Richter Robert Walshak Gary Lghnertz, Alternate Arline Weiner, Alternate Carmen Annunziato, Director of Planning Jim Golden, Senior City Planner Tambri Heyden, Assistant City Planner Chairman Trauger called the meeting to order at 7:30 P. and called on Mr. Annunziato to conduct the election of Officers. OLD BUSINESS Election of Chairman and Vice Chairman for 1988-89 (Tabled 4/12/88) Mr. Blanchette moved to remove and to move it up on the agenda item, seconded by Dr. Jackier. "OLD BUSINESS" from the table so it would be the first Election of Chairman Vice Chairman Wandelt moved to nominate the present Chairman, Walter "Marty" Trauger, as Chairman for 1988-89. Mrs. Huckle Seconded the motion. Mr. Blanchette nominated Robert Walshak as Chairman for 1988,89, seconded by Dr. Jackier. Chairman Trauger moved, seconded by Mrs. Huckle, that the nominations be closed. A vote was taken on the nomination of Walter "Marty" Trauger as Chairman. The vote was 3,4. Mr. Blanchette, Dr. Jackier, Mr. Richter, and Mr. Walshak voted against the nomination. A vote was taken on the nomination of Robert Walshak as Chairman. The vote was 4-3. Chairman Trauger, Vice Chairman Wandelt, and Mrs. Huckle voted against the nomination. Robert Walshak was appointed Chairman of the Planning and Zoning Board for 1988-89. - 1 - MINUTES - PLANNING & ZONING BOARD BOYNTON BEACH, FLORIDA MAY 10, 1988 Mr. Annunziato gave the gavel to Chairman Walshak. Chairman Watshak thanked the Members for electing him as Chairman and hoped he could do half the job his predecessor had done. Election of Vice Chairman Chairman Trauger nominated the present Vice Chairman, Robert W~ndelt, as Vice Chairman for 1988-89. Mrs. Huckle seconded the motion. Dr. Jackier nominated Harold Blanchette as Vice Chairman, seconded by Mr. Richter. A vote was taken on the nomination of Robert Wandelt as Vice Chairman for 1988-89. The vote was 3-4. Mr. Blanchette, Dr. Jaekier, Mr. Richter, and Mr. Walshak voted against the nomination. A vote was taken on the nomination of Harold Blanchette as Vice chairman. The vote was 4-3. Mrs. Huckle, Col. Trauger, and Vice Chairman Wandelt voted against the motion. Harold Blanchette was appointed Vice Chairman of the Planning and Zoning Board for 1988-89. E-4 Canal See "Addendum A" attached to the origi- nal copy of these minutes in the Office of the City Clerk Request for preapplication approval to construct 199 multi-family rental apartment units on 18.43 acres Mr. Golden said this request follows in the paths of two previous denials of Commercial zoning of this property by the City Commission. He explained the purpose of the pre- application procedure. The Technical Review Board (TRB) recommended approval, subject to staff comments attached to the original copy of these minutes in the Office of the City Clerk as Addenda B-1 and B-2. James W. McManus, Vice President, W. O. Brisben Companies, Inc., 1451 West Cypress Creek Road, Fort Lauderdale, Florida 33309, said the applicant was looking for approval of the preapplication so that they can continue with their planning and work with the various community agencies and authorities to come up with a proposal for a site plan, master plan, and platting of the property. Chairman Walshak asked if these would be two story buildings. Mr. McManus answered affirmatively and said there will be approximately 12 or 16 units per building. One building will have an odd number of units because of the zoning. He explained that the A-1 units will have one bedroom and 754 square feet. The B-1 units will have two bedrooms and 1,034 square feet. The B-2 units will have 1,054 square feet and 2 bedrooms and 2 baths. - 3 - MINUTES - PLAt~NING & ZONING BOARD BOYNTON BEACH, FLORIDA MAY 10, 1988 Mr. Blanchette noticed that there was a gate house. Mr. McManus did not know if the gate house will be a manned gate house. Urban Design Studio, West Palm Beach, did a study and recommended that it be very heavily landscaped to serve as a visual and sound buffer. Based upon talks with the City Engineer, City Planner, Horticulturist, etc., Mr. McManus said they may extensively landscape it, berm it, and then put a hedge or a lot of landscaping across the front. That will keep the noise out and provide security as well. Mr. Blanchette asked about this because the County has passed a new Security Code, and they are discouraging a lot of land- scaping unless it is patrolled by a Security Guard. Mr. McManus said that will come out in the course of planning. It was their intention to go along with that recommendation because that is what the City desires. Mr. McManus indicated a 40 foot strip, which was put in partly to adhere to Urban Design Studio's request, and he explained. There was discussion about other property. Col. Trauger asked what the density would be on the project. Mr. McManus replied that it is ten dwelling units per acre. They will accrue density based on the entire piece of property, and the units will be situated back from the buffer. Mr. McManus informed Col. Trauger that they are presently under contract to purchase the property contingent upon a site plan approval or their ability to use it. If they develop the property, Col. Trauger questioned whether