynton Beach
supports the changes in ZIP Code boundaries as outlined in a
letter from the City Planning Department, directed to the U.S.
Postal Service dated May 7, 1991 which letter is attached hereto

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
~ITY OF BOYNTON BEACH, FLORIDA THAT:
Section 1. The City Commission of the City of Boynton
Beach hereby supports the changes in ZIP Code boundaries as
Dutlined in a letter from the City Planning Department directed
~o the U.S. Postal Service, dated May 7, 1991, and attached
hereto as Exhibit "A".
Section 2. The City Clerk is hereby directed to forward
m copy of this Resolution upon passage to the United States
Postal Service.
Section 3. This Resolution shall take effect immediately
lpon passage.

Dear Mr. Spates:
Please consider this as a formal request for a change in the ZIP
code boundaries assigned'to the particular sections of the City
as indicated by the dotted pattern on the attached map. This
issue has been a concern to the City for several years, however,
this request has been initiated in response to the attached
article which was published on March 18, 1991, in Nation's Cities
Weekly-
ZIP Code-related problems, such as those indicated in the
aforementioned article (i.e. delayed emergency service, public
access to resources, etc.), occasionally plague the City.
Furthermore, a constant problem exists and involves the inability
of certain residents to be identified with the City in which they
reside. Furthermore, since the City continues to grow within
these areas, and will ultimately expand (through annexation) into
adjacent ZIP code areas which are not assigned to the City, these
ZIP-Code related problems will reoccur, and most likely worsen.
AS indicated by the attached map, several areas of the City lie
within ZIP code areas that are not assigned to the City of
Boynton Beach. Although the areas vary from large residential
subdivisions (where most of the problems have been generated) to
single lots, partial condominiums, or small commercial
properties, all are prone to the problems indicated above. I
understand that the process required to relocate the ZIP Code
boundaries is not a simple one, and may require the coordination
of numerous U.s. Post offices, relocation of postal employees,
and several years in which transitional procedures would be
conducted; however, thOse problems and procedures encountered
during the boundary relocation process will likely be experienced
in a short-term time period, unlike the length of time that the
City will be relieved of the ZIP-Code related problems.

The areas that should be added to ZIP Code areas that are
assigned to the City are identified on the accompanying map by
the letters "A" thru "E", and are summarized as follows:
Areas A and B - are currently within ZIP Code area 33462, which
is served by a Lake Worth Post Office. Since the greatest amount
of municipal expansion has been occurring westward from this
northwest part Of the City, boundary relocation should also
incorporate those areas that will likely be annexed (see
accompanying map);
Area Q - is located between the Intracoastal Waterway and the
Atlantic Ocean, and includes the southern half of the St. Andrews
club Condominium. This portion of st. Andrew Club was excluded
from Boynton Beach ZIP code area 33435, and hence included within
Delray Beach ZIP Code area 33483. St. Andrews club Condominium
has been within the City limits for over 20 years;
Area ~ - is located at the southeast corner of the City, and is
situated between old Dixie Highway and U.S. 1. The boundary
should be relocated to include both the currently incorporated
lots, and those that will ultimately be annexed. Area "D" is
presently within ZIP Code area 33483, and therefore served by
Delray Beach; and
Area E is located along the City's southern border and consists
of only two (2) residential lots. Since there exists no other
unincorporated enclaves in this immediate area (that are not
currently within a Boynton Beach ZIP Code area), no changes will
subsequently occur to the municipal boundary in this area.
It is my understanding that ZIP code areas were originally
defined based upon fixed boundaries, and therefore were not
intended to be sensitive to municipal boundaries or boundary
changes. However, since portions of municipal boundaries can no
longer expand beyond their current locations, since the locations
of future municipal boundaries can be more easily projected, and
cognizant of the problems that have resulted from the
inconsistency between municipal boundaries and ZIP Code
boundaries, the ZIP code boundaries should be adjusted, and where
possible, to be consistent with the City's boundary.
