Accompanying the uest, under the heading "Subdivisions", is a master plan ification for Citrus Glen, which was Phase I. The master plan modifi- ion went before the City Commission on November 17, 1987, ~hich time the Commission voted that it did not constitute ubstantial change. Golden planned to present both requests at the same time they were both related to each other. Mr. Menendez replied that there are 1,525 square t in the three bedroom, two bath homes with one car ages. Allen Miller, a principal in Intracoastal elopment, in answer to a previous question about the type units (zero lot lines, etc.), stated that they have done keting'studies and it was recommended by their marketing ple to develop this type of unit (zero lot line, detached t). Mr. Miller ~ered that architecturally, they will be similar. Square :age wise, they will vary. Mr. Menendez informed irman Trauger that the houses will be CBS stucco with ~nt tile. There will be grayish type colors, and there be a slight variance. Chairman Wandelt wondered what the size of the lots be. Mr. Miller advised Phase II would be 3.6. Phase I is 4.3. Mrs. Huc~le asked if that was the gross density. Mr. Menendez ansWered affirmatively. Vic~ Chairman Wandelt was not too much in favor of zero lot lines. Mr. Menendez informed him that the density is about 20% less than the maximum allowed. Mr. Walshak recalled tha they originally had duplexes but, after the City Com~zssion meeting, they changed and modified the number of units. Mr. Menendez pointed that there were two from Lawrence Road. He added that of the community will have access to arterial roads to school and the park, which is an asset for the entire ~lex. Huckle asked if the park would have any kind of develop- or if it would just be a green, open space. Mr. nziato confirmed Mr. Menendez's statement that the park i be developed by the City, and he asked the Members to 211 that the park is adjacent to the recreational area ind the school. In effect, they will come up with ~oximately a ten acre park. Mr. Annunziato told the Members that the northerly 2/3rds of ~hat they saw on the Plan had been approved and annexed by ~he City. The reason Mr. Golden made his presentation on the two projects in unison was because the original plan was being amended with the reduction in units to allow for a public road to be conStruCted through Phase I into Phase II for the purposes of accessing the school and the park. Thaw was primarily what was happening with respect to Phase I, ~nd that was the master plan amendment the Board was being asked to address. Mr.~Menendez had an exhibit showing the approved plan for PhaSe I before they sUbmitted the modification. Mr.~Annunziato drew attention to page 2 of the memo from Stan Redick, Director of Planning, Palm Beach County, where the densities were reflected. As you look at Citrus Glen, Pha~e II, which is 3.68 units per acre and look at Lawrence es with its 2.44 units per acre, you begin to see this is in line and well below the densities in the area. Mr. Mr Btanchette commented the reason the Board was seeing morn and more zero lot lines was because of the market going out of sight. To get a building permit these days, you are looking at $5,000. It took a lot of work, and he praised for their presentation and for showing the housing ~ations, which they did not have to do. irman Trauger asked if the applicants agreed with the ff comments. Enrico Rossi, Rossi and Malavasi Engineers ., West Palm Beach, did the civil engineering aspects of application. He reviewed all of the comments from the ~rtment heads, and they were acceptable to his client. irman Trauger asked if anyone wished to speak in favor in opposition to the request. There was no response, and PUBLIC HEARING WAS CLOSED. · Huckle observed that the staff comment Mr. Annunziato aded to with regard to the Hypoluxo Road situation was a part of the packet of the Members. Mr. Annunziato firmed that it was not, but he wanted it to be included. ~ Huckle asked if they could direct that comment to Mr. i. Mr. Annunziato clarified for Mr. Walshak that he talking about the letter to him from Mr. Walker of the ~ty and his (Annunziato's) additional comments. He aght they needed to be included. Walshak asked if the Fairness Clause was already part of Traffic Standards Act. Mr. Annunziato answered [rmatively but he explained that you get the penalty but the Fairness Clause included. Hernandez informed Chairman Trauger that the school has esignation of Kindergarten through 6th grade. The 9ol will have a staff of 80. Mr. Blanchette asked if it the size of the elementary school at Wellington, Mr. ~andez answered affirmatively and added that it is one of ir larger sizes. Generally, their elementary sizes are acres. There are two prototypes. This is one of them, the Wellington school is the other. They both hold ~oximately 712 to 725 students. [gn wise, Mr. Blanchette asked if this would be similar the school at Wellington. Mr. Hernandez thought this was ~ advanced in design. They have tried to introduce a rtyard to the building and to provide a separation of ~nt drop off to school bus, so there will be no inter- ~nce of traffic on site and, hopefully, there will be a :er flow of traffic. The roadway will also provide an [tional feature, so when these residential developments ~ on line to the north of the school site, the residents either walk or drive their children internally without [ng to get on Lawrence Road and interrupt that traffic ~ system. He also asked if the City has a manpower crew for tree removal. Mr. Hernandez stated that if they can acc)mmodate any kind of vegetation sharing program with the Cit{, they certainly will. This same type of request was passed by the County, and, oftentimes, the County will pro- vid such things as manpower and tree space for the reloca- rio of trees that they are not going to use on site. Mr. Annunziato read the second comment in the memorandum fro the City Forester and thought what was suggested was tha if, as a result of the school being developed, there is an pportunity to relocate some trees or if there are some tress on the site that have value, the City will be willing to :ake those trees and place them on the five acre park. He lid not think he could comment on that, but he did not wan to disregard the opportunity for that to happen. The Cit has done that in the past, and Mr. Annunziato gave an xample. He said that may be something the City will get int~ as they get more involved in the construction program. Mr. Annunziato thought they should leave it at that. I would recommend that a landscape installed along the perimeter where residential units exist or are planned. Tree species of Eucalyptus, Red Cedar and Sycamore are suggested. An underplanting of Wax Myrtle and Coral Honeysuckle vine on the fence (every 10 ft) would also help to provide visual screening of the storage tank facility. A raised concrete curb is required around landscaped areas along the entrance road and parking area. PVC sleeving should be planned to stub out to Miner Road for an irrigation system for landscape medians. This activity should be coordinated with the developer who will be constructing Miner Road at a later time. Secondly, the landscape plan as shown is consistent with the surrounding mall landscapinq and blends in with other department store landscaping plans.