they would maintain the management of the property. Mr. McManus answered that they manage through their own management company. He further advised that they will be looking at rental units that will average $650 to $700 a month for rents. Mrs. Huckle drew attention to the first comment in Mr. Annunziato's memo of May 4 (Addendum B-l), and read, "The proposed boardwalk and dock facilities are shown on property owned by others. Mr. McManus clarified that the Architect, in doing the preliminary site plan, failed to pick up the actual property line of others which extends one to two feet on the south side of the canal. He said they are ~n the process of deleting that proposal. Mrs. Huckle asked about the other staff comments. Mr. McManus did not see any problem with adhering to the other - 4 - MINUTES - PLANNING & ZONING BOARD BOYNTON BEACH, FLORIDA MAY 10, 1988 recommendations made by the City Staff. With reference to the comments from the City Forester, he showed where the Pond Apple trees are and said that was not their property. However, if there is any intrusion of the Pond Apple trees into their property, they will be left there, and there will be no problem. Most of the Pond Apple trees are not included in this site. Mr. McManus added that they try to maintain as much of the growth that is suitable as they can. He indicated where several large Banyan trees are located and said they plan to leave the Banyan trees there and have a recreational area for the development. Mr. McManus informed Mrs. Huckle that there wilt be a clubhouse, exercise facilities, a swimming pool, and tennis courts. There will more than likely be a bicycle path ~nd jogging path. The bicycle path will be along the paved roads, and the jogging path will be along the periphery. Mr. Walshak asked what the projection of time was. Mr. McManus expected that they would close on the land in construction financing within thirty days of final site plan approval. They expect to have their first unit ready for occupancy within six months after the commencement of construction, and they expect to take approximately two buildings or 24 to 30 units per month from construction, meaning that in approximately eight to nine months after the first certificate of occupancy (C.O.) or about 14 to 16 months after commencement of construction, they will be completing the project. Mr. Walshak asked when they would prepare the site plan for submission. Mr. McManus replied that they hope to have that submitted by May 31st, so they can be on the agenda for the June 7th TRB meeting. There was more discussion, and Chair- man Walshak explained the preapplication to the audience. Vice Chairman Blanchette moved that the request be approved, subject to staff comments. Mr. Golden called attention to the memos from the City Forester and Building Department, which were distributed at the meeting, and said the land value for the Recreation and Parks dedication needed to be set at this time. The common area landscape plan, included in the site plan package for the private recreation area, was withdrawn due to some technical problems at the TRB meeting, and it will have to'be resubmitted. A comment concerning this issue was in the memo for the private recreation area, which appeared on this agenda under "SITE PLANS." (See page 11 MINUTES - PLANNING & ZONING BOYNTON BEACH, FLORIDA BOARD MAY 10, 1988 of these minutes.) Therefore, Mr. Golden said that could be separated from the plat. The TRB recommended approval of Citrus Trail at Citrus Glen, subject to staff comments attached to the original copy of these minutes as Addenda H-1 through H-3. The TRB also reoommended approval of Executive Estates at Citrus Glen, subject to staff comments attached as Addenda I-1 through 1-31 to the original copy of these minutes. He just received the City Forester's comments tonight and had to get them back to the Landscape Architect, so there will not be any ma]or problems with them. The recreation area comprises a swimming pool, cabana, spa, two tennis courts and a parking area. The cabana will be off white stucco with a terra cotta red Spanish tile roof. Miss Heyden said the applicant was proposing a 25 square foot free standing recreation sign. The sign is 4 feet in height and is consistent with the existing and proposed Sign COde. He explained the plan and said a better rendering will be submitted to the Community Appearance Board (CAB) and City Commission. Mr. Menendez agreed with all of the staff comments and added that they were basic Code requirements that they would have to comply with. Mr. Wandelt asked where the sign would be located, Menendez indicated on the plan where it would be. will say~ "Citrus Trail Recreation Center." and Mr. The sign Mr. Menendez explained that the project has been divided into two sections. One is the Executive Estates of Citrus Glen and the other is Citrus Trail and Citrus Glen. This revision is to serve Citrus Trail. Mr. Menendez said the reslidents of Executive Estates cam be members of this recreation facility, but it will just be an extension of Citrus Trail. The units in Executive Estates will be larger units, and they will be offered swimming pools. Probably not~ too many residents of