R91-67RESOLUTION NO. R91- ~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, EXPRESSING SUPPORT AND/OR OPPOSITION TO SEVERAL PROPOSED BILLS BEING CONSIDERED FOR ENACTMENT BY THE FLORIDA LEGISLATURE DURING THE 1991 SESSION; FOR ANEFFECTIVE DATE, AND FOR OTHER PURPOSES. WHEREAS, the Florida Legislature officals convened on March 5, 1991, and will adjourn 60 days later, and WHEREA$~ the Florida Legislature is consi~ering numerous bills for enactment during this 199I Legislative Session, and WHEREAS, several of these bills presently under consideration are deemed to be advantageous to the local governments, while others are deemed to be not advantageous. 80YNTOgNOg'B~AcH;THEREFORE'~DA,BETHAT:IT ~E$OLVED BY THE CITY CO~IlSSION OF THE CITY OF Section 1. That the City Commission of the City of Boynton Beach expresses its ~support for the following listed bills since they have been determined tO 'either {!} provide funding/increased revenues to the Cities; {2} increase flexibility to the Cities, and/or {3) remove inconsistencies, clear Up language~and Provide greater understanding to the public. SB1086 Real Property Transfer Tax CS/HB1241/SB1976 Occupational License Tax Reform HB12il Loyalty Oaths Continued Funding to the Institute of Government Program HBl149 Public Nuisances HB2447/CS/SB2342 Parks and Recreation After-School Programs {with exemption) Section 2. That the City Commission of the City of Boynton Beach expresses its opposition for the following listed bills since they have been determined to either {1) decrease local revenue sources; {2} erode and/or intrude on the C!ty's local home rule authority; {3) impose mandates on cities without financing; {4) and/or place unreasonable financial burdens on local governments. A. HB1569/SB1510 Billboard Regulation B. HB2261/SB1522/SB2046 Impact Fees C. HB1813/SBI486 and NB357/SB1022 Municipal Police and Fire Pension Trust Funds D. HB1647/SB616/SB1258/SB1182 Taxing Agency Exemptions from Community Redevelopment {CRA's) E. HB1863/SB1808 Electric Territorial Bill/Franchise Fees F. PCB FT 91-4/SB2000 Mandates Implementation Legislation G. HBI75g Growth Management H. SB2034 Growth Management/Concurrency I. SB526/HB669 Annexation Section 3. That the City Commission hereby directs the City Clerk to forward a certified copy of this Resolution to the Palm Beach County Delegation advising them of Boynton Beach's support and opposition to these respective proposed bills. Section 4. That this Resolution shall become effective immediately upon PASSED AND Al)OPTED this ~ day of April, 1991.