Executive Estates will go to an association recreation center. Request for site plan approval to construct a 220 unit ACLP (298,826 square feet) and a 6,300 square foot - 12 - MINUTES - PLANNING & ZONING BOARD BOYNTON BEACH, FLORIDA MAY 10, 1988 medical office building on tracts 2, and 4 (18.39 acres) at the Stanford Park Planned Unit Development 3 Mr. Golden said there is an existing convalescent center in this PUD. The applicant is proposing to construct the approved 220 unit ACLF and a 6,300 square foot medical office building, Which is 3,700 square feet less than the master plan would allow. Mr. Golden explained the plan and said the medical center will be a one story structure with a maximum height of 24 feet. A lake is proposed on the east side of the medical center. N. W. 7th Court is a 60 foot wide local street, which is required to be dedicated, and it will be constructed to the southern limit of the tract and temporarily nerminate until the property to the so~tk is developed, when it will continue south and connect with Miner Road. The ACLF is proposed to be constructed at the rear of the existing convalescent center and the proposed medical center. It will have four stories with the exception of the administration building, which will have two stories. The type ~f constr~uction has not been clearly specified. Mr. Golden said the comment from the Police Department could be deleted, as they were supporting the comments from the Fire Department and the Public Works Department concerning construction of the paved access area for service and emerqe~cy purposes. The four memos from the Fire Department clearly detailed the need for a paved access area to provide for emergencies and to also allow for a continuous route for the City front end loaders to service the dumpsters. Concerning the comments about paved access, Mr. Golden said there have been discussions between the City Staff and the developer about the option of going with some type of paver block. The City Staff would support that. There was an additional memo from the City Forester. Chairman Walshak referred to getting staff comments five minutes before the meeting and asked if there was a problem. He istated that there were 14 different comments from the Building Department that the Board had not been able to review, and he wondered if the Members were to ask individual questions on them. Mr. Annunziato answered that his department always attempts to get the ~taff comments to the Board with the agenda packets but sometimes the memos are not forthcoming at the time the agenda packets are transmitted. He thought Chairman Walshak would find that most of the comments from the Building Department were standard clauses. Mr. Hearing received the comments tonight and spoke to Mr. Jaeger about them late this afternoon. Me agreed with Chair- man Walshak that he would have preferred to review them before tonight. Mr. Hearing thought Mr. Golden did a good job of pointing out the features of the site plan. 14 MINUTES - PLANNING & ZONING BOARD BOYNTON BEACH, FLORIDA MAY 10, 1988 Mr. Hearing said they will have not only a very strong and clean architectural statement but a very well landscaped project. The project is oriented toward the golf course to takie advantage of the views. As a part of the original maslter plan, large portions of open space were also approved. Mr. Hearing said their recreational facilities will have a poQ1, spa, and seating spaces, as well as a gazebo and trellis for future residents. There are a variety of park- ing options, including covered parking. Mr. Hearing further expllalned the plan and indicated a fountain which will act as a visual amenity and will also provide irrigation for the lak!e. The~e will be a covered bridge as people enter the medical cen~er or the ACLF. The ACLF will be broken into two living faclility buildings, an administration area, a recreation building, and a food service building in the rear. Access is provided via a covered walkway Mr. Hearing stated that they were largely in agreement with all of the staff comments, but they felt perhaps there was a misunderstanding regarding the building. There was a comment regsrding the location of elevators and stairwells, and Mr. Hea~ing emphasized that the building meets all State, local, and~ County Codes. It is a fully fire sprinkled building and is built of masonry construction. As it is an ACLF, they will~ have emergency technicians on staff. The administration off~ce will be wired to every single room so if there is an emergency,~ the emergenc~ staff can attend to whether it is a hea~th problem, etc. In the past, these technicians were offl duty or employees of the area Fire Department. Mr. Hearing said the developer has developed these types of facilities all over the State of Florida, as well as in other parts of the country, and they have been very success- fuli. He informed Chairman Walshak that the maximum height of the building is 45 feet. Mr. Richter asked if the emergency medical staff would be on for 24 hours. Mr. Hearing answered affirmatively. Mr. Richter noted that response times were a big concern on some of the staff comments. Mr. Hearing did not think the staff understood the fact that they have emergency technicians on the! job, 24 hours a day. That is a part of what they are selling as a feature. 15 - MINUTES - PLANNING & ZONING BOARD BOYNTON BEACH, FLORIDA MAY 10, 1988 Mr. Richter asked if this had been discussed with the Fire Department. Mr. Hearing replied that they discussed paved access ways. They met with Mr. Cavanaugh today, and he believed that they were in agreement. Naturally, they do not want anything totally around the building, so they are coming up with ways to address Mr. Cavanaugh's concerns. Mr. Annunziato asked what their solution was with respect to the access to the building. Mr. Hearing answered that they are proposing either a decorative paving or an asphalt road along the baok. He pointed out where it would go and said there will be full circulation all the way around. They are also working with Mr. Cavanaugh to provide additional impacted areas for him Go bring in emergency vehicles. As far as a fire event, it would be very infrequent. Mr. Hearing repeated prior statements. When this master plan was approved, Mr. Annunziato said language was put on the records concerning alternative forms of transportation which would be provided at the Adult Congregate Living Facility (limousines, buses, and things that would make it unnecessary for individual unit occupants to,require transportation of their own). Mr. Hearing assured the Members that they are living up to all of the previous commitments made by Health Care Associates. The way t~e site has been designgd, is that the administration bu~l~ing will be the major p6i~t of ingress and egress to the s!tructure. Mr. Hearing continued by saying the parking will be all valet. As far as mass transit, they will have shuttle buses (vans with between 12 and 14 seats). They found a majority of the residents shop together and go out at the same time. Attorney Royce said they have had serious concerns about marketing because the Wellesley is not going as they had hoped and projected, and it does not appear that it will be appropriate for them to continue with that unit. After serious consideration, Attorney Royce said they concluded that the thing to do would be to change their unit type to meet the market demand. He said they have a diffi- cult situation which they need to solve if they are to go forward on a reasonable basis. Attorney Royce drew attention to a rendering of a new unit which will utilize the same site plan, parking area, street alignment, landscape plan, recreational facilities, guard house, and entrance features. There will be no engineering or traffic changes, and there will be the same number of units. They are trying to be sure this unit will be compatible with the existing unit, which is why they are using the same roofing material, color scheme, etc. - 23 MINUTES - PLANNING & ZONING BOARD BOYNTON BEACH, FLORIDA MAY 10, 1988 Attorney Royce thought this unit would meet wider acceptance, and he explained. It will have two bedrooms upstairs, instead of one upstairs and one downstairs, plus two full private bathrooms upstairs and ½ a bath downstairs. The present unit has two bedrooms and two baths. Additionally, this unit will have approximately 40 square feet more living space than the existing unit. The present patio area has 146 square feet. The patio for the new unit will go up to 402 square feet. Attorney Royce elaborated. Attorney Royce agreed with Vice Chairman Blanchette that this unit will have more of a contemporary look. The other one had more of a Cape Cod look. There was discussion about the units. Attorney Royce said the price will range from $75,000 to S85,000, depending on the location. Chairman Walshak all of the staff he was. asked if Attorney Royce was familiar with comments, and Attorney Royce replied that Chairman Walshak liked the first unit better, and he wondered if there had been a meeting with the homeowners. Attorney Royce said a meeting is planned for Monday, May 16th. Chairman Walshak, personally, would have preferred that they meet with the homeowners przor to coming here so the Board could know how they felt about it. He explained why he felt the applicant may get some feedback from the homeowners that are there. Attorney Royce indicated on the plan where the existing units are and where the new units will be. While it is one development, he showed that the units would be separated. He explained that it will not be like every other one or a checkerboard pattern. Attorney Royce thought it would have a minimum impact in that regard. There was discussion and Attorney Royce told about the variety of units in The Meadows. Since the units will be separated, he hoped this would not be a great concern. Mr. Wandelt thought this unit was more attractive than the original one. There were further comments. Miss Heyden read the comment, which stated that although the kangaroo logo is permitted in the existing Sign Code, it would not be permitted in the proposed Sign Code. After the new Sign Code is passed, Miss Heyden informed Col. Trauger that any non-conforming sign would have to be brought up to Code within one year. Mr. Annunziato inter- jected that it was suggested that period may be extended to two years. In terms of consistency, he reminded the Board of the position they took relative to a "certain cow" and recalled that the applicant was agreeable to removing the animal from the logo. Mr. Rowland understood but wanted to bring up the point that one year ago, when all of the plans were approved, there was a free standing pole sign which they deleted for this sign. The free standing pole had a kangaroo on it, which was the same size as what is on this sign. Now all they were doing was changing the configura- tion of the sign and moving it to a different location. It seemed to Mr. Rowland that the approval had already been obtained as well as the other sign that was initially approved. 25 - MINUTES - PLANNING & ZONING BOARD BOYNTON BEACH, FLORIDA MAY 10, 1988 If the sign was on the site plan that was subsequently approved, Mr. Annunziato agreed with Chairman Walshak that Mr. Rowland's statement was true. Mr. Rowland assured him that the sign was on the original site plans. They deleted it from the permit to obtain an occupancy permit because the owner wanted to change the sign. Mr. Rowland said his client has a new sign that says, "Lionel Playworld Toys". He asked if the applicant could have approval by deleting the kangaroo, changing the words, and having the same sign configuration. In the next month or two, Chairman Walshak said the new Sign Code could be in being. There were further comments. As an option to coming back through, Mr. Rowland was asking if he could change the wording and delete the logo on tbs sign. Chairman Walshak thought he would accept that providing everything was done properly when Mr. Rowland goes to the City Commission next week. Mr. Annunziato thought it should also go to the CAB. He felt the sign Mr. Rowland suggested would meet the Code of Ordinances. There was further discussion. The applicant made an error on the site plan that was submitted, which Miss Heyden explained. Photos that were taken from 1-95 were distri- buted, and they illustrated the visibility desired by the applicant. The proposed sign is approximately 324 square feet in size with black letters. The TRB recommended denial of the request, based on the staff comments attached to the original copy of these minutes as Addenda X-1 and X-2. Miss Heyden read the second comment contained in Mr. Annunziato's memo of May 4, 1988 (See Addendum X-1.) ' Chairman Walshak asked what the actual dimensions of the sign were. Miss Heyden answered that it is 81'x4'. The pres~ent Sign Code allows 25 square feet. The new Sign Code would not allow a sign on the site. Relating this to M-i, it seemed to Mrs. Huckle that this was a little unusual when they had a commerce center along 1-95. It s~eemed to her there should be some leniency to get more attr~action to the center. Mrs. Huckle did not see any recommendations from the TRB. Mr. Annunziato responded that the TRB attempted to address that matter by recommending that if the building establishes itself as fronting on 1-95, they would be entitled to use 1-95 as the street frontage. He believed this had come up several years ago, and it became a Codes Enforcement iSsue, at which point the sign was deleted. Mr. Annunziato informed Vice Chairman Blanchette that sign would be on the east side of the 1900 building. There was discussion. the 28 MINUTES - PLANNING & ZONING BOARD BOYNTON BEACH, FLORIDA MAY 10, 1988 Avery H. Robbins, Asset Management, MIG Realty Advisors, Inc., 1645 Palm Beach Lakes Boulevard, Suite 600, West Palm Beach, Florida 33401, told the Members Erwin Gold could not be present tonight, but John ~ughes, Sr. was present. Mr. Robbins said they have a large investment in the property. He told of the history of the center and of how they have cooperated with the City. Mr. Robbins said they want to identify their place of bushiness. They sit perhaps 250 yards off of 1-95 and almost the same distance south of Woolbright. Mr. Robbins stated that they are trying to market their product and are about 50%i leased at this time. There is tremendous drive by traffic on 1-95, and they want to make themselves known. Mr.. Robbins elaborated and said they simply want to put up "Boynton Commercenter." Mr. Robbins followed the Sign Ordinance and said they were askiing for a variance that perhaps does not exist, but he thought they were asking for something very reasonable, and he referred to other signs. Mr. Robbins felt a 25 foot identification that far back on 11,000 square feet of fascia wasl very inadequate. He could not argue technically with the. reason that the City Staff might have. Undler the new Sign Ordinance, Chairman Walshak commented tha~ this would not be allowed at all. Mr. Robbins suggested that was not fair. Mr. Annunziato advised that there is currently working an Ordlinance which will provide for variances to the current Sign Code, and that language will be superimposed in the proposed Sign Code. He thought the problem the applicant hadl was well recognized, but the applicant cannot solve his problem under current or proposed conditions. Mr. Annunziato suggested that the applicant might be willing to pursue the variance process that will be established. He explained and added that was an opportunity the applicant could explore. If the Board did anything other than what the Code calls for nowi, Chairman Walshak said they would be granting the variance° Mr. Annunziato said they would be recommending that the Commission amend the Ordinance. That would be the net result of the Board's recommendation. Chairman Walshak did not feel the Board could be put in that position. In his comments, Mrs. Huckle noted that Mr. Annunziato said planned district signs are ultimately subject to the Board's - 29 MINUTES - PLANNING & ZONING BOARD BOYNTON BEACH, FLORIDA MAY 10, 1988 approval so the Board would have some leniency over recommending a variance to the existing Code. John Hughes, Mel Web Signs, Fort Lauderdale, had pictures showing the percentage they were asking for. In its present state, they were only asking for 3.4% for the total area. He stopped his car next to 1-95 and took the picture through the fence, which is 200 feet closer than 1-95. The only thing visible was the front of the 1900 building. The second copy showed that under maximum clear visibility, the smallest letter that you could see from 2,000 feet away is a 48 inch letter, which was why he picked that size letter. There was discussion. Mr. Robbins asked if there was anything they could get from the Board this evening, such as a nod towards a variance. If they were to make a recommendation to the Commission, Mrs. Huckle believed the Board would have to have more technical input. Even if the Board favored it, she did not know how the Board could make a specific recommendation unless it could be considered by the TRB before it got to the Commission. Mrs. Buckle thought they would have problems in requesting a variance from the Commission. Chairman Walshak agreed. Mr. Hughes mentioned that there would be no bright lights on the sign. After further comments, Mrs. Huckle suggested that the Board might recommend to the Commission that they might accommodate the applicant better and have the Commission take it from there with the TRB. Chairman Walshak suggested that the TRB come to this Board with either negative or affirmative responses. Mrs. Huckle responded that it would be a sympathetic ear to the appli- canlt, and she explained. Chairman Walshak thought they should be referred back to the Planning Department. Mr. Hughes was at a loss as to what kind of technical infor- mation they could provide to the Board. There was further discussion, and Mr. Hughes stated that it was a hardship. Mr. Rob~ins questioned whether the Ordinance was cast in concrete. Chairman Walshak answered, "No." Vice Chairman Blanchette wondered how many people would really see the sign. There were further comments, and Mr. Robbins said that was why the northernmost of the three buildings was the most appropriate one. He elaborated. There was discussion. Mr. Robbins referred to signs along 1-95 that are 4 feet high and 200 square feet. Mr. Robbins responded that there are inadequacies and unfairnesses, and he pointed to the large sign at Quantum Park, which has been there a long time and which will be there a long time. If they would pull a building permit, Mr. Robbins asked if they would be so.entitled to something along that line. Mr. Annunziato answered that they would not because they do not have a temporary construction center. If they start construction, Mr. Robbins retorted that they would. Mr~ Robbins stated that they had pleaded their case, and he did not think they were asking for anything that was un~easonable. Chairman Walsh~k f~elt that they were asking something unreasonable from the Members of the Board because he was asking them to go against an existing Code and one that will that will go into effect. Mayor Cassandra interrupted to inform the applicant that the City Commission will be voting on the second reading of the variance issue, and he suggested that the applicant go to the City Commission meeting tO see if they will fall under the variance proposed. Mrs. Huckle moved to DENY the request, as supported by the staff comments, recommended by the TRB, and because of the Code limitations. Chairman Blanchette seconded the motion, and the vote carried 7-0. OTHER Downtown Review Board At the Downtown Review Board meeting last month, Chairman Wa/shak recalled that the Board passed on a recommendation to the City Commission, and he asked Mr. Annunziato when it woUld be on the agenda. Mr. Annunziato could not tell him when it would be on the agenda and informed him that the recommendation went to the City Manager. Maximum Limit On Projects To Be Heard By The Board Vice Chairman Blanchette moved that anything under $2,000 pertaining to cosmetics on a building should not come before the Planning and Zoning Board and the City Commission but: should be handled by the necessary administrative people in the Building and Engineering Departments. Trauger felt if the City Commmission wanted the Board to consider that, they would have directed the Board that way. Mr. Wandelt thought the motion had some merit, but he thought that was what the Board was for and that they should handle th~se things, as minimal as they seem. In the .past, the Technical Review Board has evaluated ~uch~signs against sign restrictions for similar districts.
